RESOLUTION NO. 1347
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ELSIliORE
CALIFORNIA, ADOPTING THE MASTER SEWER PLAN
"WHEREAS, the City Council did employ Lampman and Associates, an engineering firm, to
prepare a comprehensive long term master sewer plan;
WHEREAS, the said engineering firm ded prepare and file a master sewer plan with the
City dated June, 1970, consisting of an analysis of the area of influence, existing sewer system,
projected area's sewage contribution, required facilities, financing potentials, cost estimates and
program of improvements;
WHEREAS, the City Council of the City of Elsinore held a public hearing on said master sewer
plan at the City Hall of the City of Elsinore, on the 28th day of September, 1970, and considered said
master sewer plan together with statements and evidence introduced and made at said hearing by
Lampman & Associates.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Elsinore, California, does
hereby adopt the said master sewer plan as contained in the report of Lampman & Associates dated June, 1970,
together with the said report and technical data attached thereto, as the master sewer plan for the further
and future development of said City and the area adjacent thereto. A copy of said report and technical
data is on file with the City Clerk of the City of Elsinore, California.
ADOPTED by the City Council, signed by the Mayor and attested to by the City Clerk this 13th day
of October, 1970-

RESOLUTION NO. 1348
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ELSINORE,
CALIFORNIA, REQUESTING THAT I_NTERSTATE 15 BE ESTABLISHED
ON PROPOSED STATE ROUTES 31 AND 71.
WHEREAS, an Interstate Route on proposed Routes 31 and 71 would be beneficial to all cities
in Western San Bernardino and Riverside Counties; and
WHEREAS, during the next twenty years, one of the greatest traffic demands within this metropolitan
area will occur along proposed Routes 31 and 71; and
WHEREAS, an interstate Route utilizing proposed State Routes 31 and 71 would provide significant
benefits to interstate traffic inasmuch as there is a substantial void in existing California Freeway and
Expressway System for the Riverside - Corona - Norco - Elsinore area; and
WHEREAS, it will be imperative to provide relief for Interstate Route 10 because of the Ontario
Motor Speedway and the planned enlargements to the Ontario International Airport; and
WHEREAS, an Interstate 15 location on the proposed Route 31 and 71 would provide the best traffic
circulation pattern for the Ontario Motor Speedway, particularly during the critical times when the peak
traffic flow to or from these facilities coincides with the heavy weekend or holiday traffic; and
WHEREAS, the construction of interstate 15 utilizing the proposed State Routes 31 and 71 would
best serve the citizens of the City of Elsinore; and
WHEREAS, there is great need for the development of State Route 71 due to its high fatality rate; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elsinore, California, in regular
session assembled this 3rd day of November, 1970, that Interstate 15 Route be established in Western San
Bernardino and Riverside Counties on proposed State Routes 31 and 71;
BE IT FURTHER RESOLVED that the City Clerk be hereby directed to send copies of this Resolution
to Fred Jennings, member, California Highway Commission; The City Councils of all the cities and all
highway support groups located along the proposed Interstate Route.
