Cultural Center Also present: PSAC Clerk Nicole Dailey, City Engineer Walter Allison, Police Chief Lenny Hollingsworth, Traffic Engineer Rusty Beardsley, Citizen Corp volunteer John Larsen, Fire Chief Rich Owens. Defensible Space Update Rich Owens, Fire Chief with the Riverside County Fire Department, presented information about how to protect your home by creating defensible space around your property. Topics included the requirements for defensible space, other ways to protect your home, the need for this additional protection due to the drought and other information including power equipment and safety tips. Lake Elsinore Citizens Corp John Larsen, volunteer with Lake Elsinore Citizens Corp, covered the history, purpose, and mission of the Citizens Corp. The Citizens Corp was established to assist promote emergency preparedness in our community. The presentation included the events supported by the Citizen Corp including public health expos, CERT classes, and the Annual Shake Out event, which over 1500 people attended last year PUBLIC COMMENTS — NON AGENDIZED ITEMS — 3 MINUTES None. City of Lake Elsinore Page I Public Safety Advisory Commission Meeting Minutes CONSENT CALENDAR ITEM(S) BUSINESS ITEM(S) 1) ID# 14 -176 Approval of Minutes from May 21, 2014 June 18, 2014 Chairman Stewart presented the minutes from the meeting of May 21, 2014, Commissioner Ross made a motion to approve. Commissioner Gregory seconded. The motion carried unanimously by the following vote: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross and Commissioner Sund. NOES: None ABSENT. None ABSTAIN: None 2) ID# 14 -177 Review and Approve Proposed Animal Control Field Services Agreement PSAC Clerk Dailey introduced the item to the Commission. Kristine Anderson, President of the Board of Directors of the Animal Friends of the Valleys (AFV), gave a presentation about AFV, its history and services. She recommended and supported staffs recommendation to increase the number of animal control field service hours in the City from five to eight hours per day due to the population growth and increase of stray and relinquished pets. Commissioner Gregory requested additional reporting and a set schedule for the remittance of fees to the City, but commented that the report they submitted was well written. Commissioner Ross concurred with many of the changes proposed by Commissioner Gregory. Commissioner Ross made a motion to approve. Commissioner Sund seconded. The motion carried 4 -1 by the following vote: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Ross and Commissioner Sund. NOES: Commissioner Hyland. ABSENT: None ABSTAIN: None 3) ID# 14 -178 Install Street Name Signs on Terra Cotta Road PSAC Clerk Dailey introduced the item. Traffic Engineer Rusty Beardsley made a presentation regarding a request by a resident to add street name signs in the unimproved area of Terra Cotta Road to ensure improved emergency response for the three residences in this area. Commissioner Gregory made a motion to approve. Commissioner Stewart seconded. The motion carried unanimously by the following vote: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross and Commissioner Sund. NOES: None ABSENT. None ABSTAIN: None City of Lake Elsinore Page 2 Public Safety Advisory Commission Meeting Minutes June 18, 2014 4) ID# 14 -175 Establish and Appoint Commission Ad -hoc Subcommittees for Animal Control Neighborhood Calming and Quarterly Commission Reports STAFF COMMENTS Chairman Stewart introduced the item to establish three subcommittees and confirm the proposed appointments. Commissioner Hyland made a motion to approve. Commissioner Stewart seconded. The motion carried unanimously by the following vote: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross and Commissioner Sund. NOES: None ABSENT: None ABSTAIN: None PSAC Clerk Dailey confirmed that the cross traffic sign requested by a resident at the PSAC meeting in April had been installed at the intersection of Collier Avenue & Nichols Road. She announced that the "dip" on Diamond Drive near the Storm Stadium had been removed thanks to McMillian Homes. She also announced the City's firework show will begin at 9:00 p.m. on the 4th of July and listed various viewing locations. COMMISSIONERS' COMMENTS Commissioner Suod thanked the speakers for their presentations. Commissioner Ross shared his experience attending the Cops & Clergy meeting on June 17th, which included a presentation given on elder abuse and the adult services division. He requested that the presentation also be made to the Commission at a future date. Commissioner Hyland said that she was happy that a lot of progress has been made and things are getting done. Commissioner Stewart requested that as part of the consent calendar the financial report be rnade monthly orbi- monthly. He also commented on the Caltrans right -of -way, and that a lot of accidents are occurring at Collier and Gunnerson. Commissioner Stewart thanked staff for installing the sign at Nichols Road and Collier Avenue. DISCUSSION Subcommittees are an effective way to facilitate the efficient flow of communication and ensure Commissioners actively participate in the research, study and development of proposed recommendations and programs related to a specific purpose. The proposed Ad -Hoc Subcommittee will include two Commissioners and will be formed to participate in the City's efforts to improve our sidewalks and bus stops. More specifically, the Public Transportation and Sidewalk Subcommittee will address the following. Bus Stops: Research, evaluate and create a capital improvement project for future bus stop improvements. Improvements could include ADA access, landing areas, and amenities such as benches and shade structures (Attached is an inventory list of the City's bus stops as provided by the Riverside Transit Agency). Sidewalks: Participate in the City's process to conduct a formal sidewalk survey. The sidewalk survey is the first step of the City's plans to evaluate the current state of all sidewalks and prioritize designated areas in need of sidewalks in order to improve safety amongst the citizens. DATE: August 20, 2014 SUBJECT: Riverside County Sheriff's Online Property