Chairman Blake called the Nuisance Abatement Hearing to order at 5:02 p.m.

Community Development Director Taylor led The Pledge of Allegiance.

CONSENT CALENDAR
1. APPROVAL OF MINUTES
Recommendation: It is recommended that Nuisance Abatement Board approve
the Minutes of the Nuisance Abatement Hearing of January 4, 2014.

Chairman Blake opened the Public Hearing at 5:04 p.m.
Community Development Director Taylor asked Code Enforcement Supervisor
Lopez to present the Staff Report.
Code Enforcement Supervisor Lopez stated the property was brought before the
Nuisance Abatement Board due to an unpermitted sign. He stated as of
February 2, 2014, the sign had been removed and case is closed.
Code Enforcement Supervisor Lopez recommended the Board take no action.
3. 522 N. RILEY STREET, APN 377- 241 -001, LAKE ELSINORE, CA
Chairman Blake opened the Public Hearing at 5:10 p.m.
Chairman Blake asked Code Enforcement Supervisor Lopez to present the Staff
Report.
Code Enforcement Supervisor Lopez indicated at the previous Nuisance
Abatement Board Hearing the property owner, Ms. Reyes, was given a specific
time frame to complete specifics tasks related to the rehabilitation of the property.
He proceeded to give an overview of what has transpired regarding the property
since the last Nuisance Abatement Hearing.
Code Enforcement Supervisor Lopez recommended the Nuisance Abatement
Board declare the property a public nuisance and authorize staff to submit the
case for receivership when deemed appropriate.
Chairman Blake asked Elisa Reyes to speak regarding her property.
Ms. Reyes indicated she pulled the permit and had an inspection. Ms. Reyes
and the Board discussed her progress on the rehabilitation of her property. Ms.
Reyes presented a Declaration to the Nuisance Abatement Board.

PROPERTY LOCATED AT 522 NORTH RILEY STREET, APN
377 - 241 -001, LAKE ELSINORE, CA, A PUBLIC NUISANCE.
4. 3392 DRIFTWOOD LANE, APN 389 - 231 -012, LAKE ELSINORE, CA
Chairman Blake opened the Public Hearing at 5:17 p.m.

Chairman Blake stated we would hear from Code Enforcement Supervisor Lopez
regarding the case.
Code Enforcement Supervisor Lopez addressed the Board. He indicated this
property had a long- standing history with the City. He stated the property was
declared a Nuisance in 2006 due to the conditions that mirror the current state of
the property.
Code Enforcement Supervisor Lopez gave a history and an overview of the
violations that exist on the property. He indicated the City received an
Abandoned Property Registration Form from Wells Fargo Home Mortgage stating
the property was in foreclosure. He stated the inoperative vehicles have been
removed and a building permit for a re -roof has been pulled.
Code Enforcement Supervisor Lopez recommended the Nuisance Abatement
Board declare the property a public nuisance and authorize staff to submit the
case for receivership when deemed appropriate.
Chairman Blake asked Mr. Cohen to the podium to speak regarding the property.
Mr. Cohen explained they had been neighbors of the property since 2000. He
stated he had never seen an improvement. He gave a history of violations at the
property during that time.
Chairman Blake asked Mr. Burdett to the podium to speak regarding his property.
Rodney L. Burdett introduced himself as the property owner. He explained the
situation regarding his property, the violations and his father's illness.
Chairman Blake asked Mrs. Mary Lee Burdett to the podium to speak regarding
the property.
Mary Burdett introduced herself as Rod's mother. She explained the situation
regarding her husband's illness and death and how that affected the situation.
She stated they had contractors and were getting the violations cleared.
Chairman Blake asked Robert Burdett to the podium to speak regarding the
property.
Robert Burdett introduced himself as Rod's younger brother. He stated he had
been the property and assisted in doing some work. He explained the situation
regarding his father's illness and death and how that affected the situation. He
indicated he would help Rodney clear up all violations on the property.

Chairman Blake discussed with Code Enforcement Supervisor Lopez the re -roof
issue.
Board Member Thomas asked how long this property had been in the current
condition.
Code Enforcement Officer Lopez stated since 2006. He stated that since that
time the house is now deteriorating and the structure is suffering due to neglect.
Chairman Blake commented on the photos and his inspection of the property.
Community Development Director Taylor gave his opinion regarding the property
and the welfare of the public.

UNANIMOUS VOTE OF THOSE PRESENT TO DECLARE THE
PROPERTY LOCATED AT 3392 DRIFTWOOD, APN 389 -231-
012, LAKE ELSINORE, CA, A PUBLIC NUISANCE.
5. Code Enforcement Comments:
None.
6. Nuisance Abatement Board Comments:
Community Development Director Taylor commented on how things were
looking good for Lake Elsinore.
Board Member Thomas commented on the decision to declare the
Driftwood property a public nuisance.
Chairman Blake agreed with Board Member Thomas' comment.
ADJOURNMENT
Chairman Blake adjourned the meeting at 5:35 p.m. to the next regularly
scheduled meeting to be held on March 4, 2014 at 5:00 p.m. at Lake Elsinore
Senior Center, 420 E. Lakeshore, Lake Elsinore, California. ', ,
