The City of Lake Elsinore appreciates your attendance. Public participation provides the
Public Safety Advisory Commission with valuable information regarding issues of the
community.
Meetings are normally held on the 3rd Wednesday of every month. If you are attending the
Public Safety Advisory Commission, please park in the Parking Lot across the street from the
Cultural Center. This will assist us in limiting the impact of meetings on Downtown Historic

Chairman Stewart called the meeting to order at 6:05 p.m.

PRESENTATIONS
City Lake Safety Programs
Director of Lake, Parks & Recreation Department, Pat Kilroy, provided a presentation
regarding City Lake Safety Programs. Topics shared with the PSAC included shoreline
safety zones, lake improvements, safety signage on and around the lake, the loaner
lifejacket program, and areas for future consideration including the use of flotation
devices on the lake and new action sports like AquaFlyBoarding.
Police Department Lake Patrol
Lake Patrol Supervisor Sergeant Ray Nava from the Lake Elsinore Police Department
covered the patrol operations on the lake including the patrol team, hours, 24-7
availabilty, last year's citation numbers and the most common lake violations. In
addition, he shared information about the Lake Elsinore Marine Search and Rescue
(LEMSAR) that asists the police department with vehicle recovery and other search and
rescue operations.
Fire Department Fire Rescue Boat Program
Fire Captain Todd Hopkins introduced the City's new Rescue Boat Program, which is
the first of its kind in Southern California. This included the intent and purpose of the
program, response times, equipment available, training and certifications completed,
planned schedule and dispatch procedures and future plans for the program.

PUBLIC COMMENTS – NON AGENDIZED ITEMS
Rita Trillo, manager of the Butterfield Village Mobile Home Park, spoke regarding public
safety concerns due to overgrown wetlands behind the mobile home park and along the
Lake's shoreline.
Carl McMann, a resident of Butterfield Village Mobile Home Park, shared a recent
burglary incident at his home and asked that the City see if they can do something to
assist with this matter.

Meetings of the Public Safety Advisory Commission of the
City of Lake Elsinore
Clerk introduced Resolution No. PSAC 2014-001 establishing the PSAC meeting date
as the third Wednesday of the month at 6:00 p.m. Commissioner Sund made a motion
to adopt Resolution No. PSAC 2014-001. Seconded by Commissioner Gregory. The
motion carried unanimously by the following vote:

ID# 14-077 Public Safety Advisory Commission Planning Guide
Clerk Dailey presented the report and sought input from the Commissioners regarding
their areas of interest and/or concern. Commissioner Gregory mentioned concerns
regarding the homeless. Commissioner Hyland expressed her concerns and priorities
including neighborhood speed limits, crosswalks and circulation and the safety of the
children in this community including in the neighborhoods and near schools.
Commissioner Ross asked to add loose dogs and dog safety. Commission Stewart
expressed his interest to explore further lake shoreline safety, emergency preparedness
and CERT, Crime-Free Multi-Housing presentations including the most recent statistics,
Neighborhood Watch presentation, school safety, technologies like See Click Fix,
graffiti, and lighting needs and plans in the City. Commissioner Sund highlighted her top
priorities including lake and shoreline safety, graffiti education, citizen patrol and
neighborhood watch, Citizen Corp, school traffic, public safety signage, and homeless.
Commissioner Ross requested that we look at data and citizen complaints from the City
and the Police Department to determine priorities. Commissioner Ross made a motion
to receive and file the planning guide. Seconded by Commissioner Stewart. The motion
carried unanimously by the following vote:

PUBLIC SAFETY SUBCOMMITTEE REPORTS
None.
STAFF COMMENTS
Sergeant Nava invited the Commissioners on a boat tour or ride along. Fire Captain
Hopkins also offered ride along opportunities to the Commissioners.
Clerk Dailey reminded the commission about Clean Extreme on Saturday, April 26,
2014. She invited the commissioners to take a regular patrol ride along with the police
or fire department. She stated that the City Manager's office would be contacting the
commissioners to schedule a boat tour for the commissioner. She also announced the
upcoming grand opening for William's Bait, Tackle & Boat Rental and AquaFlyBoarding
at La Laguna Resort and Boat Launch and reiterated the Grand Opening of the City's
new Aquatic Center and Paddleboard Adventure Cruise on Sunday, May 18, 2014.
COMMISSIONERS' COMMENTS
Commissioner Sund shared her experience attending a recent Neighborhood Watch
Block Captain meeting at the Lake Elsinore Police Department hosted by the Director,
Jim Brown. Speakers included Zuzzette Bricker from Riverside County, Fred Lopez
from Code Enforcement and the new Police Chief Leonard Hollingsworth. She
encouraged her fellow commissioners to attend the next meeting in July. Finally, she
announced the Lake Elsinore Wildomar Scholarship Pagent on Saturday and thanked
everyone for choosing her to serve on the commission.
Commissioner Hyland expressed her excitement to fix and address the safety concerns
in the City.

