City Attorney Leibold announced that the City Council would be meeting in Closed Session to

Mayor Johnson called the meeting to order at 7:00 p.m.

City Manager Yates led the Pledge of Allegiance.

CLOSED SESSION REPORT
City Attorney Leibold announced that the City Council met in Closed Session to discuss Real
Property Negotiations and that there was no reportable action taken.

Anne Bowman, Director of Southwest California Pageants introduced the members of the
Southwest California Pageant.
Bailey Ward invited Council to attend the Miss City of Lake Elsinore Pageant at Temescal
Canyon High School on April 19th.

It is recommended that the City Council approve the Minutes as submitted.

It is recommended that the City Council of the City of Lake Elsinore receive and
file the Warrant List dated January 30, 2014
ID# 14 -015 Memorandum of Understanding with LIUNA Local 777 for July 1, 2013
to June 30, 2017
It is recommended that the City Council adopt Resolution No. 2014 -007 approving
the Memorandum of Understanding and the side agreement with the non -union
represented employees for the period of July 1, 2013 to June 30, 2017.
ID# 14 -016 Award of Contract Hartzoq & Crabill for On -Call Traffic Operations
Services
It is recommended that the City Council authorize the City Manager to execute a
professional services agreement with Hartzog & Crabill in an amount not to
exceed $30,000 annually for the the provision of on -call traffic operations
services subject to minor modifications approved by the City Attorney.
ID# 14 -017 Amended and Restated City Clerk Employment Agreement
It is recommended that the City Council adopt Resolution No. 2014 -008 A
Resolution of The City Council of The City of Lake Elsinore, California Approving
An Amended And Restated City Clerk Employment Agreement.
Motion by Council Member Tisdale, seconded by Council Member Hickman, to approve five
(5) Consent Calendar Items; City Council Minutes, the Warrant List, Memorandum of
Understanding with LIUNA Local 777, Award of Contract to Hartzog & Crabill for On -Call
Traffic Operations, and the Amended and Restated City Clerk Employment Agreement; the
motion passed by unanimous vote as follows:

ID# 14 -018 Appointments to the Public Safety Advisory Commission
It is recommended that the City Council receive the nominations of its
sub - committee and vote on the applicants for appointment to fill the 4 vacant
seats (3 full terms of 4 years each and 1 short term of 2 years) on the Public
Safety Advisory Commission.
City Clerk Bloom provided a staff report to Council. City Clerk Bloom read an email from
Paulie Tehrani and Sharon Gallina supporting Ms. Christine Hyland's appointment to the
Public Safety Advisory Commission.
Mayor Pro Tern Manos commended all the Public Safety Advisory Commission candidates on
their interviews.
Council Member Tisdale stated that there was numerous qualifed candidates. He believes
that the subcommittee selected a group that would best represent the Council and looks
forward to serving with them.
Council Member Hickman stated that he was pleased to see people applying for the Public
Safety Commission and congratulated all the candidates.
Motion by Council Member Hickman, seconded by Mayor Pro Tern Manos, to appoint Myles
Ross to a full term to the Public Safety Advisory Commission; the motion passed by
unanimous vote as follows:
AYES: Mayor Johnson, Mayor Pro Tern Manos, Council Member Hickman, Council Member
Magee, and Council Member Tisdale

Motion by Council Member Hickman, seconded by Council Member Tisdale, to appoint Valerie
Sund to a full term to the Public Safety Advisory Commission; the motion passed by
unanimous vote as follows:

Gregory to a full term to the Public Safety Advisory Commission; the motion passed by
unanimous vote as follows:
AYES: Mayor Johnson, Mayor Pro Tern Manos, Council Member Hickman, Council Member
Magee, and Council Member Tisdale
NOES: None
ABSENT: None
ABSTAIN: None
Motion by Council Member Hickman, seconded by Council Member Tisdale, to appoint
Christine Hyland to the short term to the Public Safety Advisory Commission; the motion
passed by unanimous vote as follows:

Commissioner Hyland stated that safety in Lake Elsinore is her priority.
Commissioner Gregory thanked Council for appointing him to the Commission. He stated that
there are several issues to address in order to make Lake Elsinore a safer City.
Commissioner Sund thanked Council for appointing her to the Commission and stated that
she will do a good job.
Commissioner Ross thanked Council for the priviledge to serve on the Commission.
PUBLIC COMMENTS — NON - AGENDIZED ITEMS — 3 MINUTE
Chris Hyland NAACP Representative, announced they have a certified enrollment team to
assist the public to sign up for Cover California Health Insurance.
Howard Feinstein spoke about a need for a homeless shelter in the City of Lake Elsinore.
CITY MANAGER COMMENTS
City Manager Yates introduced Administrative Services Director Jason Simpson.
Administrative Services Director Simpson thanked Council and offered that he had over 20
years experience of working in local government. He looks forward to serving and moving this
community forward in a positive direction.

CITY ATTORNEY COMMENTS
City Attorney Leibold welcomed Administrative Services Director Simpson and congratulated
City Clerk Bloom on her extended contract. City Attorney Leibold wished City Manager Yates
a Happy Birthday.
CITY COUNCIL COMMENTS
Council Member Hickman welcomed Administrative Services Director Simpson to the City and
wished City Manager Yates a Happy Birthday.
Mayor Pro Tern Manos welcomed Administrative Services Director Simpson to the City;
congratulated City Clerk Bloom and wished City Manager Yates a Happy Birthday. Mayor Pro
Tern Manos also announced the opening of a Hot Topic store at the Lake Elsinore Outlet
Center.
Mayor Johnson welcomed the following new businesses to the City of Lake Elsinore: Hot
Topic, ETax Services, Juniors MX Supply, Leo Beauty Supply, Paws Appeal and Grooming
and Doggy Day Care, Secure Detention Products, Serenity Nails and Spa, Western Fluids
Enginering and Manufacturing, and Crossfit Uncensored. She congratulated the new Public
Safety Advisory Commissioners and thanked them for their willingness to serve. Mayor
Johnson announced the ribbon cutting ceremony for the special needs swing at Canyon Hills
Park and thanked staff and the Storm Baseball Organization for their contribution. She
welcomed Administrative Services Director Simpson to the Lake Elsinore team and wished
City Manager Yates a Happy Birthday.
Council Member Tisdale congratulated City Clerk Bloom on her contract; wished City Manager
Yates a Happy Birthday, and welcomed Administrative Services Director Simpson to the Lake
Elsinore team. Council Member Tisdale also thanked the LIUNA Union for accepting the
MOU (Memorandum of Understanding) and stated that City employees are valuable to the
City. He welcomed the Public Safety Advisory Commissioners and thanked them for their
willingness to serve on the Commission. Council Member Tisdale closed the meeting in
honor of Shirley Temple Black and stated that she was a great woman who cared about
people and the U.S. Marines.

ADJOURNMENT
Council Member Tisdale adjourned the meeting at 7:31 p.m. to the next regularly scheduled
meeting to be held on Tuesday, February 25, 2014, at the! Elsinore Valley Municipal Water
District (EVMWD) Boardroom located at 31315 Chaney Street, hake Elsinore, California.
