HomeMy WebLinkAboutCC Reso No 2014-013 Lake Use FeesRESOLUTION NO. 2014 -013 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, APPROVING ADJUSTMENTS TO SCHEDULE OF LAKE USE FEES. WHEREAS, the City of Lake Elsinore is required by the State of California to maintain the Lake for public park and recreation purposes in perpetuity; and WHEREAS, the City Council of the City of Lake Elsinore is desirous of providing adequate services for operating and maintaining Lake Elsinore for the benefit of the boating public; and WHEREAS, the City Council is desirous of increasing tourism, economic development and enjoyment of Lake Elsinore by boater; and WHEREAS, the fees collected pursuant to this resolution shall be used for operating and maintaining the Lake for use by the public; and WHEREAS, the City Council does now desire to modify the use fees for the Lake by adopting the Schedule of Fees as set forth herein. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. Schedule of Fees for Daily Lake Use Pass. The following fee shall be charged to City residents and non - residents for the use of Lake Elsinore for purchase of a Daily Lake Use Pass for all motorized vessels and non - motorized vessels that are required to be registered with the California Department of Motor Vehicles: Day Use Pass Daily Lake Use Pass $10.00 per day SECTION 2. Schedule of Fees for Annual Pass. The following fees shall be charged to City residents and non - residents for the use of Lake Elsinore for purchase of an Annual Pass for all motorized vessels and non - motorized vessels that are required to be registered with the California Department of Motor Vehicles: Annual Pass Standard & Lake Front Resident $100.00 per year per vessel Non - Resident $150.00 per year per vessel Senior Citizen Discount 10% on Annual Pass only. City Council Resolution No. 2014 -013 Page 2 of 2 SECTION 3. Exemption for Non - Motorized Vessels under Eight Feet in Length. Non - motorized vessels under eight feet in length that are not required to be registered with the California Department of Motor Vehicle shall not be required to have a Lake Use Pass. SECTION 4. Boating Safety Discount Program. The City shall provide an equivalent price discount on Annual Lake Use Pass to boaters voluntarily taking a local (Flotilla 114 -11 -05 Tri Lakes) USCG Auxiliary Boating Safety Course and receiving a certificate of completion. The Course fee is $75. This discount would be available to individual boaters once every three (3) years. This program shall be capped at 100 discounts passes at $75 each or $7,500 per year. a. Court ordered boaters taking the Boating Safety Course are NOT eligible for this discount; however, the City will provide them one FREE Daily Lake Use Pass. This program shall be capped at 100 FREE Passes per year. The City will issue a maximum of 100 FREE Daily Lake Use Passes to the USCG Auxiliary Boating Safety Instructor for distribution to boaters passing said course. The City shall provide one (1) FREE Daily Lake Use Pass to boaters who consent and pass an annual courtesy Boat Inspection conducted by the USCG Auxiliary. This program shall be capped at 500 FREE Passes per year. The City will incrementally issue a maximum of 500 FREE Daily Lake Use Passes to the USCG Auxiliary for distribution to boaters passing the inspection. The USCG Auxiliary shall maintain a record of Boater CF #s passing the inspection. SECTION 5. Effective Date. The City Clerk of the City shall certify the adoption of this Resolution, with all sections effective immediately.
