CALL TO ORDER
Chairman Blake called the Nuisance Abatement Hearing to order at 5:03 p.m.
PLEDGE OF ALLEGIANCE
Board Member Thomas led The Pledge of Allegiance.

Also present: Code Enforcement Supervisor Lopez, Code Enforcement Officer
Hernandez and Community Development Tech Teyler.

None.
CONSENT CALENDAR
1. APPROVAL OF MINUTES
Recommendation: It is recommended that Nuisance Abatement Board approve
the Minutes of the Nuisance Abatement Hearing of March 4, 2014.

2. 29473 TOURS STREET APN 389 - 061 -033 LAKE ELSINORE CA
Chairman Black asked Code Enforcement Supervisor Lopez to give a brief
overview of the case.
Code Enforcement Supervisor Lopez stated the property was brought to Code
Enforcement's attention in August of 2013. He stated the property is before the
Nuisance Abatement Board due to violations consisting of inoperable vehicles,
overgrown weeds and lack of landscaping. He gave a brief history of the
property and violations. He indicated continual complaints from neighboring
property owners have been received and numerous citations have been written.
He stated he had spoken with the owner of the property and they were not
interested in attending the Nuisance Abatement Hearing.
Code Enforcement Supervisor Lopez recommended the Board declare the
property a public nuisance to allow the City to remove the inoperable vehicles.
He recommended the City record a Notice of Violation and Non - compliance on
the property regarding the landscaping.
The Nuisance Abatement Board and Code Enforcement discussed the case and
the pool in the backyard.

DEVELOPMENT DIRECTOR TAYLOR AND CARRIED BY
UNANIMOUS VOTE OF THOSE PRESENT TO DECLARE THE
PROPERTY LOCATED AT 29473 TOURS STREET, APN 389-
061 -033, LAKE ELSINORE, CA, A PUBLIC NUISANCE.
3. 411 MAIN STREET APN 374 - 063 -012 LAKE ELSINORE CA
Chairman Blake opened the Public Hearing at 5:13 p.m.
Code Enforcement Officer Hernandez indicated the case was initiated April 15,
2013. He stated the tenant informed the property owner of the Code
Enforcement Case and the property owner contacted Code Enforcement
Hernandez. He gave his overview of the case.
Chairman Blake asked Code Enforcement Officer Hernandez how many
properties were on the parcel. Code Enforcement Officer Hernandez stated
there were three.
Code Enforcement Officer Hernandez indicated the violations were overgrown
weeds, trees, trash, debris and general property maintenance. He continued to

give a history of the case. He presented and discussed photographs of the
property and violations.
Code Enforcement Officer Hernandez recommended the property be declared a
public nuisance.
Board Member Thomas inquired about the tenants being junk haulers. The
Nuisance Board and Code Enforcement Officer Hernandez proceeded to discuss
the case and the violations.
Chairman Blake asked the property owner if he would like to speak
Property owner Schietzelt identified himself as the property owner. He discussed
the violations at the property and his attempt to cure them. He commented on
his concern that some violations were non - existent or exaggerated. He listed all
the corrections that were done to the property. He explained his medical
condition that hinders him from clearing the violations in a timely manner.
Chairman Blake assured property owner Schietzelt that the City was not out to
get him. He explained the notices were being ignored and the consequences for
that action. He stated they wanted to work with property owner Schietzelt but his
argumentative attitude was getting in their way.
Property owner Schietzelt continued to discuss the violations and the
surrounding properties.
Chairman Blake asked the Board Members if they had any comments regarding
the case.
Board Member Thomas asked property owner Schietzelt if he lived in San
Fernando or Lake Elsinore.
Property owner Schietzelt stated he lived in San Fernando but came to Lake
Elsinore often. He explained his occupation.
Board Member Thomas explained our process of cleaning up Lake Elsinore and
keeping homes landscaped especially the older homes. He stated property
owner Schietzelt has the perfect tenant to help clean up.
Property owner Schietzelt disagreed.
Chairman Blake mentioned the tables on the property had been there for quite
some time.

Property owner Schietzelt explained why his tenant would have items in the front
yard area and explained the landscaping.
Chairman Blake asked the Board for their comments.
Community Development Director Taylor and property owner Schietzelt
discussed the case and violations.
Chairman David Blake closed the public hearing at 5:39.
Board Members, property owner Schietzelt and Code Enforcement discussed the
case. Board Member Thomas suggested they all inspect the property together.
Community Development Director continue the case to June 6, 2014 with all
parties to inspect the property before that date.
MOVED BY COMMUNITY DEVELOPMENT DIRECTOR TAYLOR,
SECONDED BY CHAIRMAN BLAKE AND CARRIED BY
UNANIMOUS VOTE OF THOSE PRESENT TO CONTINUE THE
CASE TO THE MAY 6, 2014 NUISANCE HEARING REGARDING
THE PROPERTY LOCATED AT 411 NORTH MAIN STREET,
APN 474 - 063 -012, LAKE ELSINORE, CA, A PUBLIC NUISANCE.
4. Code Enforcement Comments:
Code Enforcement Officer Hernandez discussed the photographs
regarding 411 North Main Street in the packet. Code Enforcement
Supervisor Lopez stated this property had been before Nuisance
Abatement Board in the past.
Code Enforcement updated the Board Members regarding past Nuisance
Abatement cases.
5. Nuisance Abatement Board Comments:
Community Development Director Taylor explained the receivership
program. Chairman Blake continued to discuss the receivership program.
ADJOURNMENT
Chairman Blake adjourned the meeting at 5:55 p.m. to the next regularly
scheduled meeting to be held on May 6, 2014 at 5:00 p.m. at Lake Elsinore
Cultural Center, 183 N. Main Street, Lake Elsinore, California.
