l. CALL TO ORDER
The Regular Meeting of the Redevelopment Agency was called to order at 9:34 p.m.
by Chairman Torn.

Also present were: Interim Executive Director/City Manager Trevino, City Clerk
Harrington, Public Works Director/City Engineer Rubel, City Attorney Porter,
Senior Administrative Assistant Steel and Finance Director Ronnow.
3. MINUTES - FEBRUARY 8, 1983
MOVED BY VALENZUELA, SECONDED BY KNIGHT AND CARRIED UNFlNIMOUSLY TO APPROVE THE
MINUTES OF FEBRUARY 8, 1983, AS PRESENTED.
4. EXECUTIVE DIRECTOR'S REPQRT - None.
5. 4dRITTEN C��IMUNICATIONS - None.
6. ORAL COMMUNICATIOPdS - None.
Mr. Trevino stated there is a need for a Closed Session regarding a personnel
matter. The Board adjourned to Closed Session at 9:36 p.m. The Board reconvened
at 10:23.
Mr. Torn announced there ��ere two items discussed:
1. Negotiations and possible litiqation with the County en the project area.
2. Personnel item with no action taken.
7. UNFINISHED BUSINESS
A. Lakepoint Clean-up
Mr. Steel reported staff has met with Mr. Charlie Boxold concerning the
clean-up of the Lakepoint nroperty. P1r. Boxold only intends to remove the
"usable° materials of the old clubhcuse. He �aould leave everything else
behind including the utility pedestals. Because of the limited results,
staff recommends that the request be deried at this time.

THE REQUEST TO REMOVED US�IBLE MATERIALS FROM THE LAKEPOINT PROPERTY.
8. NEW BUSINESS
A. Redevelopment Project Area #2/Contract with Municipal Services Incorporated
hr. Steel reported Municipal Services Incorporated has been preparing the
Redevelopment Plan for Project Area #2 in accord�nee ,with verbal authorization
from the former City Manager. The Assessment of Conditions and Preliminary Plan
have been prepared and submitted for Agency review. The Preliminary Plan will
be considered by the Planning Commission on March l, 1983. The Agency has been
proceeding on the assumption that ABC Heritage would pay the costs of establishing
the project area, since they would be a primary beneficiary. ABC Heritage
has tentatively agreed to pay the $25,000 consultant costs under an installment
ptan to begin on April 1, 1983.

SIGNING CONTRACT 4!ITH MSI UNTIL A FIRMF,.r,,REEMENT CAN BE REACHED WITH ABC
HERITAGE.
Discussion was led on time frames and the need to have the project area
completed by August 20, 1983.
