The City of Lake Elsinore appreciates your attendance. Public participation provides the
Commission with valuable information regarding issues of the community.
Regular meetings are currently held on the 2nd Wednesday of every month.
If you are attending this Public Safety Advisory Commission Meeting, please park in the
Parking Lot across the street from the Cultural Center. This will assist us in limiting the
impact of meetings on the Downtown Business District. Thank you for your cooperation.
The Agenda was posted outside of City Hall and on the City's website at
www.lake-elsinore.org not less than 24 hours prior to the special meeting. The Agenda and
related reports are also available at the City Clerk’s Office at Lake Elsinore City Hall, 130 S.
Main Street, Lake Elsinore, CA 92530. Any writings distributed within 24 hours of the meeting
will be made available to the public at the time it is distributed to the Public Safety Advisory
Commission and will be posted to the City's website.

REGULAR MEETING MINUTES OF JUNE 12, 2013
CALL TO ORDER
Vice Chairman Stewart called the meeting to order at 6:04 p.m.
PLEDGE OF ALLEGIANCE
Management Analyst Nicole Dailey led the Pledge of Allegiance.

Also present: Councilmember Daryl Hickman, City Manager Grant Yates, Public
Works Director Ken Seumalo, and Traffic Sergeant Pete Giannakakos.
PRESENTATIONS
A presentation was provided by Lt David Balter about the Lake Elsinore Station
Posse. Lt. Balter introduced the group and shared information about the
responsibilities and capabilities of the Sheriff’s posse. He also spoke about the
horse qualifications, trainings and special events the posse participants in on
behalf of the Lake Elsinore Police Department.
Traffic Sergeant, Pete Giannakakos, introduced the City’s expanded, full-service
motor traffic unit including its two newest motor officers, Deputy Liebrand and
Hansen.
PUBLIC COMMENTS – NON AGENDIZED ITEMS – 3 MINUTES
Mr. Tim Fleming, resident of Lake Elsinore and a block captain for neighborhood
watch on Lakeshore Drive and Chaney Street, addressed the Commission
regarding a concern about a property in his area. He stated that bicycles were
blocking entrances into the apartments and other code enforcement related
concerns. He commented that he believes there is a disconnect between code
enforcement, fire and the police department.

Staff presented the minutes. Vice-chair Stewart made a motion to approve the
minutes as submitted. Commissioner Cummings seconded. Motion was
approved 4-0.
BUSINESS ITEMS
2) Draft Second Amended Ordinance Redefining the Public Safety Advisory
Commission’s Scope of Work
Staff presented the report. After a brief discussion, Vice-Chairman Stewart made
a motion to approve the proposed ordinance for presentation to the City Council
for adoption. Commissioner Cummings seconded. Motion was approved 4-0.
FUTURE BUSINESS ITEMS
Commissioner Dana requested an update on the application process for the
PSAC.
Commissioner Fairchild requested future updates on the See Click Fix app, code
enforcement, traffic studies, and homeless encampments.
PUBLIC SAFETY SUB-COMMITTEE REPORTS
None
CITY STAFF COMMENTS
City Manager Yates recognized all of the commissioners for their public service.
He also announced the opening of Fire Station #97 in Rosetta Canyon and the
upcoming 4th of July celebration.
Management Analyst Nicole Dailey expressed her excitement to be joining to
assist the commission. She also invited the commissioners and the public to
attend and participate in Clean Extreme event on Saturday at 7:30 a.m.
Public Works Director Ken Seumalo also thanked the commissioners for their
service. He invited any future concerns. He also provided updates on the
undergrounding of lines on Lakeshore Drive between Graham Avenue and
Chaney Street and the street light at Nichols and Collier Avenue.
COMMISSIONER'S COMMENTS
Vice Chairman Stewart expressed his honor to serve with Commissioners
Cummings and Fairchild. He also encouraged interested residents to apply for
the vacant seats on the commission.

