No. 1924-168ly ORDINANCE NO 166 Specifications —00, 4 1, The work heroin provided for is to be done in accordance with the plans, profiles and cross sections on file in the office of thy City Engineer of the City of Elsinore and all work shall, Unins its Progress and on its completion, conform to the lines and levels which may from time to time be given by the City Engineer in accordance therewith. 2. WORK. The work to be done is as follows 1. To excavate or fill in the area upon which the pave- rent herein provided for is to be constructed, to such an extent as nay be rqquired by the plans, profiles and cross sections and be these soecifinations. 2. To construct thereon the macadam pavement, including the surfacing, as hereinafter specified. 3. To furnish all materials necessary to construct the same. 4. To do whatever else is required by these sp 'cif icattinsW. J. SUB-GRnDE. The sub-grado for the roadnay shall be the depth below the shed pavement ohich thn Resolution of Intention specifies for the total depth of the pavement, and shall conform to the cross-section of the work on file in the office of the City Engineer of the City of Elsinore. 4. Gi�`,D IN G. Grading shall include all filling, the removal of all earth, stone or all other material of whatever nature it may be, that may be encountered in preparing the street, and shall also in- clude all trLr.aqing and shaping required to bring the surface of the street to grade and cross-sections. Wthen mud or other soft material is encountered, it shall be taken out and the space filled with gozd earth or gravel. The Controtor, however, will not be required in such cases to excavate the mud or sift material to a greater depth than two feet below grade. All filling shall be done with good sound earth. The embankments shall be carried up, of full width, in horizontal layers not to exceed one foot each in thickness, an the to -ms shallmbe made to travel as evenly as possible over the .whole surface of each layer, both going and coming. The formation of well defined rust is specially prohibited. No material of a spongy nature shall be used for filling. The space over which fills are to be made shall first be cleared of all timbers or bru After the street has been brought to grade and cross-sect- ion as above specified, the surface of the roadway shall, where the nature of the soil permits, be thoroughly dampened and rolled with a roller having an effective compressive weight of not less that four hundred 1\400; pounds per lineal inch width of tine until it is uniform, and so thoroughly compacted that a heavily loaded wagon may be driven over she surface without indenting it to an appreciable extent. Should the soil be light or sandy or of such nature that it is impossible to pack it as above described., the surface shall be rolled and drenched with dater until the utmost compaction 'pos- sible is obtained. Asphaltic oil in the qu-antity of one and one-fourth (1 1/4) gallons per square -ard of th-e surface shall be epplied in two separate applications and the proportion to be used in each �_ U application shall.be determined by the Street Superintendent. on the base as above prepared and accepted by the Street Superintendent shall be applied the first coating of oil, followed U by a layer of broken stone which aill pass a three - fourths (3/4) inch ring and be retained on a one-fourth (1/4) inch screen grad- uated in size which shall be evenly spread over the oil and brought, to a uniform surface with a road grader, in such thickness that aftEr being 'thoroughly sprinkled and rolled, the surface shall be one-fourth (1/4) inch above the surface of the larger stone. After the wearing surface has been rolled until it is solid, smooth and uniform, the second application of oil shall be made and immediately covered with stone screenings (free from dust) In sufficient quantity to absorb all surplus oil and produce a uniform surface. The pavement *hall then be watered and thoroughly rolled until it becomes hard and smooth, true to grade -and cross - section and feee from all hollows and irregularities. 6. ASPHALTIC OIL. Asphaltic oil shall contain at leash ninety (90) per cent of asphaltum. The Oil shall be applied in a uniform sheet by means of pressure sprays operated at a uniform pressure of not less than twenty -five (25) pounds per square inch. 7. BROKEN STONE. The broken stone shall be a hard, durable material that crushes with shapp fractures and shall be uniform in character It shall contain no rock that has not been broken and shall not twin more than ten (10) per cent of rook having rounded surfaces. 8. HEADERS_. Wherever the pavement does not terminate against a curb , gutter, railway track or another permanent pavement, there shall be laid a r swood not less than two (2) inches in thickness and equal in depth to the thickness of the pavement. The top edge of the header shall conform to the grades and cross - section of the surface of the paving. 9. GENERAL REQUIREMENTS. (1.) WORK. The Contractor shall furnish all the materials and perform all the labor necessary to execute the in every respect in a thorough, workmanlike man in accordance with the plans and specifications and to the satisfaction of the Street Super in- tendent. (2.) INTENT OF PLANS AND SPECIFICATIONS. All work that may be called for in the specifi- cations and not shown on the plans, or shown on plans and not called for in the specifications, u. shall be ,executed and furnished by the Contractor I �,��� as if desenibed in both these ways. (3.) MATERIALS AND SAMPLES. All materials must be of the specified quality. The Contractor shall furnish to the City Engineer for test, whenever called for and free of charge samples of all materials proposed to be used its t the work. Rejected materials must be immediately removed from the work by the Contractor. (4.) LABOR. Any overseer, superintendent, laborer or other person employed on the work by the Contractor, who shall perform his