MAIN STREET LAKE ELSINORE, CA 92530 PRESENT: Mayor Johnson, Mayor Pro Tern Manos, Council Member Hickman, Council Member Magee, and Council Member Tisdale. Also present: City Manager Yates, City Attorney Leibold, City Clerk Bloom, Administrative Services Director Simpson, Community Development Director Taylor, Planning Manager MacHott, Public Works Director Damasse, Police Chief Hollingsworth, Fire Chief Barr, and Deputy City Clerk Gir6n. PUBLIC COMMENTS — NON- AGENDIZED ITEMS —1 MINUTE Cultural Center Elizabeth Moriarity, Lake Elsinore resident, stated that the Senior Center should be up to par with other Senior Centers in surrounding cities. Ms. Moriarity stated that she hoped the Senior Center facility was included in the City's budget. Chris Hyland, Lake Elsinore resident, complained that Lakeshore Street from Lake Street to Viscaya and other streets in the City have not been repaved in 25 years. DISCUSSION ITEM(S) ID# 14 -154 Budget Workshop Presentation - FY2014 -15 Preliminary Annual Operating Budget including the FY2014 -15 Capital Improvement Plan Staff has been working diligently to compile the FY2014 -15 Preliminary Operating Budget including the FY2014.15 Capital Improvement Plan. The City Council will City of Lake Elsinore Page 1 Special City Council Meeting Meeting Minutes May 27, 2014 be provided with a presentation at the Budget Workshop at 5:00 PM at the Cultural Center located at 183 N. Main Street, Lake Elsinore, California 92530. The City Council will be considering formal action regarding the FY2014 -15 Annual Operating Budget at the regular June 10, 2014 City Council Meeting. City Manager Yates provided an overview of the budget process and stated that staff has reviewed the budget with the Budget Sub - Committee consisting of Mayor Johnson, Council Member Magee, and City Treasurer Baldwin. Administrative Services Director Simpson provided an overview of the Revenue Impacts, Expenditure impacts, Sales Tax revenues, Property values, unemployment rates, Prop. 8 Rollbacks and Economic uncertainty reserves to Council. City Manager Yates provided an overview of the Core Staffing Plan and stated it is important to ensure that the right employees are in the right positions. Staff has undergone a process to eliminate some positions and proposed new positions. City Manager Yates reviewed the new positions and stated that the positions would not impact the General Fund. He reviewed position title changes that would realign the organization and stated that there are no fiscal impacts. City Manager Yates provided an overview of the projects for planning the future. Council Member Magee complimented Administrative Services Director Simpson for doing an amazing job with the budget and appreciated staff for answering and explaining the new budget format. A budget of $55 million dollars is difficult to digest in six days. He received a briefing on the CIP (Capital Improvement Project) questions he had and is comfortable with the direction the City headed. Council Member Magee stated that Road Paving is his priority. If the City does not invest in its infrastructure, it will result in costing the City more money. Council Member Magee stated that the Murrieta Salvation Army submitted a request for funding and he would like to know the other participating organizations. He asked that staff have the organizations change from shopping at JCPenneys in Temecula to shopping at Target located in Lake Elsinore. The Temecula Valley Assistance League receives money from the City and buys locally for its residents. If the city is going to spend the money on a program, the City needs to be true to its motto to shop locally. Council Member Magee stated he is frustrated because when he attempts to make changes to the Chamber of Commerce contract, he is informed that he needs to address that during the budget time and when he asks about changes to the contract he is told that the City has already made the commitments and the contract can not be changed. He asked that next year as part of the Budget Sub - Committee meetings; that one of the session be devoted specifically to address the Chamber of Commerce contract. The Chamber needs to do an outreach to the City so that the Budget Sub - Committee understands, can correct, or change the contract if they choose to do so. He also asked that the Council receive the funding request letters five days prior to the Budget Study Session. Next year Council Member Magee would like to see the Budget Sub - Committee meet for the Mid -Year Budget, CIP, Public Safety and Animal Services, Chamber of Commerce contract, and all other City departments. City of lake Elsinore Page 2 Special City Council Meeting Meeting Minutes May 27, 2014 Council Member Hickman thanked Administrative Services Director Simpson for doing an excellent job on the budget. Council Member Hickman suggested