Commissioner Cummings thanked Vice Chairman Stewart, the City, the Council
and Councilmember Hickman for allowing them the opportunity. She thanked the
City Manager for his time. She expressed that the commission has come a long
way and was thankful for the passion of the commission. Finally, she thanked
Public Works Director Ken Seumalo for his time and his commitment to the
commission.
Commissioner Fairchild expressed her gratitude to the City for allowing her the
opportunity to serve on the commission for the past four years. She then read a
statement about the lessons learned by serving on the committee and a quote.
She particularly recognized Melissa Melendez, Daryl Hickman, Mark Dennis,
John Herrera, Ken Seumalo, Rusty Beardsley, Stanley Sniff, Officer Shawn
Liebrand, Nicole Dailey, Officers Scot Larson and Bill Young, Justin Carlson,
Fred Lopez, Lieutenant Dan Anne, Jim Brown, Grant Yates, Susan Reid, Tim
Fleming, Roxanne Baca, Shelley Kennedy-Smith, Bill Belvin, Doug Bloom, Deni
Horne, David Mann, John Larson, Officer Buck, Virginia Bloom, William
VanDyck, Rick Morsch, Steve Manos, John Boys Inc, Merna Phelps, Pat Kilroy,
Maureen Foster-Davis, Jay Stewart, Mike Norkin, Renee Cummings and
Elizabeth Dana her son and daughter.
Commissioner Dana thanked everyone and regretted to inform everyone that she
was resigning from the commission. She stated that she was moving out of the
City. She also expressed her gratitude and honor to serve on the commission.
Commissioner Cummings read a statement on behalf of Chairman Mike Norkin.
She thanked Chairman Norkin for all he has done for the City and the
Commission. Vice Chairman Stewart also thanked Norkin for his service and
encouraged applicants for the commission.
ADJOURNMENT
There being no further business to come before the Public Safety Advisory
Commission, Vice Chairman Stewart adjourned the meeting at 7:07 p.m.

DISCUSSION
The Public Safety Advisory Commission (PSAC) was re-established on March 9, 2004 to
serve as a conduit of information from the residents and businesses of the City of Lake
Elsinore to their public safety, lake safety, code enforcement and emergency services
professionals.
The Public Safety Advisory Commission has played a vital role in providing the best traffic
safety, law enforcement, fire protection, and emergency services for our residents and
businesses.
Members of the PSAC are appointed by the City Council to four-year staggered terms. In
June 2013, three of these terms expired and one commissioner resigned. Therefore, with
four vacancies on the Commission, staff worked with the City Council to redefine the
Commission’s duties, purpose and responsibilities to align with the needs and expectations
of the City Council and the community.
With the addition of four new commissioners, the City Attorney and City Staff will present
an orientation regarding the City’s organizational structure, departments, key functions, and
PSAC’s role and purpose. The orientation will also cover the essentials regarding training
for public officials on topics including ethics, conflict of interest, and open meeting laws
(Brown Act).

SUBJECT: 2014 REGULAR MEETING SCHEDULE
RECOMMENDATION
Discuss and set a date and time for the regular meetings of the Public Safety Advisory
Commission of the City of Lake Elsinore to be held monthly at the Lake Elsinore
Cultural Center.
DISCUSSION
Regular meetings for the Public Safety Advisory Commission (PSAC) have traditionally
been held on the 2nd Wednesday of each month at 6:00 p.m. All meetings will be held in the
Lake Elsinore Cultural Center, unless otherwise determined, and are open to the public.
This schedule conflicts with the City Council meetings for the City of Wildomar, which are
also held on the 2nd Wednesday of the month at 6:30 p.m. This may cause some conflicts
for our local police department and/or some community groups.
Therefore, staff requests that the Commissioners discuss and set a day and time that fits
best for the Commission. Options could include holding the meetings earlier at 5:00 p.m. or
on Thursdays. We could also adjust to host the meetings on the 1st or 3rd Wednesday of the
month. Upon selection of the most appropriate day and time, staff will create a schedule for
the remainder of 2014 and a confirming resolution for adoption at the next PSAC meeting.
The regular meeting schedule will be added to the City’s Perpetual Calendar and posted
online.
