A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF LARE ELSINORE
ESTABLISHING A SOLID WASTE MANAGEMF
TECHNICAL ADVISORY COMMITTEE
BE IT RESOLVED AND ORDERED by the City Council of the City of Lake
Elsinore, County of Riverside, State of California, that Resolution
No. 91- 33 is hereby adopted as following:
1. Functions
a. The Solid Waste Management Technical Advisory Committee,
herein called Committee, shall study, review, evaluate and make
recommendations to the City Council, herein called Council,
relative to the revision of the City Source Reduction and Recycling
Element, Household Hazardous Waste Element, and California
Environmental Quality Act Documentation in connection therewith,
and solid waste management in general. The Committee shall file
its reports and recommendations with the Council for its
consideration and action. The Council may refer back to the
Committee, as directed by the Council, any proposals and
recommendations made by the Committee, after action or approval of
the Council.
Membership
a. The committee shall consist of inembers as follows:
(1) One person shall be appointed by each Council
Member; one member of the Council (who shall serve
as president of the Committee but shall have no
vote); one person representing business interests
and one person representing the franchised refuse
hauler for the City.
b. As vacancies occur within the membership appointments
allocated herein above, appointments shall be made by the Council
authority to fill such vacancies,
c. An alternate Council Member may be appointed to serve on
the Committee.
Staff Assistance
The Director of Planning and Community Development and the
Public Services Director or their designated representatives, shall
each serve as an ex officio member but shall have no vote, and
shall provide such technical assistance as may be required or
deemed necessary by the Committee. The Public Services Director
shall act as secretary of the Committee and shall keep its records
and transmit its recommendations and reports, and shall provide
such staff assistance as may be needed by the Committee. The
Public Services Director shall act as administrator of the City
Source Reduction and Recycling Element and shall be authorized to
perform those functions that require, findings of conformance,
implementation of goals and policies, and other duties required to
meet City ordinances and State and Federal Rules and Regulations.
4e Vacancies
A vacancy shall be deemed to exist upon the resignation or
death of a member or when a member has failed to attend three
consecutive meetings and such absence has not been excused by the
Committee. A report thereof shall be made by or on behalf of the
Committee to the Council.
5. Removal of a Member
Members of the Committee shall serve at the pleasure of the
Council, and may be removed at any time by the Council.
6. Officers
a. The members of the Committee shall elect one of its
members to serve as vice president.
b. The president shall preside at all Committee meetings,
exercise general supervision of the affairs and activities of the
Committee, and serve as an ex officio member of all sub-committees.
The president shall appoint from Committee membership a chairperson
and other personnel to serve on each committee established pursuant
to this resolution.
c. The vice president shall assume the duties and powers of
the president in the event of the president's absence.
d. In the event of the president's and the vice president's
absence, the secretary shall supervise the election of a president
pro tempore.
7a uorum
a. A quorum shall consist of four, (4) members. Any action
of the Committee shall require affirmative votes of not less than
a majority of a quorum, except that less than a quorum may adjourn
a meeting sine die or to a specified time and place.
8. Meetinas
a. The Committee shall hold regular meetings at such times
and places within the City of Lake Elsinore as may be designated by
the president or the Committee. The calling, giving notice and
conducting of ineetings shall be in accordance with the Ralph M.
Brown Act (Section 54950 et seq. of the Government Code) and as
ordered by the president of the Committee or as directed by a
majority of a quorum.
b. The Committee may establish sub-committees as necessary
to gather knowledge and expertise in areas pertaining to Solid
Waste Management.
BE IT FURTHER RESOLVED AND ORDERED that any and all prior
resolutions and orders adopted by the Council relating to the
establishment, organization and functions of a Solid Waste
Management Advisory Council are hereby rescinded.
