AN ORDINANCE OF TH3 CITY OF ELSINORE
CALI.FORLIIA, A!IrE YT.DING ORDINANCE N0. 247.
The City Council of the City of Elsinore does ordain as
follows•
Section 1: Ordinance No. 247 of the City of Elsinore is
hereby amenTe- c } adding a new Section, to be numbered Section 12
and read.ng as follows:
"Section 12: There is hereby created and es-

w� it`hin the City of Elsinore Defense Council
(1) a Citizens Defense Corps, and (2) a Citizens 'r:'ar
'.. Services Corps.
The Citizens Defonse Corns shall on organized and
directed by a Commander, to be ap- ,oi.nted by the City
Council and to serve at its pleasure.
During any period of a state o.eextreme emergency,
as defined in Section 7.506, Chapter 1, Statutes of
1943, apnroved by the Governor January 30, 1943, the
Commander shall have complete authority over all.
agencies of the City government and the right to ex-
ercise within the confines of !asinore City all
police Power vested in the State and Coun ?y and City
by the Constitution and. the laws of the State of
California and Ordinances of said City, narticularly
subject to the provisions of Chapter 1, Statutes
of 1943, in order to effectuate the - :purposes of said

that during such times the Commander shall have the
power and right to iasuo and enforce such orders,

_protection of life and oroperty. Such powers shall

State officials.

the Defense Council :;hose functions to civil-

vision of the Commander, and those whose functions

direction and suparvision of the Director of the
Citizens liar Services Corns.
The duties and responsibilities imposed by this
ordinance upon the Chairman of the Defense Council,
the Commander of the Citizens Defense Corns, and the
Director of the Citizens War Services Corps, may be
exercised and discharged one and the same person.
There is hereby created. a Personnel Officer, who
shall be appointed by the Chairman of the Defense
Council in the event said Chairman at the time is
also functioning in the capacity of Commander of
the Citizens Defense Corps and Director of the
Citizens r';ar Services. Otherwise, said Personnel
Officer is to be an:,ointed by the Director of the
Citizens 71ar Services Corns. The Personnel Officer
shall hold office at the pleasure of the apnoi.nting

agencies. His duties shall be to establish and main-
tain a volunto-r racords office."
Section 2: This ordinance i.a hereby declared to r. e an ur-
gency measure necessary fo -. the ii,mn,11 ate - )reservation of- tbo ,)u.il.ir
ueace, health, convenience, and safety. The occasion constituting
the urmoncy is " ", fi,ct that the United States is new at war.
Soction 3: The City Clerk - shall certify to the adoption of
this ordinan' ce, and cause Hv, same to be published once in the
Elsinore Loador- Press.
