ORDINANCE No, 150
IN ORDTHANGE RELATING TO THE PUBLIC HEALTH AND HEALIH
OFFICER OF THE CIT7 OF EI.SIN071 , QLIaPCRNIA.
The bosrd of Trustees or the City of Elsinore do ordain as follows;
SECTION 1 The Health Officer of the City of Elsinore shall have power)
to exercise a general supervision over the sanitary conditions of the City and
to tame all steps and measures deemed necessary to promote the health of the
City and to prevent the introduction and spreading of contagious or infectious
deseases and to remove, isolate, quarantine: or otherwise take care of any perso
sick with such deseaseso
SECTION 2 The Health Officer shall nave power to act upon, define,
term ne and adjudge what shall constitute a nuisance detriment to health in
said City and to require the same to be abated in a summary manner,
SECTION 3 whenever a nuisance has been adjudged by the Health Officee
to exist on any premises, or in any house or other place, in said City, the Heal
Officer shall serve a printed or Written notice uPos any person or persons ownin
or having control of, occupying or living theron, or acting as agent for such
premises; house or other place, to abate or remove such gmisance whthin a reason
time to be stated in such notice, and if such nuisance is not so abated within
such reasonable time then the Health Officer may abate such nuisance and the
owner, agent or occupant or ot.herperson or persons having control of such premix
house or other place shall be liable to said City for the cost of such abatement
to be recovered by seddCity in a civil action in any court of competent jurisdic
SECTION 4 Ths health Officer, or any one authorized by him, may fo
the purpose of safeguarding and sec .nngg the public health and during reasonablsl
hours enter upon any premises withiirsaid City for the purpose of inspection toi
ascertain whether any nuisance sxists the.ron, to inspect any plumbing in any dwel-
ing or other building thereon and to make a thorough examination of the same in!
order to see that such plumbing conforms with the ordinance of said City; to in pedt
drains, vaults' cellar% cesspools and the yards and drainage of such premises;
to examine apartments used for lodgeing, or other purposes and determine if they�
have proper health conditions, or if they are liable for overcrowding or sanitary
conditions to become dangerous to the public health, or to desseminate contagiolne
or infectious diseases and to determine whether or not they are provided with
proper sewer if such sewer connention is possible; and when satisfied that such
premises or apartments are in a dangerous condition to the public health the
Health Officer may serve a printed or written notice upon the owner or other Olson
in charge of such premises or apartments to remove said nuisance or remedy the
defects required in such - notice such nuisances the Health Officer may cause the!
sage to be properly Provided in Section 3 01 this ordinance; except that where
defective and unsanitary plumbing exists in any building, dwelling or structure
occupied by human beings and when the ovner, occupant or agent of such building
does not desire to Put in such swaitarr plumbing as the ordiance of said City !
may requires than by abateing any existing nuisance saidbuilding need not have
such sanitary plumbing installed so long as no human being shall occupy said
building for any Purpose or any time whereby the use of sanitary plubmi?sg is
deemed necessary under the provisions of the ordinance of said City.
S.%CTIOV S The health officer shale have the power during an epidemic
or whenever he deems it necessary, to fami.gate and distrTect any prenises
,fra.ch in his judgement requires disinfection, the expense of which shall be

SECTION K No person attending upon or otherwise coming into contact
urith any person afflicted with Anthrax, BeripBeri, Cerebra - spinal meningitis,
Chicken Pox, Cholera `Asiatic), Dongue, Diphtheria, Influenza, Leoprasy, Lethar
Encephalitis, Malaria., Measles and Mumps, Ophthelmia, Neonstorum, Pellagria, P1
Pneumonia, Polioneylitis, Rabies, Scarlet Fevers Stall Pox, Tetanus, Trachomee,
Typhiod Fever, Typhus Fever, Whooping Cough, Yellow Fever, or any other contagi
deseases, in such manner as to render him liable to communicate the desease, sh
come upon any public street or to any pudic or privatesehool, or to any public
place of amusement, or to any church or in any way mingle with people until suc
time as the Health Officer shall deem such restrictions unnecessary for the pub

