ORDINANCE NO. P �Z AN ORDINANCE OF THE CITY OF ELSINORE, CALIFORNIA, CREATING A CITY DEFENSE COUNCIL PURSUANT TO CHAPTER 561, STATUTES OF 1941, AND PRESCRIBING ITS DUTIES AND RESPONSIBILITIES. The City Council of the City of Elsinore does ordain as follows: Section 1: There is hereby created the City of Elsinore Defense Council. Section 2: The Defense Council shall be composed of the Chief of Police, the Chief of the Fire Department, the City Attorney, the Mayor, the members of the City Council of the City of Elsinore, and the following named persons: four residents of the City of Elsinore to be appointed by resolution of the City Council. All services rendered by the members of the Defense Council, as well as committees appointed by said Council, shall be gratuitous, the same being given to the City as well as the Country from a sense of patriotic duty. Section 3: The Defense Council shall designate a chairman and vice - chairman from among the members of the said Defense Council, and may appoint a secretary, who need not be a member of the Defense Council and who shall perform such duties as may be assigned to him by the said Defense Council. Section 4: The members of the Defense. Council, other than those designated by titles, shall serve for the term of one (1) year from the date of their appointment, and until their successors are appointed and qualified. A four - fifths (4/5) vote of all members of the City Council of Elsinore will be required to remove any member of said Defense Council. Section 5: It shall be the duty and responsibility of the Defense Council to coordinate the activities within the City of Elsinore of governmental and .private agencies and of individuals cooperating in the defense effort; to stimulate public interest and participation in defense activities; to consider and recommend to appropriate governmental authorities plans for the public safety, health and welfare, and to perform such other advisory functions as may be requested of it by officials of the city, county, state, and federal agencies engaged in the defense effort. Said Defense Council shall receive, acknowledge, and appraise proffers of facilities, services, and ideas originating within the community, and make appropriate disposition of same; clear information concerning defense programs and objectives among cooperating agencies; recommend adjustments or arrangement necessary for prompt assimilation of government programs for defense to the appropriate officers, departments, or agencies; receive requests for assistance from the State Council of Defense and from federal defense authorities as well as from the Riverside County Defense Council, and transmit those requests to the proper authorities or agencies; accumulate or assist in the accumulation of information regarding local governmental, financial, economic, industrial, and human facilities and resources and transmit any such facts, as well as other necessary information to the county, state, or federal defense authorities. Every department, commission, officer, and employee of the City of Elsinore shall cooperate with and assist the Defense Council so as to enable the Council to accomplish the objectives of this ordinance. Cnu v. (1).. tommittee on -Civil Protection, which shall consider defense matters relating to the public safety, the protection of civil liberties, and the maintenance of law and order. (2) Committee on Human Resources and Skills, which shall assist in the registration of persons for defense work of all kinds, cooperate with governmental agencies in making plans for defense training of skilled workers and other persons engaged in defense work requiring special training, and analyze and report to the Defense Council on all proffers of assistance from private persons and organizations. (3) Committee on Health, Welfare, and Consumer Interest, which shall consider activities designed to contri- bute directly to the social, physical, and economic well- being of the individual and the family, protection from want, protection against unwarranted rise in prices. (4) Committee on Transportation, Housing, Works and Facilities, which shall consider provisions for defense hous- ing, buildings and structures, works for water supply and transportations, highways, airports, and other transportation facilities. (5) Committee on Public Information, which shall serve all committees of the "ouncil as the medium through which to inform the public of defense activities, develop plans for the use of newspapers, radio, and other means of public informa- tion, and attract and sustain citizen interest and participa- tion in defense work. (6) Committee on Industrial Resources and Production, which shall consider the industrial resources of the City as they relate to defense production, and assist in making the most advantageous use of such facilities. The Defense Council may create other permanent committees and such temporary committees of the Council as the Council deems necessary, and shall define their duties within the purpose of this ordinance, and may abolish any such committe The chairmen of the permanent committees of the Defense Council shall be designated by the chairman of the Defense Council from among the members appointed as provided in Section 2 of this ordinance. Members of permanent committees other than the chairmen and all members of temporary committees shall be appointed by the chairman of the Defense Council, and need not be members of the Defense Council. Section 7: The City Council of the City of Elsinore shall determine what expenses, if any, may be incurred by said City Defense Council. Section 8: This ordinance is hereby declared to be an urgency measure, necessary for the immediate preservation of the public peace, health and safety. The following is a specific statement showing the urgency of this ordinance: An emergency exists in the United States and in the State of California requiring the defense of the country, since, on the 7th day of December, 1941, the Umpire of Japan declared war upon this country, and the United States declared war against the Empire of Japan on the 8th day of December, 1941. It is necessary that all information be gathered relating to national defense and.to provide for the proper cooperation and coordina- tion of public and private agencies so that adequate local defense may be provided for at as early a date as possible. This ordinance shall take effect immediately upon its passage and publication. -4- 1 Section 9: If any section, subsection, sentence, 2 clause or phrase of this ordinance is for any reason held to 3 be unconstitutional, such decision shall not affect the validity 4 of the remaining portions of this ordinance.
