ing any liability upon said City for any of the activities conducted upon said land or in any way or manner
approving said activities except as to the granting of a conditional use permit in accordance with the ap-
plicable zoning ordinance.

RESOLUTION NO. 1175
RESOLUTION RELATIVE TO
URBAN PLANNING ASSISTANCE

Mayor of the City of Elsinore
WHEREAS, the City of Elsinore desires to provide for a planning study contributing to an over -all
program for future community development, the preservation of community values, the prevention of conditions
tending to cause urban blight, and the promotion of the general health, safety, and welfare of its citizens;
and,
WHEREAS, the State Department of Finance, under authority of Chapter 1641, Statutes of 1959, may provide
planning assistance for such a program and receive financial assistance from the Urban Renewal Administration,
as authorized by Section 701 of the Housing Act of 1954, as amended (Public Laws, 83rd Congress); now there-
fore, be it
RESOLVED, that the City Council of the City of Elsinore hereby requests the State Department of Finance
to provide planning assistance under authority of Chapter 1641, Statutes of 1959, with such financial assist-
ance as may be provided by theUrban Renewal Administration, under authority of Section 701 of the Housing Act
of 1954, as amended (Public Laws 860, 83rd Congress). That such planning assistance is more particularly
described in a project description that is attached hereto and made a part of this resolution as if fully set
forth herein.
THAT, the City Council of the City of Elsinore, subject to approval of such planning assistance by the
State and Federal authorities, hereby authorizes payment to the State Department of Finance of a sum not to
exceed $10,440 and,
THAT, there is no contemplated use of city personnel in the project and,
THAT, the total estimated cost of the C ty of Elsinore's project as planned is $31,320.
THAT, the Mayor of the City of Elsinore be, and he hereby is, authorized and empowered to execute in
the name of the City all necessary applications, contracts, and agreements to implement and carry out the
purposes specified in this resolution.

RESOLUTION NO. 1176
A RESOLUTION OF THE CITY OF
ELSINORE, CALIFORNIA
WHEREAS, the orderly development of cities is dependent upon planning for the future, and
WHEREAS, the state and federal governments are aware of the foregoing need, and
WHEREAS, the City of Elsinore successfully petitioned for an assistance grant to implement a general
study of Elsinore and its environs, and
WHEREAS, a sizeable portion of county territory is included in the study area to make the project mean-
ingful, and
WHEREAS, the County of Riverside, California has recently participated with other citys in like ventures
producing mutual benefit, and
W HEREAS, the City of Elsinore's share for the subject project will exceed the sum of ten thousand dollars,