Crime Reporting Service RECOMMENDATION Review and discuss the Riverside County Sheriff's Online Property Crime Reporting service and offer suggestions regarding how to promote this service to the community. DISCUSSION The Online Property Crime Reporting service was first created in 2001. After its creation, it was widely promoted throughout the County. Recently, the online form has been updated to make it more user friendly for residents. The purpose of this online crime reporting service is to assist the residents of Riverside County by expediting the reporting of non - suspect information property type crimes. The form should be used to report non - emergency property crimes that occur in areas serviced by the Riverside County Sheriffs Department. Non - emergency property crimes can include vandalism, car break -ins, burglary of a house, garage and /or business, petty theft and /or grand theft. The service functions by allowing residents to enter their information and receive an official police report number, i.e. "TS" file number, within a couple of hours of submittal between the hours of 5:20 a.m. and 10:30 p.m. All reports submitted after this time will not receive a police report number until the next day. This system provides residents the opportunity to report property crimes and receive a file number faster rather than waiting for a deputy /officer to respond in person, which may be delayed due to higher priority calls. DISCUSSION According to section 2.46.060 (G) of Ordinance No. 2013 -1317, the Public Safety Advisory Commission is to provide a written report to the City Manager's office on a quarterly basis to be forwarded to the City Council for review. Attached is a draft report prepared by City Staff in coordination with the Commission's Quarterly Commission Reports subcommittee. The report covers the Commission's activities and actions from March 2014 through June 2014. TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: NICOLE DAILEY, MANAGEMENT ANALYST DATE: August 20, 2014 SUBJECT: Public Safety Advisory Commission Quarterly Report The Public Safety Advisory Commission is pleased to present this summary of activities and actions for this quarter. This report covers the months of March through July 2014. Listed below are the current members of this Commission: Jay Stewart, Chairperson Stephen Gregory, Vice - Chairman Chris Hyland, Commissioner Myles Ross, Commissioner Valerie Sund, Commissioner Members of the PSAC are appointed by the City Council to four -year staggered terms. In June 2013, three of these terms expired and one commissioner resigned. Therefore, with four vacancies on the Commission, staff worked with the City Council to redefine the Commission's duties, purpose and responsibilities to align with the needs and expectations of the City Council and the community. The Commission has held four regular meetings since March 2014. These meetings involved several key aspects regarding the safety of the City. Listed below are the presentations, future priorities, and actions taken during the course of these meetings. 9:0141:4 Zrr_11d1W&3 • City Lake Safety Programs • Police Department Lake Safety Program • Fire Department Rescue Boat Program • Code Enforcement, Nuisance Abatement and Receiverships • Introducing "It's Your Fault, Lake Elsinore!" • Defensible Space Update • Lake Elsinore Citizens Corp Update ACTIONS TAKEN: • Formally Established Meeting Day & Time: The PSAC adopted a resolution moving and setting their meetings to the third Wednesday of every month at 6:00 p.m. Each meeting is held at the Cultural Center located at 183 North Main Street. • Established Priorities: The Commission discussed their top priorities and areas of interest to assist staff in preparing a planning guide to prepare for upcoming topics and areas of interest to share with the Commission for the remainder of the 2013- 2014 fiscal year and for the 2014 -2015 fiscal year. • Approved Proposed Parking Restrictions on Via Scenica: At the request of the Homeowner's Association, staff evaluated and recommended restricting parking on one side of Via Scenica in the Tuscany Hills neighborhood. This included the placement of "no parking" signs on the roadway. The placement of these signs has been completed. • Approved Proposed Resolution Amending Speed Limits within the City: Prior to bringing the City's most recent speed survey to the City Council, staff took the proposed speed limit changes to the Commission for review and approval of the proposed resolution. • Reviewed and Approved Proposed Animal Control Field Services Agreement: The Commission reviewed and made various suggestions regarding the proposed animal control field services agreement for fiscal year 2014 -2015 prior to its submittal to the City Council for approval. • Approved Installation of Street Name Signs on Terra Cotta Road: At the recommendation of the City Engineer, the Commission considered and approved the installation of three street name poles and signs in an unimproved area of Terra Cotta Road between Lakeshore Drive and Nichols Road. In this area, both Terra Cotta Road and the side streets are unpaved and are used for access to residential properties in this area. The request arose following incidents where emergency personnel were unable to locate properties in medical emergencies due to the lack of street signs. Established and Appointed Commission Ad -hoc Subcommittees for Animal Control, Neighborhood Calming and Quarterly Commission Reports: Each Subcommittee includes two Commissioners. The Neighborhood Calming Subcommittee includes Vice Chairman Gregory and Commissioner Hyland and will explore options and the feasibility of a variety of neighborhood calming techniques for those neighborhoods with safety concerns. The Animal Control Subcommittee includes Vice Chairman Gregory and Commissioner Ross to actively participate and promote responsible pet ownerships and reduce pet overpopulation in the City. This includes reviewing and evaluating marketing efforts, sheltering services and field services. The Quarterly Commission Reports Subcommittee includes Chairman Stewart and Commissioner Sund to assist in the development of the quarterly report.
