TO: HONORABLE MAYOR
AND MEMBERS OF THE CITY COUNCIL
FROM: GRANT YATES
CITY MANAGER
DATE: MAY 13, 2013
SUBJECT: COMMERCIAL DESIGN REVIEW NO. 2014 -02 - A REQUEST FOR
THE INSTALLATION OF A 4,018 SQUARE FOOT TENT AT THE
CLUB HOUSE GREEN OF THE LINKS AT SUMMERLY GOLF
COURSE LOCATED AT 29381 VILLAGE PARKWAY ( APN: 371-
030 -038).
Recommendation
Adopt Resolution No. 2014 - ; A Resolution of the City Council of the City of Lake
Elsinore, California Approving Commercial Design Review No. 2014 -02; A Request for
the Installation of a 4,018 Square -foot Tent at the Club House Green of The Links at
Summerly Golf Course located at 29381 Village Parkway (APN: 371 - 030 -038).
Background
At its regular meeting on April 15, 2014, the proposed Commercial Design Review was
reviewed by the Planning Commission. Overall, the Planning Commission expressed
satisfaction with the project and recommended approval (4 -0 vote, Commissioner
O'Neal absent) of Commercial Design Review No. 2014 -02.
Discussion
The subject project is a proposed 4,018 square -foot tent at the Club House Green of
The Links at Summerly Golf Course, where the applicant is proposing to host a variety
of events such as weddings, birthday parties, fundraisers, corporate outings, and similar
events, where a maximum of 240 guests can be accommodated.
The topography where the tent will be located is relatively flat and the tent will be easily
accessible via a walkway that extends from the existing parking lot and from the Club

House Building. The tent will meet all of the American Disability Act requirements
including the path of travel.
Analysis
Staff has reviewed the Commercial Design Review to allow a proposed 4,018 square -
foot tent building adjacent to the existing Club House Building within the limits of The
Links at Summerly Golf Course Facility.
Much of the discussion by the Planning Commission and staff centered upon the City of
Lake Elsinore Fire Marshal and Building and Safety conditions and how long the tent
would remain on the property. Staff advised the Commission that the applicant had
indicated that the tent would be used approximately 18 to 24 months at which time an
application a permanent building to be incorporated as part of the existing development
would be submitted. The Planning Commission added a new Condition of Approval No.
11a requiring a Planning Commission review of the tent 24 months after project
approval.
Environmental Determination
Staff determined that the proposed Commercial Design Review is categorically exempt
from the California Environmental Quality Act (Public Resources Code §§ 21000 et
seq.: "CEQA ") and the Guidelines for Implementation of CEQA (14 California Code of
Regulations §§ 15000 et seq.: "CEQA Guidelines ") pursuant to Section 15303 (Class 3)
(e) (New Constructions) categorical exemption; which includes accessory (appurtenant)
structures including garages, carports, patios, swimming pools, and fences.. The site is
fully developed and only minor alterations are planned in association with the proposed
use, which is an accessory use to the primary golf course & club house use of the site.
Fiscal Impact
The proposed project is expected to have a positive fiscal impact upon the City in that
the opportunity for The Links at Summerly Golf Course to offer the weddings, birthday
parties, fundraisers, corporate outings, and similar events may generate increased
sales tax revenue to the City.

Landscaping /Parking and Circulation
The site currently has more than 38% landscaping coverage and when the Club House
Building was developed 158 parking spaces were required. However 174 parking spaces
were provided and therefore the parking and circulation will not be impacted by the
approval of the proposed tent.
Analysis
The proposed 4,018 square foot tent building have been found to be in conformance with
all applicable development standards of the Lake Elsinore Municipal Code (LEMC).
Environmental Determination
Staff determined that the proposed Commercial Design Review is categorically exempt
from the California Environmental Quality Act (Public Resources Code §§ 21000 et seq.:
"CEQA ") and the Guidelines for Implementation of CEQA (14 California Code of
Regulations §§ 15000 et seq.: "CEQA Guidelines ") pursuant to Section 15303 (Class 3)
