No. 1984-720ORDINANCE N0. 720 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ESTABLISHING A PUBLIC SAFETY COMMISSION, PROVIDING FOR THE APPOINTMENT OF MEMBERS AND PRESCRIBING THEIR DUTIES AND RESPONSIBILITIES. THE MAYOR AND CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA DO HEREBY ORDAIN AS FOLLOWS: Section l: DEFINITION. Public Safety is that which is related to Fire Police, Disaster, Public Health, Air Craft, Environmental Protection, Flood Control, Building, Traffic and Animal Control. Section 2: CREATION OF PUBLIC SAFETY COMMISSION. A Public Safety Commission of the City of Lake Elsinore, California, is hereby established. Section 3: MEMBERSHIP. The Commission shall consist of five (5) members, who shall live inside the City of Lake Elsinore or be the owner of a business that is established and currently licensed inside the City limits. Section 4: APPOINTMENT - REMOVAL. The members of the Commission shall be :appointed by the Mayor and ratified by a majority vote of the members of the City Council and may be removed by the Mayor at his/her pleasure, but subject to the approval by a majority vote of the members of the City Council. Section 5: TERM OF OFFICE. The members of the Public Safety Commission shall be appointed fora term of two (2) years. Section 6: DUTIES AND RESPONSIBILITIES. The Commission shall have the duty and responsibility to: 1. Initiate studies and surveys relating to the general field of Public Safety and report the findings and recommendations to the City Council and appropriate departments of the City. 2. Conduct hearings, investigations, or both, at the request of the City Council, City Manager, or a Public Safety Department Head; for the purpose of ascertaining whether additional legislation or changes in legislation is needed for the health, safety, peace and welfare of the citizens of the City and make findings and recommendations to City Council and City Manager for action. 3. Upon request, assist any Public Safety Department Head in matters pertaining to the respective department as submitted for consideration and recommendation. 4. Upon request, assist the Personnel Director and the respective Department Head in matters pertaining to appointments and promotions of any Public Safety employee. -1- Section 6: DUTIES AND RESPONSIBILITIES - Continued. 5. Upon request, assist the City Council, City Manager or any other Public Safety Department. Head in any civil disaster or disorder. 6. Appear before and. address the City Council at any meeting either by being placed on the agenda or by request of the Mayor or City Manager. Section 7: MEETINGS. 1. The Commission shall be subject to the laws governing Public Agencies and a quorum must be present in order to hold a meeting. 2. Printed agendas and back-up material shall be prepared for each meeting. 3. Minutes of each meeting shall be prepared and distributed to all City Council members. 4. If a Commissioner cannot attend a meeting or is going to be late, he shall contact the City Manager's office. Failure to be present at four regularly scheduled meetings may be cause for removal from the Commission by the Mayor and City Council. 5. The Commission shall be authorized to meet twice a month, but not less then once a month. 6. The Chief of Police and the Fire Chief, or members of their staff shall attend the regularly scheduled meetings, but are not voting members of the Commission. Section 8: COMPENSATION. City Council shall, from time to time, by resolution, fix the compensation of members of the Commission, on a per meeting basis. Section 9: OBLIGATIONS AND EXPENSES. No obligations or expenses of any kind shall be incurred by the Public Safety Commission, without obtaining prior written authorization and approval by the City Council. Section 10: The City Clerk of the City of Lake Elsinore, California is hereby ordered to certify the passage of this ordinance and to cause the same to be published in the manner provided by law.
