T�,'CPK The work to be done is as follows: 1. The sub -grade for that portion of the to av -r which is to be. paved v %ith concrete pavement shall be such uistance below end parallel with the finished ,surface thereof as is shown upon the adopted cross- sections. Grading shall include all filling, the removal of all earth, stone or all ether material, of whatever nature it may be, that may be encountered in preparing thF street, end shall also include all trima^ing, and shaping required to bring the surface of the street.to grade and cross - secticn. Then mud or other soft material is encovntered, it shall be taken out and the space filled with good mountain gravel, which shall be rolled until the surface of the surface of the foundation ceases to sink under or crea.p in front of the. roller. The street shell not be plowed up to exceed, one -half Wile in length in advance of the laying of concrete paving. The contractor shell at all time maintain proper drainage on the street. Unless otherwise specified by plans of Resolution of Intention, the portion of the street to be graded shall be as follows: FM PAVL!51N T: The street shall be graded from side line to side line along portion or street upon which pavement is to be constructed, or the rce.dway otherwise improved. The roadway between the edges of gutters or between curb Tines where no gutters are laind shall be brought to the grade or sub -grade re ou>rad by the plans, or specifications. The space between the curb lines :and the side lines in cases where no sidew -•lks are laid shall ore graded to a plane rising, -at the rate of three (3) inches in ten (10) feet from the established grade a.t the curb Tina; and in cases where sidewalk are constructed the spaces between the curb lines and side lines shall be surfaces'wven with the tops of the curbs and sidewalks. FCkCURBS A:vD.�GUS E.S:. °.S: Such portion of the street shall be graded as is necessary to provire a foundation for the proposed construction and to enable the world to be properly finished. After :the block or section has been graded, as above specified, the surface shall be thoroughly dx�,nched with water and when sufficiently dry shall be rolled with a steam or'gasoline roller weighing not less than ten (10) tons, until the surface is unyeilding. Nhenever practicable the street shall be cross - rolled as well as longitudinal.y. Depressions made by rolling shall be leveled up with mountain gravel or- good. earth and again rolled. Such portions of the street as can not be reached by the roller, and all place's'ercava.ted below sub-grade and refilled, and all pipe trenches and other places that can not be properly compacted by the roller, shall be tamped solid, and in cases of wet weather, or soft, or muddy ground making the use of roller unga'fe or impracticable the rolling shalt not be und.erta.kenuntil the ground has become ^sufficiently dry.? Gravel or Broken stone ............. 4 cubic feet. A sack of cement weighing 94 pounds net shall be considers as having 5a volume of one (1) cubic foot. MAT�,RIALS . 1. CEM -ENT: The cement shall meet the requirements of the Standard Specifications and Tests for Portland Cement, adopted by the American Society for .esting Materials, September 1, 1916, with all subsequent amendments and edditiens her to adopted by said society. All tests shall be made in accordance with the methods specified in he Final Report of the Special Committee on Uniform Tests of cement of the iAeriean Society of Civil :Engineers presented January 17, 1912. The cement shall be suitabley protected from exposure to moisture .ntil used, and shall be so piled as to permit of access for tally, inspection and dentification of each shipment. It shall be delivered in the original package, with the brand and the ame of manufacturer plainly marked thereon. All cement, the samples of which do not pass the above specifications, nd all cement which may have become, - damaged by exposure to moisture shall be mmediatly and permanently removed from the work. Sand or stone screenings, si,all consists of approved material of silicesus, granitic or igneous if igneous origin, hard durable and free from mica n excessc;of five (5) per cent by weight. It shall be fr a from oil er organic titter, and must not contain more than six (6) per cent by weight of clay, silt and ther material passing a No. 100 Standard Sieve. It shall all pass a no. 4 tanderd Sieve, and at least fifty (50) percent, but nor more than eighty -five (85) ercent by weight, shall be retained on a No. 30 Standard sieve. GRAVEL AND BROKEN STONE: Gravel shall be