City of Lake Elsinore Page 1 Cultural Center Planning Commission Meeting Minutes - Draft March 18, 2014 Recommendation: It is recommended that the Planning Commission approve the February 18, 2014, Planning Commission Minutes. Motion by Commissioner Morsch, second by Chairman Blake to approve the Planning Commission Minutes of February 18, 2014; the motion passed by unanimous roll -call vote as follows: AYES: Chairman Blake, Vice Chairman Gray, Commissioner Morsch, Commissioner O'Neal NOES: None ABSTAIN: None ABSENT: Commissioner Jordan PUBLIC HEARING ITEMS ID# 14 -044 Conditional Use Permit No. 2012 -05 And A Minor Design Review - A Request By Verizon Wireless For Approval Of A Monopalm Unmanned Wireless Antenna, Equipment Facility, And Improvements Located At 21901 Railroad Canyon Road Within The Property Of The Existing Lambs Fellowship. Staff recommends that the Planning Commission: 1. Adopt Resolution No. 2014 7_, A Resolution of the Planning Commission of the City of Lake Elsinore, Approving Conditional Use Permit No. 2013 -11; A Request by Verizon Wireless for the Approval of a Monopalm Unmanned Wireless Antenna, Equipment Facility and Related Improvements Located at 21901 Railroad Canyon Road within the Property of the Existing Lambs Fellowship based on the Findings and Exhibits, and subject to the proposed Conditions of Approval. 2. Adopt Resolution No. 2014-_A Resolution of the Planning Commission of the City of Lake Elsinore, California, Approving a Minor Design Review Request By Verizon Wireless for the Approval of a Monopalm Unmanned Wireless Antenna, Equipment Facility and Related Improvements Located at 21901 Railroad Canyon Road within the Property of the Existing Lambs Fellowship, based on the Findings and Exhibits, and subject to the proposed Conditions of Approval. City of Lake Elsinore Page 2 Planning Commission Meeting Minutes - Draft March 18, 2014 Planning Associate Resendiz presented the Staff Report. He stated that this matter had been continued from the Planning Commission's February 18, 2014 meeting to provide additional review of proposed Condition of Approval No. 25 which required the dedication of additional right -of -way along Railroad Canyon Road, Planner Associate Resendiz stated that staff and City Attorney Leibold now recommended that the Planning Commission delete Condition of Approval No. 25. Chairman Blake thanked staff for the presentation and asked the owner's representative, Dan Lincoln of Lambs Fellowship, if he agreed with staffs recommendation. The owner's representative, Dan Lincoln of Lambs Fellowship, agreed with the recommendation and had no additional comments. Residential Design Review No. 2013 -10 - A Request By Pardee Homes For Approval Of Building Designs For A Total Of 41 Single Family Detached Residential Units And Related Improvements, For A Housing Project Located Within Planning Area 25 Of Canyon Hills Specific Plan. Staff recommends that the Planning Commission: 1. Adopt Resolution No. 2014 -_, A Resolution of the Planning Commission of the City of Lake Elsinore, California Adopting Findings that the Project Identified as Residential Design Review No. 2013 -09 is Exempt from the Western Riverside County Multiple Species Habitat Conservation Plan (MSHCP). 2. Adopt Resolution No. 2014 -_, A Resolution of the Planning Commission of the City of Lake Elsinore, California Adopting Findings that the Project Identified as Residential Design Review No. 2013 -10 is Exempt from the Western Riverside County Multiple Species Habitat Conservation Plan (MSHCP). 3. Adopt Resolution No. 2014-_A Resolution of the Planning Commission of the City of Lake Elsinore, California, Approving Residential Design Review No. 2013 -09, based on the Findings and Exhibits, and subject to the attached Conditions of Approval. 4. Adopt Resolution No. 2014 -_ A Resolution of the Planning Commission of the City of Lake Elsinore, California, Approving Residential Design Review No. 2013 -10, based on the Findings and Exhibits, and subject to the attached Conditions of Approval. Planning Consultant Coury presented the Staff Report. Connie Solis addressed the Commission and stated that although she lived in Menifee that her house was adjacent to the Pardee development. During recent rains, they experienced flooding due to changes in the area's drainage caused by Pardee's development. The Commission asked Ms. Solis to speak with the Pardee representatives present at the hearing. Mr. Greg Holman representing Pardee Homes described how drainage from Ms. Solis' property was being handled by their development. Mr. Holman stated that the Pardee representative would speak with Ms. Solis after the public hearing and resolve the matter. Planning Consultant Coury responded that enhanced elevations were required for those lots. CITY ATTORNEY COMMENTS City Attorney Leibold stated that each Commissioner received updated information to be inserted in their Public Official Handbook. She also stated that staff is looking at the issues regarding the Special Event Permit and Park Permit requirements in connection with activities at all of the City Parks. She noted that Code Enforcement has addressed the issue of the homeless being fed at the Parks. COMMISSIONERS' COMMENTS Commissioner Morsch requested that the font size be increased on the Planning Commission Agenda. Planning Manager MacHott stated that he would speak to the IT Division to change the font sizes. Chairman Blake stated that Ms. Eskandari has gone a great job as Interim Public Works Director and has gone above and beyond what was expected. City of Lake Elsinore Page 6 Planning Commission Meeting Minutes - Draft March 18, 2014 Commissioner Morsch stated that the Planning Commission just approved another 238 homes in Canyon Hills and asked for an update regarding the intersection at Railroad Canyon Road and Grape Street. Interim Public Works Director Eskandari stated that there is a report before the Council on Tuesday night and highly recommended that the Commission attend the meeting. She stated that staff needs the Council support for one alternative that has come to light and if they are successful, this will be a very promising alternative to the congestion problem on Railroad Canyon Road. If this plan is successful, it can be built much quicker and for 1/3 of the cost. Community support is also needed. Commissioner Morsch stated that Interim Public Works Director Eskandari has done a terrific job. Chairman Blake asked what time frame will this project happen. Public Works Director Eskandari stated that this could be done in four to five months rather than two years minimum. She also stated that the cost is substantially less and explained the process to do this and the funding. Commissioner O'Neal stated that he appreciated Public Works Director Eskandari's attention to detail and thanked her for her service in the City and did a wonderful job. Commissioner Morsch addressed the issue regarding feeding the homeless at the City's parks. He indicated that he is not opposed to feeding the homeless but is opposed to bringing in outsiders and taking advantage of freebies and using the City's park. He stated that he researched the City's Policy regarding parties at the park of 20 or more people, the requirement is a permit and if this operation is to abide by the City's Park and Recreation requirements, that they be required to have a permit. He asked that staff look into this. He also thanked staff for all of their hard work in completing the Cultural Center. He asked when the Historical Society is able to move back in downstairs. Planning Manager MacHott stated that he doesn't know of a specific date but knows that staff is working on it diligently to move them back in. City Attorney Leibold stated that staff is looking at the issues regarding the Special Event Permit and Park Permit requirements in connection with activities at all of the City parks and noted that Code Enforcement has been active on a complaint basis to address those events without permits. Vice Chairman Gray thanked the Senior Center Staff for allowing the Planning Commission to hold the meetings there. ADJOURNMENT The Lake Elsinore Commission will adjourn this meeting to the next regularly scheduled meeting of April 1, 2014. The public meeting will be held at 6:00 p.m. at the Cultural Center located at 183 N. Main Street, Lake Elsinore, CA.
