ORDINANCE NO. Spec if ic at ion FOR SHE CONSTRUCTION OF IN THE CITY OF ELSINORE 166 No, 2. CEMENT CURBS, CALIFORNIA, CITY ENGINEER: The work herein DPovided.for is to be done in accordance with the plans, profiles and cross-sections on file in the office of the City Enginver of the City of Elsinore, and all ' or shall, during its rrogress and on its colpletion, conform to the lines and levels which may, from time to time, be given by the City Engineer. LOCATION OF CURB: The top of the streetfface of all curbs shall be placed at a distance from the property line equal Co one- fifth of the total width of the street, unless otherwise shown in the above mentioned plans, profiles or cross-sections, or specifiqd,, or ordinance passed by the Board of Trustees of the City of Elsin CONSTRUCTlON: Cement curbs shall be constructed of c c on.creta as foil oils: One part (1) of Portland Cement by measure. Three (3) parts of sand., by xeas-are. Hive (J) .parts of broken rocs: or 7- a-vel, by Measure. The sand and cement shall,be thoroughly mixed while dry, a,.d until the muss assumaes an ever. color. The mixture shall trien be spread. over the top of the rock or gravel and the whole mass ed tvaice dry and once :tet, the whole being thoroughly mixed and stirred. Concrete nixed with equal thoroughness by a machine may be used. A good quality of mixed sand. and F?ravel of very nearly equal quantities of each may be used by adding one eighth of the volume, by measure, of Portland Cement and thoroughly mixing the cement throughout the mass by turning it three times dry and once wet. No concrete shall be used- that shows evidence of having set, or that has become unfit for good viork from standing too long, or from n7' -. other cause, and no re- mixing of concrete will be allowed. i The concrete thus prepared: is to be immediately placed in- to position in the curbing and thoroughly tamped until free mortar appears on the surface, and tamping to be done before any layer ex seeds the depth of six inches. The top of the curb and the face, for a depth. of ten inch from the top, shall receive a finishing coat of one- fourth inch thick composed of one part of cement and one part of sand, 8 sufficient quantity of lam {o -black shall be mixed with the finishing coat to give it a dark ;slate color. The bro an rock or =vel shall be 'na.rd, Jura.fJle naterial, and shall have Niles ran; i.,- from tl_e size of -oea, TCz n'7ZY, t0 _. size of two inches in the rpa.test dimefisiOn, max ii11L' . z r P- V" The cement used shall be a Portland Cement, and shall son- form to the Allowing conditions and be subject to the following t as is - The tests shall be made by the method and under the condit ions prescribed by the Committee of American Society of Civil En- gineers, and shall be unan to the Contractom FINENESS: Not less than ninety-eight per cent, by weight, of the cement must pass through a sieve of fifty mashes to the inch; not less than ninet7-five Par cent, by weight, of the cement must pass through a sieve of one hundred meshes to the inch. TIME OF SETTING: initial set of the cement shall mm± be in not less than 30 minutes when mixed with the smallest possible amount of water at the temperatuto at which it flows from the tap. TENSILE STRENGTH: After twenty-four hours (briquettes to reTain in air until hard set, to be submerged in water during the rest of twenty-four hours) neat, 150 pounds per square inch; after seven days (briquettes to remain in air one day, in water six days) neat, 350 pounds per square inch; three (31 parts sand to one Q) part cement, 150 pounds per square inch. After twenty-eight days (briquettes to remain in air one day, in water t7snty-seven days) Al. neat, 450 pounds per square inch, three (3) parts sand to one (1) part cement, 200 pounds per square inch. GENERAL REQUIREMENTS, THOROUGHNESS AND ENGINEER'S SAKES- All work shall be in every respect executed in a thorough and work- manlike.manner. The contractor is required to preserve all stakes set for the lines, levels or measurements of the work in their prop er places until authorized to remove then by the City nnFinevr, and any expense in replacing said stakes which. the Contractor or his subordinates may have fAiled to preserve shall be borne by the Con- tractor. DISCH_H 3,1 O.F WLOYES: Any overseer, superindent, labg/er or other person employed on the work byhthe Contractor who shall per- form his work in a manner contrary to these specifications, shall be discharged immediately, and such person shall not again be em- ploys? on the work. LOSSES: All losses or damages arising from any unforeseen obstruction or difficulties which nay be encountered in the prc cution of the work, from the action of the elements or from am act of omission not authorized by these specifications on the r of the Contrac tor, or any person or agent emplo-v'od by him, shall be borne by the Contractor. DEFECTIVE ZORK: No work which may be defective in its c struction or deficient in any of the requirements of these specifi- cations will be considered as accepted in consequence of the failur� Of any officer of the Cit7 or inspector connected with the works to point out said defects or deficiency during construction, and the Contractor shall be required to correct any imperfect work, before the final acceptance of the work. PERFORMANCE OF TORK: The Contractor agrees to furnish all necessary labor and materials, and to fully complete said work in accordance with the plans and specifications and to the satisfactiol of the Street Superintendent. LOCATION OF WORK: Bidders must examine and juste for them selves as to the location of the proposed work, the nature of the excavations to be made, and the work to be done. BIDS: All bids for curb shall state the price per lineal foot for which the bidder offers tonconstruct the curb, filling and surfacing to completely execute the work according to these specifi- cations, and to secure official acceptance Of the ENGINEERtS SERVICES: The Contractor shall give twenty-foU-1 (24) hours notice in writing when he shall reovire the services of the Cit7 EnFinoer for laying oat any portion of the work. He shall dig all stake holes necessary to give lines andlevels. The Contractor shall not disturb any monumonts or stakes found on the lines of the improvements until ordered by the City Engineer, and he shall bear the expense of resetting any n Moaul-llents or stakes which nay be disturbed without orders. REMOVAL OF PROPERTY AND DE'BR'IS.: The Contractor shall be. required to move at his own expense all obstructions, such as tPees stones$ d-briz, etc.p that maY be in the way of makirg said improve en us. The CitT Engineer shall LL have authority to make sliSht ;ocal curvatures or openings in a curb to preserve valuable Made trees, and the same shall not be construed as a departure from any established line or. grade. All curbs and sidewalks which must be removed shall be removed in a careful manner and must be conveniently and neatly piled upon one side of the street by the Contractor. The Contractor shall remove all surplus materials and rubbish from the work after its comuletion and before he makes application for the acceptance of the work. The space between the sidewalks and the curb shall be brought to a grade and evenly sur- faced. The Contrictor shall not take earth from or put earth upon any private Property without the woner's consent. Debris such as fences, trees, stumps or stones shall not be left upon private property in the vicinity of the work in any case. All debris must be removed from the work and in no case shall it be incorporated into or covered up with any filling. CLOSING CROSS STREETS: No more than one cross street s be closed at any one time. STREET ORDINANCES: The Contractor shall be required to observe all the ordinances of the Board of Trustees in relation to the obstruction of streets, keeping open of passageways, , and protecting the same when they are exposed and would be dangerous t public travel. s M05 BARRICADES AND RED LL H' 6: It shall be his duty to and keep erected, by day and night, a fence or proper barrie the line of work and across the ends of same in order to gua public effectively from danger of falling into trenches, or from upsetting their trehicles against the earth thrown up during the progress of the ;,York, and he shall post all proper n©tices and sig- nals to the public of the state of the street - .chile the 'work is in progress.