SEITTOR 7 No nerscn shall after he has been notified to remain isol
and apart in quarantine by the Health Officer, lease the orenises wh -rein he
directed by the Health Officer to remain in quarantine, and he shall so remain
apart from all other persons to Vora he is liable to communicate any contagious
or infectious 3eseases until such time as the Health Officer shall deem such
restriction unnecessary for the public safety, or until he has written permit f
the Health Officer to leave such prnmises�
SECTION 8 Whenever it is known that a case of Chicken Pox, German Me
Diphtheria, Measles, Mumps, Scarlet Fever, Small Fox or Whooping Cough exists in
any house or in any premis sr it shall be the duty of the ?health Officer immedii
to cause to be posted in conspicuous place on said house or premises, a sign, sa
sign to have the name of the respective deseases prominently desplayed therm an
it shall be unlawful for anyone to abstruct the view of, deface, remove, destr(qy
or in any manner interfere with any contagious desease sign until such time as
the Health Officer may direr% The Health Officer way cause signs to be posted
for other contagious dr infectious deseases than those mentioned above at any ti:
he deems it necessary so to do in the interest of the public health,, The Health

SECTION 9 The Health Officer shall have power when he deems it news
for the preservation of the public health and during the time of the prevalence
of any contagious or infectious diseases to quarantine any particular person or
persons, animals, buildings, or localities and to make the necessary rules and
regulations for carrying said quarantine into effect;

Section6 of this ordinance or other contagious diseases,
SECTION 11* It shall be the duty of hte Health Officer to at once
notify the Superintendents of Schools of the rxistance of any contagious disease
in any house or upon any premises in the City and upon receiving such notice in
writing it shall be the duty of Superintendent of schools of said City to take
the necessary steps to prevent the attendance at school of any child from such
infected premises until nntified by the Health Officer that such restriction is
not found necessary.$
SECTION 12 It shall be the duty of every householder or the owner or
leases of any hotel., lodging hose of boarding house in said City to notify the
Health Officer of any persona on their respective premises infected with any of
the diseases mentioned in section 6 of this ordinance*
SECTION 13. It shall be unlawful for any person to visit any quarantiz
house or premises or to mingle with any persons afflicted with any contagious dia
except under public rules and regulations as may be made by the Health Offices
and no undertaker or nurse or other attendant attending upon any person h awing
a contagious disease shall mingle with any other persons until disinfected to the
satisfaction of the Health OfficerA
SECTION IN 14� The Health Officer shall have power when deemed nece
for the preservation of such health to disinfect the premises, the bed and bed
and clothing and any other articles which have been in contact with or exposed
such contagious diseases, or to destroy them by burning ootherwise>
SECTION 15. It shall be unlawful for any one to allow* any domestic an!
owned by him to ran at large within the limits of said City when said animal is
infected with aray contagious or infectious diseases and the Health Officer shall
have power to order the destruction of any cat or dog or other domestic animal
when it shall be deemed necessary for the preservation of the public health,.
SECTION 16. Any person who shall cause or permit any dead animal or
offal to be deposited on any premises under his control or in his possession or
who shall throw or deposit any dead animal" offal or other offensive substance iz

any water course, lake, pond well street alley ditch, drain or lest which shall.
or may be offensive to the senses of health shall be guildty of maintaining a
nuisance and on conviction thereof fined as prescribed by this ordinance And
any judgement shall also require the nuisance to be abated,,,
SECTION 17,. It shall be unlawful for any person or persons to interfere wi
hinder, disobey or resist the Health Officer in the performance of any of the
duties enCoined by this ordinance..
SECTION 1£I4 It shall be the duty of the Health Officer to make a written
quarterly and annual report to the Board of Trustees embodying therein all heal
stetist- -e;s of the City together with such reccraiendations concerning the public
health as he deems necessary, Any person violating any of the provisions of th
ordinances shall, on conviction thereof, be fined in a sum not less than $65,00 a
not more than $500.00 or be imprisoned in the City Jail or not less than five d
and not more than ninety days, or by both such fine and improsonment #;
SECTION 154 %e Clerk shall certify to the passage of this ordinance and
shail cause the same to be published in the lake Elsinore .Talley Press, a weekly
newspaper, published and circulated in the City of Elsinore, and the:�ur,on and

I hereby certify that the foregoing ordinance was adotped by the Board
of 'trustees of the City of Elsinore-- at regular meeting of said Board on the
third day of March, 1924, in said City by the following vote, to -wit,
