HomeMy WebLinkAboutCC Reso No 1927-171R,,SOLUTION N0. 171 A RESOLUTION OF INTENTION OF THC 130ARD OF TRUSTS3S OF 'TH6 CITY OF LL.S1NORE, CALIFORNIA, DECLARING 'THEIR INTEN'TIOA T'0 OP.UER CERTAIN SiURK TO 33 DONE ON POTTERY STREST, and OTHER STREETS, IN THE CITY OF ELSINORE The Hoard of Trustees of the City of elsinore do resolve.as follows: SECTION 1. That the public interest and convenience rew ire and that it is the intention of the Board of 'Trustees of the City of Elsinore to order the following work and improvement to be done within said City, to -wit: (a) - That portions of Pottery Street, in said City, between the west line of Mohr Street and the east line of Langstaff Street, be improved by certain grading, the construction of certain asphaltic conerets base and Willits process asphaltic concrete wearing surface pave- ment, the a>nstructinn of certain cement sidewalks, the construction of certain cement concrete curbs, the installation and construction of a cement concrete pipe sanitary sewer, together with house connection sewers, manholes and all appurtenances, the installation of certain non- dipped (black) wrought steel screw pine for domestic aster sucyly and fire protection, together with appliances end appurtenances. (b) - That Lowell Street, between the southerly line of Sumner Avenue and the northerly line of Pottery Street be improved by the installation of a certain: salient concrete pipe sanitary sewer, together with manholes and appurtenances. (c) - 'inch Scanner Avenue, between the east line of Lovell Street and the west line of Scrivener Str ^,et be improved by the installation of a certain cement concrete pipe sanitary sewer, together with manholes and all appurtenances. All the .work described in this Resolution shall be done with reference to the grades as shown and indeicated upon and in furth s accordance with Plans therefor adopted by this Board of Trustees on April 20th., 1927, on file in the. office of the City En gi.neer, and in further accordance with Specifications No. 10 for the evading, ccnetruotlon of pavement, construction of curbs, sidewalks and sewer, and in accord- ance with Specifications No. 7 for the construction of water pipe distributing ]pines, which said Specifications are on file in the of:'ice of the City Clerk. All the descriptions set forth in this Resolution are general only and reference to the said Plans, Profiles and Specifications is hereby made for a full, complete and exact description of the work to be done. Reierence is hereby made to the .4illite Process License Mixture Agreement of the California 'dillite Company filed in the office of the City Clerk of Elsinore on April 20th., 1927, and being dated April 20, 1927. SECTION 2. Said Board of Trustees determines and declares that the said proposed work and improve- ment is of more than loud or ordinary public benefit and said Board hereby makes the expense of said work and improvement chageable upon a district, which said district said Board hereby declares to be the district benefitted by said work and improvement and to be. assessed to pay the costs and expenses thereof, to -wit: All that portion of the City of Els nore indicated and shown .within the red boundary line upon a map thereof on file in the office of the City hh"'inier of said City and designated as "No. B, Assessment District Map of Pottery Street and other streets, in the City of Elsinore" and 'which nap shows specifically the lots, blocks and parcels of lana to be assessed. Reference is hereby made to said map for a further, full and complete deseeiption of the assessment district and the property to be assessed. Said map shall govern for all details as to the extent of the assessment district. In a general way the said assessment district embraces property lying on Both sites of the different streets to be improved but does not exceed 225 feet from the nearest porti>n of the improvement here- in provided for. SSC'rI )N 3. It is hereby resolved and determined that serial Inds to represent unpaid assessments of Tsenty -five dollars, or more, and two bear interest at the into of seven per cent per annum, payable semi - annually, will be issued to represent the cost and expense of said work in the manner provided by the Improvement Act of 1911, as amended. Said serial bonds shall extend over a period of nine years from bile second day of January nest succeeding the fifteenth day of the nest November following their date. Si)CrION 4. Notice is hereby given that on the 11th day of May, 1927, at the hour of 9:30 o'clock A.M., in the Council Chamber of the Board of Trustees, in the City Hall of the City of Elsinore, any and all persons having, any objections to the said proposed work or improvement, or to the District to be assessed may appear before the said Board of 'Trustees and shoo cause why the said improvement should not be carried out in accordance with this Resolution. SECTION 5. The City Clerk of the City of Elsinore shall cause this Resolution of Intention to be published twice in the ''LAKS F.LSINOP3 VALLEY PRESS", a weekly newspaper of general circulation, printed, published Eno circulated in the City of Elsinore. SECTI,,N b. The Street Superintendent of the City of Elsinore shall cause to be posted notices of the passage of this Resolution in the manner required by law. SECTION 7. All the herein proposed work shall be done and the said bands issued in pursuance of the provisions of an Act of the Legislature of the State of California, designated and known as the "Improvement Act of 19111l, approved April 7, 1911, and amendments thereto.
