1. CALI TO ORDER
The Regular Meeting of the Redevelopment Agency was called to order at 9:49 p.m.
by Chairman John Matson.
2. ROLL CALL
PRESENT: BOARDMEMBERS: KNI6HT, MATSON, STRIGOTTE, VERMILLION, VALENZUELA
ABSENT: BOARDMEMBERS: NONE
Also present were: Actin9 City Manager Norton, Executive Director Modesti,
City Attorney Harper, City Engineer Culp, Finance Director Barrick, Community
Development Director Corcoran and Clerk of the Board Money.
3. MINUTES
MO�ED BY STRIGOTTE, SECONDED BY KNIGHT AND CARRIED UNANIMOUSLY TO APPROVE THE
MINUTES OF JUNE 26, 1984 AND JULY 10, 1984 AS PRESENTED.
4. EXECUTIVE DIRECTOR'S REPORT
1. Executive Director Modesti reported that on Wednesday, July 16, 1984,
Supervisor Walt Abraham, Mayor Valenzuela and 6ary Washburn of CDC were
presented with awards for their support and assistance to Norman Industries
after the 1980 flood.
2. On Wednesday, July 18, 1984, a Joint Study Session was held with City Council,
Staff inembers and representatives from County Correnunity Development. The
meeting was very productive and re-emphasized the County's support for the
City of Lake E7sinore's redevelopment programs.
3. Executive Director Modesti plans to meet with representatives of Soroc
later this week and will bring a report back to the Agency.

6. ORAL COMMUNICATIONS - None.
7. UNFINISHED BUSINESS
A. E-Z Products P1emorandum of Understanding - Agency Obligations.
Executive Director Modesti reported that the Redevelopment Aoency initially
approved the Memorandum of Understanding (MOU) with E-Z Products on August 6,
1982. Through this MOU, the Redevelopment Agency incurred certain obliga-
tions, generally consisting of infra-structure improvements. Rather than
put additional burdens on City crews to complete the necessary improvements,
staff has recommended the Agency authorize Mr. Rainsford obtain a contractor
to do these improvements and the Engineering Department would administer
the contract and pay contractor's fees. All obligations of the Agency
are not to exceed $46,000.00.
Therefore, staff recommends Agency appropriate forty-six thousand dollars
(�46,000) from the construction fund to meet Agency obligation under the
Memorandum of Understanding, and authorize E-Z Products Company to obtain
an outside contractor to accomplish the necessary improvements.
Lengthy discussion followed. Mr. Harper clarified that whatever problems
this agreement may present, the Agency is bound by the terms of the Memoran-
dum of Understanding. It was also pointed out that the City will benefit
through the tax increment generated by E-Z Products plus local employment.
