Modity front sheet of assessment roll computations as confirmed to reflect bond financing charge remaining at $181,000.00 and resulting correction on total to $1,003,467.42. SECTION 2. The Engineer of Work is hereby directed to make the above changes on the original assessment roll as recorded at the City of Elsinore, as well as, the cog, of the assessment roll as recorded at the County Surveyor's Office in the County of Riverside, California. SECTION 3. The improvement bonds are ordered to be modified and corrected to the above particulars. SECTION 4. The City Treasurer is hereby directed to make the above changes to the bond register and mailing statements relating to the improvement bonds for these proceedings. Chaffin Mayor RESOLUTION NO. 1352 A RESOLUTION URGING THE LEAGUE OF CALIFORNIA CITIES AN THE COUNTY SUPERVISORS" ASSOCIATION OF CALIFORNIA TO SEEK ACTION TO ALLEVIATE THE PROBLEM OF LITTER AND WASTE DISPOSAL CREATED BY THE SALE OF BEVERAGES iN DISPOSABLE, NONOETURNABLE CONTAINERS. WHEREAS, the sale of malt and carbonated beverages in disposable, non - returnable containers is producing an adverse effect upon the environment which is injurious to the health, safety and welfare of the residents of Modesto, and the entire State of California, and WHEREAS, the problems created by the sale of malt and carbonated beverages in disposable, non- returnable containers cannot be solved on a local level, but must be dealt with on at least the State level, NOW, THEREFORE. BE IT RESOLVED by the Council of the City of Elsinore that it urges the League of California Cities and the County Supervisors' Association of California to seek the following actions by the State Legislature to alleviate the problems of litter and waste disposal created by the sale of malt and carbonated beverages in disposable, non - returnable containers: (a) Require a deposit on all containers used for the sale of malt and carbonated beverages; (b) Promote, encourage and support research by the beverage and container industries in the field of biodegradable containers; and (c) Develop, encourage and support programs aimed at encouraging the citizens of the State of California to take a more responsible attitude toward the disposal of beverage containers, including recycling. BE I'T FURTHER RESOLVED the the City of Elsinore hereby requests all of the cities and counties in California to take similar action urging the League of California Cities and the County Supervisors' Association of California to seek action by the State Legislature which will alleviate the rroblems of litter and waste disposal created by the sale of malt and carbonated beverages in disposable, non- returnable containers. BE P FURTHER RESOLVED that the City Clerk is hereby directed to send copies of this resolution to the League of California Cities, the County Supervisors' Association of California and all of the cities and counties in the State of California. The foregoing resolution was introduced at a regular meeting of the Council of the City of Elsinore held on the 14th day of December, 1970. PASSED AND APPROVED on the 14th day of December, 1970. Chaffin Mayor RESOLUTION NO. 1353 A RESOLUTION OF TIE CITY COUNCIL OF TIE CITY OF ELSINORE, CALIFORNIA, URGING THE LOS ANGELES COUNTY DIVISION OF THE LEAGUE OF CALIFORNIA CITIES TO INVESTIGATE AND SCHEDULE A FULL AND COMPREHENSIVE INVESTIGATION AND REPORT AS TO THE PRESENT ADVISABILITY OF THE LOS ANGELES BASIN CITIES ATTEMPTING TO WORK OUT A MU UAL ASSURANCE PROGRAM FOR THE PURPOSE OF PROVIDING THE NECESSARY INSURANCE COERAGE IN ALL OR PART OF THE FOLDS OF MUNICIPAI LIABILITY. VFHEREAS, the liability to ainich municipalities, and thus its citizens, are exposed is continually changing and expanding both by judicial decision and statutory enactment; and WHEREAS, the financial burden to cities both large and small in obtaining what they consider to be adequate coverage is mounting at a highly accelerating rate; and WHEREAS, few municipalities are able to sufficiently staff their departments with knowledgeable insurance brokers or analyst; and WEMREAS, it appears that a mutual assurance group consisting of most, if not all, of the cities in the Los Angeles Basin might be of great benefit to all municipalities in obtaining the required insurance at the best price in consonance with the tax burden our citizens are required to bear, NOW, THEREFORE, the City Council of the City of Elsinore, California, DOES HEREBY RESOD E as follows: 1. That it does hereby urge each and every member city of the Los Angeles County division of the League of California Cities to take such action as is appropriate to indicate its interest in a comprehensive review and analysis of the legal, financial and political consideration of a mutual assurance organization as hereinabove described. 2. That the City Clerk is directed to forward a copy of this Resolution to each member city of Los Angeles County Division of the League of Calif- ornia Cities, as well as to each city in the counties of Santa Barbara Ventura, Orange, San Diego, Imperial, San Bernadino and Riverside, 3. Further, be it resolved that it be requested of each recipient city of this resolution that it respond, by letter, indicating its general agreement or disagreement with the foregoing proposal for an in depth study and report of the possibility of such a mutual assurance program to Martin A. Lots, Mayor of Culver City, 9770 Culver Blvd., Culver City, Ca, 90230., with a copy of such letter being sent to the Los Angeles,Division of the League of California Cities.
