HomeMy WebLinkAbout14-227 Res. of the City Council, Support of Online Auth. of Army And Air Force ExchangeC I T Y O F LADE LsIno1 Z,,E DREAM EXTREME, REPORT TO CITY COUNCIL TO: Honorable Mayor and Members of the City Council FROM: Grant Yates, City Manager DATE: August 12, 2014 SUBJECT: A Resolution of the City Council of the City of Lake Elsinore, California, in Support of Online Authorization of Army and Air Force Exchange Recommendation It is recommended that the City Council consider adoption of Resolution No. 2014 -0 supporting online authorization of Army and Air Force exchange service access by all honorably discharged veterans; and to direct the City Clerk to forward a certified copy of the resolution to our State legislative officials. Discussion The Office of Military & Defense Services for the County of Riverside has sent the City a letter requesting support for the concept being proposed by the Army and Air Force Exchange Service ( AAFES), which would authorize all honorably discharged veterans of the Armed Services to access the Army and Air Force Exchange Service online. This is yet another way to thank and to honor our nation's veterans for their service in times of war and in times of peace. Additionally, it will increase revenues for AAFES, which will benefit our active duty forces. Profits produced by AAFES help support morale, welfare, and recreation programs and resources for our troops. Riverside County is home to 133,000 veterans of the Armed Services. Most of our residents who served our nation and our state in uniform did not retire from a twenty year career. Like most Americans, they served honorably for four to six years. The AAFES proposal would allow our nation's 20 million veterans to use the online exchange services only. The proposal does not allow access to military installations, commissaries, or exchange stores. The attached Resolution shows the City's support for our military personnel and staff encourages the Council to adopt the AAFES proposal and direct the City Clerk to forward a certified copy of the same to both state and federal elected representatives. Yates, City Manager Attachment: Resolution No. 2014- RESOLUTION NO. 2014- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, IN SUPPORT OF ONLINE AUTHORIZATION OF ARMY AND AIR FORCE EXCHANGE SERVICE ACCESS BY ALL HONORABLY DISCHARGED VETERANS WHEREAS, the Army and Air Force Exchange Service ( AAFES), is proposing a concept to authorize all honorably discharged veterans of the Armed Services to access the Army and Air Force Exchange Service online; and WHEREAS, this concept will increase revenues for AAFES which will benefit our active duty forces and provide the extension of a no -cost benefit to the government; and WHEREAS, Riverside County is home to 133,000 veterans of the Armed Services, and WHEREAS, the AAFES proposal would allow our nation's 20 million veterans to use the online exchange services only and not allow access to military installations, commissaries, or exchange stores. NOW, THEREFORE, the City Council of the City of Lake Elsinore, California, does hereby resolve as follows: SECTION 1. That the City Council and the residents of the City of Lake Elsinore do hereby support the concept of online authorization of Army and Air Force Exchange Service Access to all honorably discharged veterans. SECTION 2. We respect that our federal representatives in the Senate and the House also support the concept being proposed by the Army and Air Force Exchange Service. SECTION 3. The City Clerk shall communicate this action of the City Council to both state and federal elected representatives.
