AN ORDINANCE TO BETTER PROTECT THE PUBLIC YICR,,'j-.S BY PROVIDING
FOR THIE LICENSI1"G OF HOTELS A-N."D FOOk�LTNG HOUSES, BY PROHIBITING
THE OCCUPANCY OF HOTELS, BUILDINGS AND RESIDEi�ZES BY Lm!)
AND PROSITUTES, AND BY PROHIBITING CERTAIN ACTS AVII-ID THINGS THAT
MIGHT TEND TO PRODUCE IMMORALITY, A-NTD BY DECLARDG CERTAIN THINGS
NUISANCES AND PROVIDING PENALTIES AND FOR OTHER PURPOSES.
The Board of Trustees of the City of Elsinore do ordain as follows:
SECTIONI.I.. It shall be unlawful for any person or -persons to
conduct any lodging house or hotel within the corporate limits of
the City of Elsinore without having first obtained from the City
Marshall a license entitling such person or persons so to do, which
license shall be valid until revoked by an order entered in the minutes
of any meeting of the said board of Trustees, Any person or persons
shall be deemed to be to be conducting a lodging house or hotel with in
the meaning of this Ordinance if the total num-er of occupants of all
rooms let or rented by the said person or persons is two or more.
S'ECTION 2... No license shall be tranted by the said City Marshall
of the i;ity of 1lsinore under the terms of this Ordinance unless the
applicant or applicants therefore shall present to said City 1"arshall
a statement, sworn to by the said applicant or applicants, in manner
and form substantially as follows:
APPLICATION FOR LODGING HOUSE OR HOTEL BEEPERS LICENSE.
To the City Marshall of the City of Elsinore:
I, hereby apply for a license to transact business as a lodging
house or hotel keeper on Street in the City of Elsinore, under
the provisions of "An Ordinance to better protect the pifulic morals by
providing for the licensing of hotels and rooming houses, by prohibiting
the occupancy of hot-ell, rooming houses, building and residences by
lewd women and prostitutes, and by prohibiting certain acts and things
that might tend to produce immorality, and by declaring certain things
nuisances and providing penalties and for other purposes."

City of Elsinore for a license as a lodging house or hotel keeper,
solemnly swears that the place where proposes to •carry on
said business is on Street in the �said Ci y of Elsinore: that
the number of rooms contained in the place where the said business is to
be carried on is : and that rooms are rented or let
for lodging or sleeping purposes.

SECTION 3 ... It shallLbe unlawful for any person or persons
licensed to conduct any lodging house or hotel whatsoever in the City of
Elsinore or any person or persons in actual charge, management or control
of any lodging house or hotel therein, to suffer or permit any portion
thereof to be used as a house of ill-fame or a place of assignation,

for the purpose of prostitution; forrication, lewdness or to suffer or
permit any lascivious co- habitation, adultery, fornication or other immoral
practice to be carried on therein, or to suffer any person, whether man
or woman to make engagements for immoral purposes therefrom or to direct
persons thesre on elsewhere for immoral purposes. And it shall be unlawful
for any person to use any code or signal in directing any person to any
such place for immoral purposes9 'nd it shall be lawful and competent for
the City to introduce in the triallof any person charged with a violation of
this Ordinance, testimony as to the general character and reputation of said
place or persons, whether man or woman, who occupy rooms in or frequent
such places.
SECTION 4. Every person or persons conducting any lodging house
or hotel whatsoever in the City of Elsinore shall at all times keep and
maintain therein a standard hotel register, in which shall be inscribed
with ink or indelible pencil the name and home street and town address
of each and every guest or person renting or occupying rooms therein. Such
register shall be signed by the person or persons renting a room or rooms and
the proprietor of such lodging house or hotel or their lawful agents shall
thereupon write opposite such name or names so registered the number of
each room assigned to and occupied by each such guest, together with the
time when such room or rooms is let or rented; and until all of the afore-
said entries shall have been made in such register, no guest shall suffered
or permitted to occupy privately any room in such house. When the occupant
or occupants of each room so let or rented shallquit and surrender the same
it shall be the further duty of the proprietor of such place or his or her
agent to enter the time thereof in such register opposite the name of
such occupant or occupants. And it shall be unlawful for any person except
in this Ordinance provided to let for sleeping or lodging purposes any room
in any building whatsoever in the City of Elsinore more than once
between the hours of six o'clock in the evening and six otclock in the
morning of the next day except to bona fide travellers with baggage.
Erasures or alterations on the register shall not be permitted or made for
any purpose and it shall be unlawful to erase a name or names or a6dresses
or to permit any such erasures. Such register shhil be kept at all times
open to the inspection of any guest of such house or wherein such register
is kept and of any executive or police officer of the City of Elsinore.
SECTION 5. It shall be unlawful for any person to write, or
cause to be written or knowingly permit to be written, in any register
in any such house where rooms are let or rented for sleeping purposee
whatsoever other than the true name of the person or persons applying
for sleeping rooms in any such building within the corporate limits of
the City of Elsinore.
SECTION 6. It shall be unlawful for the proprietor, manager
or other person in charge of any lodging house or hotel whatsoever in
the City of "lsinore to rent or assign to or suffer or p rmit to be
rented or assigned to or be privately occupied jointly by persons of
opposite sex any room or rooms in any lodging house or hotel unless such
persons shall be registered as husband and wife, or as parent and minor
child, or if, notwithstanding such registration, such proprietor, manager or
^`other person receiving such persons as guests into such house or hotel
shall have peasonable cause to believe such persons not toe e, and they
be not, husband and wife or parent and minor child. p g
or assigning rooms shall report to the City Marshall and suspicious character
or characters who may apply for rooms or occupy rooms, and shall report
any suspicious acts of any person applying for the occupancy or occupying
rooms, and it shall be likewise unlawful for any person renting, or assign-
ing rooms to fail to report to the Marshall any suspicious acts of any
person applying for or occupying a room or rooms in the City of tlsinore

