YATES CITY MANAGER DATE: JUNE 10, 2014 SUBJECT: CR &R INCORPOARATED — ANNUAL CONSUMER PRICE INDEX INCREASE Recommendation Staff recommends the Council receive and file this annual report on the consumer price index increase to the CR &R Incorporated (CR &R) contract for collection and disposal of solid waste and recycle material. Background CR &R Incorporated is contracted with the City to collect and dispose of all refuse and to collect and process all recyclables in the City. The contract specifies that rates be adjusted annually to reflect changes in the Consumer Price Index (CPI) and any increases in the Riverside County Landfill Fees. The current monthly residential rate is $23.67 which includes the Landfill Fee of $3.78. Discussion City staff has been notified that the County of Riverside Waste Management Department will be requesting an increase from $27.44 to $27.55 per ton in the landfill fees. The increase is based on the data supplied by the Bureau of Labor Statistics for the 12 months ending March 31, 2014, in which the Consumer Price Index (CPI) for the Los Angeles, Riverside and Orange County area increased by 1.04 %. Accordingly, the CPI increase will result in a $0.21 per month increase for residential refuse collection. Thus, the monthly residential rate will go from $23.67 per month to $23.88 per month. In addition, the food waste cart rate will increase by $.30 from $28.50 to $28.80 per month. Annual Consumer Price Index Increase June 10, 2014 Page 2 Fiscal Impact The contract specifies that 20% of CR &R's gross revenues, less landfill fees, shall be payable to the City at the end of each quarter of the fiscal year. There will be no significant impact to the City as a result of the increases in the residential monthly rate or the food waste cart rate increases by CR &R.