that the City take $1 Million from the reserve account and borrow $4 Million in bond issued funds to repair all the streets in the City. Director Simpson responded that staff has put together a Fiscal Year 14 -15 CIP (Capital Improvement Project) that includes circulation related to the interchanges and traffic signals to leverage the Pavement Management Program to maintain streets by slurring or doing additional work on the streets instead of letting them go and rehabilitating them at a later time. Staff was looking at participating in the TRIP Program offered by the CSCDA (California Statewide Communities Development Authority) and leverage future Measure A Funds. Council Member Tisdale thanked the Budget Sub - Committee, Treasurer Baldwin, City Council Members, and Administrative Services Director Simpson for their hard work. He stated that he liked the changes in the budget but that he did not see LEMSAR (Lake Elsinore Marines Search and Rescue) in the budget. City Manager Yates responded that LEMSAR was located in the Lakes and Parks budget. Staff will confirm that LEMSAR is included in the budget and reach out to them to ensure there is enough money in the budget. Council Member Tisdale stated that Citizens Corps is included in Council's budget, and asked what the unused funds for training has been used for. City Manager Yates responded that staff can provide him with a summery and schedule of the recent Citizen Corps training scheduled for June 10th and announced a training event to be held on Friday, June 13th. Mayor Pro Tem Manos stated that a Budget Workshop was extremely important because of the new format of the budget. Mayor Pro Tem Manos stated the suggestion by Administrative Services Director Simpson to assemble a five -year budget was incredibly important because it would set in stone projects for the following year. Mayor Pro Tem Manos stated that he appreciated the transparency of the budget, however he did not see the CHIP Grant in the budget. Administrative Services Director Simpson responded that staff has doubled the funds to $100,000 for the CHIP Grants. Council Member Hickman asked if the Youth Court was included in the budget. City Manager Yates responded in the negative and stated Police Chief Hollingsworth was researching funding for the Youth Court, Council Member Hickman asked why this project was dropped. City Manager Yates responded that it was primarily a money issue and changes in personnel. Police Chief Hollingsworth responded that they are looking at other options to fund this project. Mayor Johnson added that she was informed by former Chief Kennedy -Smith that the project was also based on a deputy who was willing to donate time. City Manager Yates provided an overview of the Preliminary Capital Improvement Plan, Pavement Management Program, and Parks and Recreation Capital Improvement projects. City Manager Yates stated that the focus and goal will be to complete projects that were initiated last year. He commended the team that worked the Main Street Reconstruction project. City Manager Yates also reviewed the Traffic Signal Installation projects throughout the City and the City Monument signs. City of Lake Elsinore Page 3 Special City Council Meeting Meeting Minutes May 27, 2014 Mayor Johnson stated that there are over 64 Capital Improvement Projects and 33 of those projects are carry over projects. Mayor Johnson thanked City Manager Yates for giving Council the commitment that the projects will be completed next year. Council Member Magee stressed to Public Works Director Damasse to finish the projects. He stated that the City needs to build the monument signs and obrtain Caltrans' approval to install signs at Franklin Street and Nichols Road. Council Member Magee commented that the Main Street Reconstruction looks fantastic. Mayor Pro Tern Manos stated that the development on the Lake's edge has not been completed because it is difficult to install septic tanks or connect to the sewage. He would like staff to explore the idea of Infrastructure Finance Districts as a potential way of improving that area. Mayor Pro Tern Manos asked that staff address the improvements to freeway ramps in the City. Council Member Hickman stated that he has received numerous requests for sidewalks on Lakeshore Drive and Machado Street. Council Member Hickman requested that sidewalks be included in the budget. Council Member Tisdale stated that he would like Council to have a planning meeting this Fall to discuss projects over the next couple of years. He requested a map showing where sidewalks are needed. He complimented the Public Works Department for the Main Street Reconstruction project. ADJOURNMENT Mayor Johnson adjourned the meeting at 6:06 p.m. to the next regularly scheduled meeting to be held on Tuesday, May 27, 2014, at 7:00 p.m., at the Cultural Center located at 183 N.