SECTION 7... It shall be unlawful for any two persons of opposite
sex, except husband and wife or parent and minor child, to occupy joint-
ly and privately any place, room or rooms in any dwelling, apartment house,
flat, rooming house, and lodging house, hotel or other building in the
City of misinore.
SECTION 8... It shall be unlawful for any person to invite or
entice or suggest to any person or persons upon any street, alley, road,
driveway, park or other place whatsoever that they accompany, go with,
or follow him or her to any place for immoral purposes or where immoral
acts are indulged in, and it shall be unlawful for any person to invite,
entice or address or suggest to any person from any door, window, porch
pr portion of any house or building that they enter any house or go with,
accompany or follow him or het to any place whatever for immoral purposes or w
where immoral acts are to be indulged in.
SECTION 9... It shall be unlawful for any person to knowingly
transport or assist in transporting in any manner whatever any woman,
girl, men, or man and woman, or man and girl, for immora. purposes, or to
for from or near to a place where immoral practises are indulged in.
SECTION 10 ... It shall be unlawful for any person to solicit or
receive compensation for soliciting for a prostitute or to give in-
formation about or direct any other person or persons to any house or
place for immoral purposes, or to any immoral woman or women, girl or
girls, for such purposes, whether the communication be by word of mouth
direct or by telephone, or by writing or by any other means whatsoever.
SECTION11...It shall be unlwwful for p rsons other than legal
or lawful relatives, to indulge in caressing, hugging, fondling, embracing,
or spooning, or promiscuous kissing, etc, shile in or upon or about or
near any of the streets, walks, drives, parks or other public places in
the City of Elsinore.
SECTION 12 ... Any person guilty of violating any provision of
this Ordinance shall, upon conviction thereof, be punished by a fine of
not more than five hundred dollars (8500.00) and the costs of prosecution,
or by imprisonment in the City or County Jail for not more than 180 days,
for each offense, or by both fine and imprisonment as aforesaid, in the
discretion of the Court, and if only a fine with the costs be imposed
the offender may be sentenced until payment thereof, for a term not
exceeding 180 days.
SECTION 13...The City Marshall is hereby specifically charged with
the duty of forcing the provisions of this Ordinance and of prosecuting
all offenders against the same. He shall report monthly to the City
Coyncil in writing on or before the third Monday in each month,
on the enforeement of this Ordinance; and shall include in his report a
list of the names and addresses of all persons licensed under the provisions
of the title of this Ordinance during the preceeding month, and a summary of a
all violations of the provisions of this Ordinance during the preceeding
month. The said monthly report shall be kept on file in the office of the
City Clerk and shall be open to the inspection of any member of the
public during office hours.
SECTION 14 ... If any section, sentence clause or phrase of this
Ordinance is for any reason held to be unconstitutional or invalid such
decision shall not affect the remaining portion of this Ordinance: and in
such event the Board of Trustees of the City of hlsi«ore hereby declares
that it would have passed this Ordinance any every section, clause and
phrase thereof irrespective of the fact that any one or more of, the Seetions,
sentences, clauses or phrases may be declared unconstitutional or invalid.

SECTION 15 ... The Board of Trustees of the City of Elsinore
hereby declares this Ordinance to be necessary as an Emergency measure pacehalth and safety
for the immediate preservation of the tpublic

SECTION16... The City Clerk shall certify to the passage of this
Ordinance by the Doard of Trustees of the City of Elsinore and shall
cause the same to be published once in the Lade Elsinore Valley Press, a
weekly newspaper published and printed and circulated in the City of Elsinore.

certify that the foregoing Ordinance was duly presented on the 20th day
of May, 1918, and was regularly adopted by the Board of Trustees
City of Llsinore at its meeting held on the 3rd day of June, 1918, y
