1. CALL TO ORDER
The Regular Meeting of the Redevelopment Agency was called to order at 9:43 p.m.
by Chairman Matson.
2. ROLL CALL
PRESENT: BOARDMEMBERS: MATSON, STRIGOTTE, VERP9ILLION, VALENZUELA

Also present were: Executive Director Modesti, City Attorney Harper, Interim
City Manager Norton, Community Development Director Corcoran, City Engineer
Culp, Finance Director Barrick, and Clerk of the Board Money.
3. MINUTES
MINUTES OF AUGUST 28, 1984 WERE APPROVED AS PRESENTED.
4. EXECUTIVE DIRECTOR`S REPORT
A. Frank Ayres and Son - Memorandum of Understanding.
P1s. Modesti reported that the Memorandum of Understanding between the
Agency and Frank Ayres and Son is being prepared and will be presented
to the Agency after review by Agency Counsel.
5. WRITTEN COMMUNICATIONS - None.
6. UNFINISHED BUSINESS
A. Willard Corporation.
Ms. Modesti reported that Mr, William Burkhart of A�illard Corporation is
asking for an additional fifteen thousand ($15,000) over and above the
amount stated in the Memorandum of Understanding. Staff recommends
this matter be tabled until a new City Manager is hired.
Consensus: Table this matter until new City Mana9er is hired.
B. Excavation of Outflow Channel - Request for Funding.
Mr. Vermillion commented that his first few weeks on Council he spent
engineering the outflow channel, based on the channel design done by
the Riverside County Flood Control District, who estimated the cost of
their design at seven million dollars ($7,000,000). His plan removes
all the frills and reduces the cost to three-and-one-half million
dollars ($3,500,000). He hoped to issue RDA bonds to finance this project.
In an effort to do all we can to alleviate possible flooding this year,
he proposed to dig out the channel just to Riley Street and leave Lake-
shore in as a plug. If we have a severe flooding situation, declare a
National Emergency and then we would have the right to dig out Lakeshore
and not be sued by the Temescal Water Company. P1r. Vermillion su99ested
two-hundred-thousand dollars ($200,000) could be taken from�the raad'furid,
one-hundred-thirty-eight-thousand dollars ($138,000) which was allocated
for computer purchase and five-hundred-thousand dollars ($500,000) from
Redevelopment. Graham and Pottery Street bridges would have to be taken
out for the excavation and the cost to rebuild them would be approximately
two-hundred-eighty-eight thousand dollars($288,000) each. He hoped the
City Engineer could provide these funds or come up with a temporary
solutian.
