REPORT TO CITY COUNCIL TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: GRANT YATES, CITY MANAGER DATE: AUGUST 12, 2014 SUBJECT: RESOLUTION TEMPORARILY OFFERING FREE BOATING DAYS ON THE LAKE Recommendation It is recommended the City Council approve and adopt: Resolution No. 2014- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, TEMPORARILY OFFERING FREE BOATING DAYS ON WEDNESDAYS AND SUNDAYS. Background Lake Elsinore is Southern California's largest natural, freshwater lake with more than 3,000 surface acres and over 14 miles of shoreline. However, as a natural lake it is reliant on rain and runoff from the Lake Elsinore and San Jacinto Watersheds. As the lake level drops, the potential for fish kills dramatically increases due to increased algae production in the lake which depletes oxygen levels. Lake Elsinore was plagued by fish kills for decades until the creation of the Lake Elsinore & San Jacinto Watershed Authority. This joint powers authority, in coordination with the City's efforts, developed and implemented comprehensive, long -term strategies for improving water quality at Lake Elsinore. These projects have included lake- mixing fans and diffused air lines to increase oxygen levels in the lake, a recycled water pipeline to add up to five million gallons of recycled water to the lake every day, groundwater wells in the back basin to also help stabilize lake levels and fish management programs such as fish stocking to improve the fisheries. Despite these efforts, 2014 has been among one of the driest years on record for California. As a result, the lake level is approximately 1237', which is below the optimal level of 1240'. In addition, there have been several fluctuations in the weather including daily temperatures in excess of 100 degrees. As a result, the lake's oxygen levels have been fluctuating, raising concerns about the fishery in the lake. Resolution No. Temporarily Offering Free Boating Days August 12, 2014 Page 2 of 4 nicnuccinn The City, in partnership with the Elsinore Valley Municipal Water District (EVMWD), carefully monitors the lake's dissolved oxygen levels. Attached are the latest reports received from EVMWD. City staff, in coordination with EVMWD, have explored ways to address water quality concerns and particularly the possibility of fish kills due to insufficient dissolved oxygen in the lake. From these results, it was noted that days with high boating use have been accompanied by increased oxygen levels. Although the existing axial flow pumps and mixing fans are running at their optimal levels, they most likely will not be enough alone to mix oxygen levels in the entire lake. Attracting greater boat use on the Lake presents a way to further mix the lake and potentially improve dissolved oxygen levels. Staff is recommending offering free boating on Wednesdays and Sundays for eight weeks through the remainder of the hottest months of the year, beginning Sunday, August 17, 2014, as part of a pilot program that will attract more boaters and activity to Lake Elsinore. The program will assist the City and EVMWD in evaluating if boating use can positively influence the lake's oxygen levels along with attracting the boating public to the City of Lake Elsinore to enjoy the lake and the "Action Sports Capital of the World." Currently, boaters are required to pay for a City daily lake use pass at a cost of $10 and any associated launch fees charged by the boat launches. On these free boating days, the City will waive the requirement for a day lake use pass at all boat launches. In addition, staff proposes that boats launched at the City's La Laguna Resort & Boat Launch will be at no cost to boaters with City providing reimbursement to the concessionaire to cover the concessionaire's cost of operating the launch. Below is a summary of the proposal: • Proposed Time Frame: Sun., Aug. 17, 2014 — Wed., Oct. 8, 2014 • Number of Free Boating Days: 16 days (8 Wednesdays and 8 Sundays) • City's Daily Lake Use Pass: Free ($10 value) • La Laguna Boat Launch Fee: Free ($10 value) Staff has completed a cost estimate. The scenario used estimated that on average 30 boats visit the lake on Wednesdays and 160 on Sundays at La Laguna Resort & Boat Launch. The City does not have access to information about the activity at the other boat launches. Based on this analysis, we have determined that if an additional 100 boaters attended on these free boating days, the promotion could cost the City approximately $30,000 in revenue losses and reimbursement costs. However, the increased boating activity would be beneficial for the lake and tourism in our City. The City will reimburse for launch fees up to the average number of launches on Wednesdays (30) and Sundays (160) with only 25% reimbursed for those launches above and beyond these averages. In addition to these free boating days, City staff has also completed a contingency plan should a fish kill occur, which includes a contact list, supply list and an action plan for clean -up. Staff is also working on updating /creating outreach and media - related talking points and outreach tools in advance. Staff plans to meet with all of the surrounding resource agencies to further identify options and considerations should a major fish kill occur. Resolution No. Temporarily Offering Free Boating Days August 12, 2014 Page 4 of 4 The free boating days will be announced and advertised to the community in a variety of ways including on the Storm Baseball and Lake Elsinore Outlet electronic billboards, a press release distributed to local, regional and recreation publications, on social media websites, via email to community stakeholders to share, and on the website. In addition, staff will promote the free boating days to other areas of Southern California via our existing radio campaigns including creating new radio ads for our spots on Mighty 1090 AM and Fishing Ventures. Fiscal Impact The proposed free boating days could cost the City approximately $30,000 in lost revenues. Funding is available in the lake fund reserves to offset these losses, if needed. These costs are only based on projections and would likely vary. However, these losses would be offset by inviting increased tourism, economic development and enjoyment of beautiful Lake Elsinore. In addition, if successful, these efforts could help avert a possible fish kill should the oxygen levels worsen in the next two months. Other ways to further mix the lake and improve dissolved oxygen levels include wind and boating activity. NOW, THEREFORE, the City Council of the City of Lake Elsinore, California, does hereby resolve as follows: SECTION 1. That the City offer free boating on Wednesdays and Sundays for eight weeks through the remainder of the hottest months of the year, beginning Sunday, August 17, 2014. The City's daily lake use pass fee of $10 will be waived for all boaters in order to attract more boaters and activity to Lake Elsinore. City Council Resolution No. 2014 - Page 2 of 2 SECTION 2.
