MAIN STREET LAKE ELSINORE, CA 92530 PRESENT Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross and Commissioner Sund. Also present: Clerk Nicole Dailey, City Manager Grant Yates, Sergeant Ray Nava, Director of Lake, Parks & Recreation Pat Kilroy, and Fire Captain Todd Hopkins. City Lake Safety Programs Cultural Center Director of Lake, Pads & Recreation Department, Pat Kilroy, provided a presentation regarding City Lake Safety Programs. Topics shared with the PSAC included shoreline safety zones, lake improvements, safety signage on and around the lake, the loaner lifejacket program, and areas for future consideration including the use of flotation devices on the lake and new action sports like AquaFlyBoarding. Police Department Lake Patrol Lake Patrol Supervisor Sergeant Ray Nava from the Lake Elsinore Police Department covered the patrol operations on the lake including the patrol learn, hours, 24 -7 availabilty, last year's citation numbers and the most common lake violations. In addition, he shared information about the Lake Elsinore Marine Search and Rescue (LEMSAR) that asists the police department with vehicle recovery and other search and rescue operations. Fire Department Fire Rescue Boat Program Fire Captain Todd Hopkins introduced the City's new Rescue Boat Program, which is the first of its kind in Southern California. This included the intent and purpose of the program, response times, equipment available, training and certifications completed, planned schedule and dispatch procedures and future plans for the program. City of Lake Elsinore Page i Public Safety Advisory Commission Meeting Minutes PUBLIC COMMENTS — NON AGENDIZED ITEMS April 16, 2014 Rita Trillo, manager of the Butterfield Village Mobile Horne Park, spoke regarding public safety concerns due to overgrown wetlands behind the mobile home park and along the Lake's shoreline. Carl MCMann, a resident of Butterfield Village Mobile Home Park, shared a recent burglary incident at his home and asked that the City see if they can do something to assist with this matter. CONSENT CALENDAR ITEM(S) ID# 14.076 Approval of Minutes PSAC Clerk Dailey presented the minutes from the meeting of March 12, 2014. Commissioner Ross made a motion to approve. Commissioner Gregory seconded. The motion carried unanimously by the following vote: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross, and Commissioner Sund NOES: None ABSENT. None ABSTAIN: None BUSINESS ITEM(S) RES Consideration of a Resolution Setting the Day, Time and Location for 2014 -001 Meetings of the Public Safety Advisory Commission of the City of Lake Elsinore Cleric introduced Resolution No. PSAC 2014 -001 establishing the PSAC meeting date as the third Wednesday of the month at 6:00 p.m. Commissioner Sund made a motion to adopt Resolution No. PSAC 2014 -001. Seconded by Commissioner Gregory. The motion carried unanimously by the following vote: AYES: Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross, and Commissioner Sund NOES: None ABSENT., None ABSTAIN. None ID# 14 -076 Selection of Vice Chairperson Chairman Stewart opened up nominations for Vice Chairperson. Commissioner Ross nominated Commissioner Sund. Chairman Stewart nominated Commissioner Gregory. Commissioner Sund nominated Commissioner Gregory. A vote was taken for Commissioner Sund, and failed with only Commissioner Ross and Gregory voting aye. A vote was taken for Commissioner Gregory as Vice Chairperson, and was approved unanimously by the commission by the following vote: AYES: Chaimman Stewart, Vice Chaimman Gregory, Commissioner Hyland, Commissioner Ross, and Commissioner Sund NOES: None ABSENT.. None City of Lake Elsinore Page 2 Public Safety Advisory Commission Meeting Minutes ABSTAIN: None ID# 14 -077 Public Safety Advisory Commission Planning Guide April 16, 2014 Clerk Dailey presented the report and sought input from the Commissioners regarding their areas of interest and /or concern. Commissioner Gregory mentioned concerns regarding the homeless. Commissioner Hyland expressed her concems and priorities including neighborhood speed limits, crosswalks and circulation and the safety of the children in this community including in the neighborhoods and near schools. Commissioner Ross asked to add loose dogs and dog safety. Commission Stewart expressed his interest to explore further lake shoreline safety, emergency preparedness and CERT, Crime -Free Multi - Housing presentations including the most recent statistics, Neighborhood Watch presentation, school safety, technologies like See Click Fix, graffiti, and lighting needs and plans in the City. Commissioner Sund highlighted her top priorities including lake and shoreline safety, graffiti education, citizen patrol and neighborhood watch, Citizen Corp, school traffic, public safety signage, and homeless. Commissioner Ross requested that we look at data and citizen complaints from the City and the Police Department to determine priorities. Commissioner Ross made a motion to receive and file the planning guide. Seconded by Commissioner Stewart. The motion carried unanimously by the following vote: AYES. Chairman Stewart, Vice Chairman Gregory, Commissioner Hyland, Commissioner Ross, and Commissioner Sund NOES: None ABSENT.. None ABSTAIN. None PUBLIC SAFETY SUBCOMMITTEE REPORTS STAFF COMMENTS None. Sergeant Nava invited the Commissioners on a boat tour or ride along. Fire Captain Hopkins also offered ride along opportunities to the Commissioners. Clerk Dailey reminded the commission about Clean Extreme on Saturday, April 26, 2014. She invited the commissioners to take a regular patrol ride along with the police or fire department. She stated that the City Manager's office would be contacting the commissioners to schedule a boat tour for the commissioner. She also announced the upcoming grand opening for William's Bait, Tackle & Boat Rental and AquaFlyBoarding at La Laguna Resort and Boat Launch and reiterated the Grand Opening of the City's new Aquatic Center and Paddleboard Adventure Cruise on Sunday, May 18, 2014, COMMISSIONERS' COMMENTS Commissioner Sund shared her experience attending a recent Neighborhood Watch Block Captain meeting at the Lake Elsinore Police Department hosted by the Director, Jim Brown. Speakers included Zuzzette Bricker from Riverside County, Fred Lopez from Code Enforcement and the new Police Chief Leonard Hollingsworth. She encouraged her fellow commissioners to attend the next meeting in July. Finally, she announced the Lake Elsinore Viildomar Scholarship Pagent on Saturday and thanked everyone for choosing her to serve on the commission. Commissioner Hyland expressed her excitement to fix and address the safety concerns in the City. City of Lake Elsinore Page 3 Public Safety Advisory Commission Meeting Minutes April 16, 2014 ADJOURNMENT Chairman Stewart invited those in attendance to come back anytime to share their concerns with the Commisison and thanked them for taking the time to come. He mentioned the City's CERT program and Citizen Corps opportunities and encouraged his fellow commissioners to get CERT trained. He concluded by thanking everyone again for attending and sharing thier concerns and urged them to help inform the community about the PSAC as a place to go to share their-public safety concerns. There being no further business to come before the Commission, Chairman Stewart adjourned the regular meeting at T40 p.m. to the next regular meeting to be held at 6:00 p.m. on Wednesday, May 21, 2014 at the Cultural Center located at 183N.