cle:_n, hard, free irem more han five (5) pereent, by weight,of sand, and shall have sizes ranging from one -i uarter (4) inch minimum to a size passing through a one and one -half (12) inch ing. Not less than thirty (30) percent of its volume shall be material which will ass a three- forths ( 4 inch screen. The broken stone shall be th run of the rusher, except, however, that not more than five (5) percent of its volume shall e material which will pass through one- quarter (y) inch screen, and not less than hirty_(30) percent of its volume shall be material which will pass through a three uarter <;(j) ,inch mesh screen. It shall be clean, hard and durable in quality, and hall - range -in size from the minimum noted above to such size as will pass a. one nd one -half (12) inch ring. The water used in mixing the concret shall be clean, free.from oil, cid, alkalies, or vegetable matter. {`IXING AND PLACING CCNCRETE The ingredients of the concrete shall be thoroughly mixed, sufficient titer being addet to botain the desired consistency and the mixing continu_d until he materials are uniformly distributed, and each particle of fine aggregate is horcughly coated with cement and each particle of coarse aggregate is thoroughly oated with mortar. When a mechanical mixer is used, the materials must be :.ropertined ry in separately measured batchFs; and t:11 deposited at the same time. The ixer must produce a aonerAte of uniform consistency and color, with the stones heroughly mixed with water, sand 'and cement. Sufficinet water shall be added during the process of mixing to reduce a wet, plastic mixture which will flush readily under light tamping, but hich can be handled without causing a separation of the coarse aggregate from.the All concrete shall be used while fresh and before it has taken and itial -set. No concrete which has become unfit for good work for any cause all be used. Retampering with additional water, any concrete that has partially rdened, shall not be permitted. Concrete, when mixed, shall be immediat,ly deposited without any eparation_of its ingredients, and thoroughly rammed and tamped, until it is oroughly, compact _ and until free mortar a;::pears on the surface and all voids e filled. It shall not be permitted to fall from any considerable height. Any voids discovered in the surface of the.concrete shall be paired by removing,the defective work and refillimg<ie space with one to one ment morter. N Exposed surfaces shall be finished smoth and uniform by removing all reign marks and imperfections. When joining new concrete with concrete already set, the surface Mall be cleaned, roughened, thoroughly watered and coated with a thin mortar mposeal *of neat cement. m.e i PROTECTING AND CURLING The surface of the pa.vernent shall be sprayed with water as soon as the concrete is sufficiently harened to prevent pitting, and shall be kept wet until an earth or other approved to$ering is placed. As soon as it can be done without damaging the concrete, the surface of the pavem nt shall be cov =red with n not less than two (2) inches of earth or other material approved by the engineer, which; cover shall be kept wet at least fourteen (14) days. After the fourteen (14) days have elapsed the earth covering shall be removed. No traffic shall be permitted for at least five days after the removal c,.., , of the earth covering. GENERAL REaUIRIMNTS WORK: The Contractor shall for the price bid, furnish all material, labor and equipment necessary to perform the work in a thorough and workmanlike manner in accordance with the plans, specifice.tione and cross - sections and to the Sr:tisfaeticn of the Board of Trustees of the City of Elsinore, MA%MALS Mrr) SMPLES: All materials must be of specified quality and fully equal to samples when samples wken samples are required. The Contractor ',shall furnish to the City Engineer for test, whenever called for and free of charge, samples of all materials proposed to be used in the work. Rejected materials meet be immediately removed from the work by the Contractor. LABOR: Any'nerseer, superintendent, laborer or person employed en the work by the contractor, who shall perform his work in a manner contrary to these specifications shall be discharged immediately, and,such person shall not again be employed on the work. EXAMINATION OF GROWND: Bidders must examine and judge for themselves as to the location of the proposed work, the nature of the excavation to be made and the work to be done. Setting Stakes: The Contractor shall give twenty -four (24) hours' notice in writing when.he will require the service of the City