Chairman Stewart invited those in attendance to come back anytime to share their
concerns with the Commisison and thanked them for taking the time to come. He
mentioned the City's CERT program and Citizen Corps opportunities and encouraged
his fellow commissioners to get CERT trained. He concluded by thanking everyone
again for attending and sharing thier concerns and urged them to help inform the
community about the PSAC as a place to go to share their public safety concerns.
ADJOURNMENT
There being no further business to come before the Commission, Chairman Stewart
adjourned the regular meeting at 7:40 p.m. to the next regular meeting to be held at
6:00 p.m. on Wednesday, May 21, 2014 at the Cultural Center located at 183 N. Main

SUBJECT: TUSCANY HILLS - VIA SCENICA CIRCULATION & PARKING
RESTRICTIONS
RECOMMENDATION
It is recommended that the PSAC review and approve proposed parking restrictions on Via
Scenica, east of Summerhill Drive, and to consider any additional improvements needed
for traffic circulation and public safety on this roadway.
DISCUSSION
This month, the Tuscany Hills Home Owners Association (HOA) contacted the City
Manager’s office regarding concerns about the traffic circulation on Via Scenica as it
approaches Plaza Avila. The HOA reported that Via Scenica is a narrow road with a steady
flow of traffic. Residents are concerned that when cars park on both sides of the road,
traffic flow is restricted and cars traveling in opposite directions cannot pass each other
safely.
After staff performed a field review of the referenced roadway, it was determined that
the existing 28’ street width is not sufficient to allow parking on both sides of the road
and still allow for two-way traffic to proceed unimpeded. As it exists today, drivers are
forced to drive in the opposing lane of traffic when passing a parked car. Photos are
attached demonstrating these concerns.
Because only one side of this section of Via Scenica has houses fronting the street and
the other side is landscaped open-space, parking can be restricted on the undeveloped,
south side, which will allow for parking along the residential frontage while still
maintaining room for unimpeded travel of two-way traffic. At the point where the
roadway curves after passing the last house to the east, parking can be restricted on
both sides of the roadway.

Staff recommends implementing parking restrictions as outlined above to improve
safety on Via Scenica. These restrictions can be accomplished by the installation of
standard “No Parking” signs mounted on posts. These signs are readily available and
can be supplied and installed by City staff. It is further recommended that staff be
directed to review additional improvements such as striping modifications that would
further improve safety.
FISCAL IMPACT
The proposed change will require the purchase and installation of approximately five to
seven no parking signs and poles, which cost approximately $94 each. Funding is
available in the Public Works Street Maintenance budget to cover the purchase and
installation of the signs.

SUBJECT: REVIEW PROPOSED AMENDMENTS TO SPEED LIMITS ON CERTAIN
STREETS IN THE CITY
RECOMMENDATION
It is recommended that the PSAC review and make recommendations regarding the
proposed resolution amending speed limits on several streets within the City.
DISCUSSION
The establishment of speed limits on City streets is outlined by the California Vehicle Code
(CVC) and the California Manual of Uniform Traffic Control Devices (CA MUTCD). For a
speed limit to be enforceable by electronic means (i.e. Radar/Lidar) an Engineering and
Traffic Survey must be conducted within seven (7) years prior to the date of the
enforcement or within ten (10) years if certain criteria under the “speed trap” sections
(CVC40802 c,1) of the California Vehicle Code are met. The street segments included in
the referenced Resolution do not meet the requirements set by the State to allow for the
ten year time period and, therefore, need to be recertified.
The California Manual on Uniform Traffic Control Devices (CA MUTCD) and the California
Vehicle Code (CVC) establish the method for conducting an Engineering and Traffic
Survey (E&TS) in order to establish a speed limit enforceable using electronic devices (i.e.
Radar/Lidar). Following these requirements, an E&TS of 30 road segments on 20 City
streets was conducted. The road segments are determined by the type of roadway
characteristics and engineering judgment.
The survey contains the recommended speed limit and individual justification for the
recommended speed limit. The justification is based on the criteria and methods provided
in the California Vehicle Code, and California Manual of Uniform Traffic Control Devices,
which are recognized and approved by the courts of California. Street surveillance, spot

speed survey, and accident rate were the three necessary areas of study that were used in
determining the most appropriate speed limit. A full copy of the Engineering and Traffic
Survey is available for review at the City Clerk’s office.

Upon review and comment by the PSAC, the proposed amendments and resolution are
slated to be presented to the City Council for adoption in June. Posting of the signs will
be implemented as soon as possible upon final approval.
FISCAL IMPACT
The cost of installing of replacing the speed limit signs will be covered under the Public
Works Street Maintenance Budget and will be done by staff. A more detailed estimate
of the cost will be provided to the City Council for their approval.
RESOLUTION NO. 2014-
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, AMMENDING RESOLUTION NO. 2006-
70 AND APPROVING THE DESIGNATION OF THE PRIMA FACIE
SPEED LIMIT FOR CERTAIN STREETS
WHEREAS, prima facie Speed Limits have been established on certain
designated portions of City Streets by Resolution 2006-70; and
WHEREAS, portions of certain City streets do not have established prima facie
speed limits; and
WHEREAS, established prima facie speed limits on certain City streets will no
longer be valid for the enforcement of speed limits by radar and other electronic
measuring devices when seven years old; and
WHEREAS, an Engineering and Traffic Survey, as required by the California
Vehicle Code, has recently been completed, a copy of which is on file for public inspection
in the office of the City Clerk; and
WHEREAS, Section 10.20.010 of Title 10 of the Municipal Code provides for the
designation of prima facie speed limits by resolution of the City Council.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE
DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. The City Council herby amends the prima facie speed limits set forth
in City of Lake Elsinore Resolution No. 2006-70.
SECTION 2. That in accordance with the City of Lake Elsinore Municipal Code,
the City Council determines as follows:
1. That the Prima Facie Speed Limits set forth in Exhibit ‘A’ attached hereto and
such designated speeds are the most appropriate to facilitate the orderly
movement of traffic and to be reasonably safe.
2. That the Engineering and Traffic Survey in the City of Lake Elsinore dated
May 15, 2014, followed the procedures prescribed by the California Vehicle
Code and the California MUTCD and describes the speed limits to be
established by this Resolution.
3. The prima facie speed limits established by this Resolution shall become
effective when appropriate signs giving notice thereof are erected upon the
streets specified.
4. The City Engineer shall place and maintain signs and markings sufficient to
notice such prima facie speed limits.