work in a manner contrary to the specifications, or who shall be drunk or disprderly, shall on the demand of the Street Superintendent be discharged immediately and such person shall not again be employed on the work. (5.) CONTRACTOR'S UNDERSTANDING. It is understood and agreed that the Contractor has, by careful examination, satisfied himself as to the nature and location of the work, the con- formation of the ground, the character, quality quantity of the materials to be encountered, the character of equipment and facilities needed pre liminary to and during prosecution of the work, the general and local conditions; and all other matters which can in any way affect the work this contract. No verbal agreement or converse with any official or employe of the City of Elsi- nore, either before or after the execution of this contract, shall affect or modify any of the terms or obligations herein contained. (6.) TIMELY DEMAND FOR STAKES. The Contractor shall not proceed until he has made timely demands upon the City Engineer for and has received from him such stakes for lines and grades as may be necessary as the work pro- gresses, The work must be done in strict con - formity with such stakes. The Contractor shall dig all stake holes when so required by the City Engineer. (7.) SUPERINTENDENT, The Contractor or his duly authorized represent& tive or representatives must be always on the work and personally superintendent all the work embraced is this contract. - (8.) PLANS AND SPECIFICATIONS. The Contractor shall at all times keep upon the work a copy of the plans and specifications, for the information and guidance of those concerned. (9. )- INSPECTION. All work and materials shall at all times be open to the inspection, acceptance or #ejection of the Street Superintendent or his duly authorized representative or representatives. The Contraeto3 shall provide reasonable and necessary facilities for such inspection. (10.) PRESERVATION OF STAKES AND MONUMENTS. The Contractor must carefully preserve all stakes and monuments found on the line of the improve - ment, and in case of their wilful or careless destruction, he shall defray at his own cost the resultant expense, and shall be responsible for any mistakes that may be caused by their unneces- sary loss or disturbance. (11.) REMOVING OBSTRUCTIONS. The Contractor shall be required to move and dis- pose of at his own expense, all obstructions sueha as trees, stones and all debris of any kind which may be in the way of making said improvements. (12.) OBSERVING CITY ORDINANCES. The Contractor shall be required to observe all the ordinances of the City in relation to the ob- struction of streets, keeping open passageways and protecting the same where they are exposed and would be dangerous, to public travel, and he will assume responsibility 88r all and any dam- age resulting from his operating while the work is in progress,- 7° ( (13.) PROTECTION. The Contractor shall furnish and as intain at his own cost and exoense necessary guard fences and lights and such other m3�ans of protection and faces ilities.as may be required, and shall care for all work until final completion and acceptance. �V. (14.) PUBLIC UTILITIES. In case it shall be necessary to remove the propel, erty of any owner of public utility or franchise, such owner will, upon proper application by the Contractor, be notified by the Stteet Superintend ent to remove such property within a reasonable specified time, and the Contractor shall not in- terfere with said property until after the expire tion of the time specified, and the right is re- served to the owners of public utilities and franchises to enter upon the street for the pur- pose of making repairs or changes to their prop - erty that may be made necessary by the work. The City shall also have the privelege of entering upon the street for the purpose of repairing sew and water pipes, or making house connections therewith or repairing culverts or storm drains. G (15.) DEFECTIVE WORK OR MATERIAL. Any omission or failure on the part of any offici or inspector of the City of Elsinore connected with the work to disapprove of or reject any wort or material shall not be construed to be an ac- ceptance of any defective work or material. The Contractor shall remove at his own expense any work or materialmcondemned by the Street Super- intendent,. and shall rebuild or replace the same!, without extra charge, and in default thereof the same shall be done by the Street Superintendent at the Contractor's expense. (16.) CLEANING UP. The Contractor shall at his own expense and as directed by the Street Superintendent, remove from the work and all public -and private property, all temporary structures, rubbish and waste mater! - ial resulting from his operations. a (17.) INDEMNITY, The Contractor shall indemnify and save harmless the City of Elsinore from and against all claims,!. demands, payments, suits, actions, recoveries and judgments, of eta ry nature and description brought or recovered against it by reason of any act or omission of the said Contractor, his agent or employes, in the execution of said work by or in consequence of any negligence or carelessness in guarding the same. (18.) FINAL INSPECTION. The work shall be inspected for acceptance by the Street Superintendent promptly upon receipt of no- tice that the work is ready for such inspection, and if the work is found in compliance with the specifications the Street Superintendent shall accept the work and furnish the Contractor with a certificate to that effect. (19.) DEFINITIONS. Whenever the word "Contractor" id used in these specifications, it refers to the party or parties of the second part in the agreement for the con- struction of the work harein specified. Whenever the words "Street Superintendent" or "City Engine are used in these specifications, they refer to the Street Superintendent or the City Engineer of the City of Elsinore or their duly authorized representatives.