Engineer for laying out any portion of the work. The Contractor shall preserve all stakes set for the line, levels, or measurements of the work in their proper places until authorized to remove them the City Cngineer, and anv expense incurred in, replacing said which the Con- tractor or his subordinates my have failed to preserve or protect shall be borne by the Contractor. PLANS AND SPEC IFICiTIINS: The Contractor shall keep upon the work a cony of the plans and specifications, and access thereto shall at all times accorded any and all authorized City of Elsinore Representatives. INSPL+CTCRS: The Contractor shall prosecute the work only in the presence of authorized inspectors of the work, and any work done in the absence of said inspector or imspectores will be subject to rejection. The Contractor shall furnish the engineer and inspectors reasonable facilities for obtaining such information as may be necessary to give them full information at all times respecting the progress and manner of the work and character of the materials. PRESERVITICN CF MONUMENTS: The Contractor shall not disturb any monuments or or stakes found -on the line of the improvements until ordered by the City Engineer, and shall bear the expense of .resetting any monuments or stakes which disturbed without orders. OBSERVING LKAS AND CRDINIuNCES: The Contractor shall observe all laws of the State of California and all City Ordinances of the City of Eisinor , in relation to the obstruction of str_ets,ks +eping open passageways and protecting the same where they ate exposed or dangerous to travel. BARRIERS, LIGHTS, ETC.: The Contractor sha11 take all necessary measures to protect the cork and pr: -vent accidents during construction. He shall provide and maintain all necessary barriers, guares, temporary bridges, watchmen and lights. CROSS STP. -IET: No more than one cross street shall be closed at any one time, except upon permit grcnted by the Board of Trustees of the City of Elsinore. PUBLIC UTILITIES: In case it shcud be necessary to remove the property of any owner of a public utility, such owner will upon proper, application by the ontractor, be.nctified by the Board of Trustees of the City of Elsinore to move .such -property within ca specified reasonabl- time and the Contractor _10fall not interfere with said property until the expiration of the time specified. The right is reserved to the orders of public utilities and others to enter upon the _street _ for the purpose of making repairs or changes of their property that may be made necessary by the work . The City shall also have the privilege of entering upon the 'street for the purpose of repairinE culverts. LOSS OR DVAGE: All loss or damage arising from any unforseen obstruction or difficulties, either matural or artificial, which may be -encountered in the prosecution of the work, of from any action of the elements. prior to the final a cc®pta.nce of the work, or from any act or omission not authorized by these specifications, on the pa_ *t of the Contractor, or any agent or person er~plcyed by by rim, shad be sustained by the Contractor. FRCT CTICN OF 4--FX AND CLEANING UF: The Contractor shali c,re for all work until final completion and acceptance.. ",a shall remove all surplur material and rubbush from the work after its completion and before he makes application for the acceptance of the work. FINAS,'INSFECT'ICN: The Contractor shall notify the City Engineer when he desires a final inspectien of the work, when the latter will, as soon as possible, make the necessary examination, and if the work is found in compliance with these specifications, the Superintendent of Streets will furnish the Contractor with a certificate to that effect. A.LLOYVABLE VARIATICNIS: Maen in the specifications a maximum or minimum either in size, percentage, or thickness, or relating to quality or character or other matter, is allowed or prescribed, the work, shall be adopted as in compliance th3 within such maximum or minimum so allowed hereby. DEFINITIONS: 7:7ienever the word "City" is used in these specificati-ns, it refers to the City of Elsinore, California. When the word "contractor" is used in these specifications it refers to the party:; or parties of the second part in the agreement for the construc- tion of the work herein specified. Whenever the words "Board of Trustees" vt "City Engineer" or "Superintendent of Streets" &ter used in these specifications, they refer respectively to the Board of Trustees, of the City Engineer, or Superintendent of Streets of the City of Elsinore or their authorized agents or inspectors.
