AN ORDITdANCE OF THE CI! Y OF ELSIDIORE PROVIDING FOR
A CHARGE FOR THE DISPOSAL OF GARBAGE AND ;vAS'P~ MAT-
TER AND PROVIDING FOR THE COLLECTION TfiFREOF.
The City Council of the City of Elsinore, does ordain as follows:
Section l: For the purpose o£ this Ordinance, garbage and waste matter
sha11 be defined as the same as are de£ined in Ordinance No. 213 of the Citur of
Elsino re.

~` i. Section 2: The City oi Elsinore hereby finds that the universal collec-
tion of garba~e and waste matter in the City of Elsinore is necessar,y in order to
_i protect the health and we]1 beinn o£ the residents thereof~ and that in order to
prooerly provide therefor it is necessary to make a rnonthly charge against the
occu~ants o£ said city. .That a failure to pay the charges as fixed herein for said
purpose, will resnIt in rendering it impossible for the City to furnish adeouate
and necessar•,,r garbage and waste matter collection and disposal, and the non-payment
thereof when due by the occupant of any residential or business unit within said
City shall constitute a misdemeanor.
Section 3: That a monthly charJe £or the removal o£ garbage and uraste .
matter shall be as follows:
Against the occupant of each single residential unit in sa.id cit3* 50¢.
Against each business unti as follows:
Retail Food Establishments ~5.00
Drug Stores 3.50
Other businesses reouiring.
said service 2.00
Against any bungalow Court, motor court, a.partment house or hotel
as follows:
T.wo to _Five units or rooms .75
Six to ten units or rooms 1.00
Over ten units or rooms 2.00
That each unit arranaed £or the occu;~ation of one £amily shall be con-
sidered a sin;le residential unit~ irrespective of the number of water meters,
That sa.id monthly charge shall be deemed to be a civil debt oweing to
the Cit~r o£ Elsinore by the occupant o£ said propert~r.
Section 4: That the amount of the monthly charge, as herein provided~
shall be added to the water bill for each unit and'collected at the same time
and in the same manner. ° _
Section 5= That the Council may change the rates herein set forth b3r
resolution, provided that such changes shall not take eifect until thirty days atter
the passage of said resolution: _
Section b: Any occupant of residential property may apoly to the City
Clerk for exemption from the provisions hereof and from the provisions of Ordinance
No. 213~ Provided: _ _. _
(1) Said residence is located not less than 250 feet £rom any
other residential or business unit.
l~i (2) That an unsanitary condition wili not be created thereby,

~___J' • (3) That said occupant shall disnose o£ his own garbage and waste
matter, either by hauling the sasne outside of the City, burying tfie sarne to a depth
o£ over one foot, or burning the same in an approved type of inc?nerator capable of
burning the same tiaithout odor or dense smoke.
A failure to con3ply with the foregoing conditions at an~= time shall con-
stitute a misdemeanor and shall be cause for revocation of said exemption.
Section '7: Any person violating an5r of the provisions of this Ordinance
shall be deemed guilty of a misdemeanor and~upon conviction thereof shall be punish-
ed by a fine not to exceed ~300.00 or by i:nprisonment in the City Jail for a period
not exceecling tlmee months, or b~r both such fine and irnpri~nment,
Section g: The City Clerk shall certify to the adoption of this Ordinance

and shall cause the same to be published once in the ~lsinore Leader-Press.

AN ORDINANCE ADIENDIIdG -0RDINAIQCE ""
No. 236 OF THE CITY OF ELSINORE
The City Council of the City of Elsinore, does ordain as follows:
SECTION 1: Section 1 of Ordinance No. 236 of the City of Elsinore~ is
hereby amended by adding a new sub-section thereto to be numbered °Sub-section R3-A"~
and reading as follows:
SUB-SECTION R3-a: That portion o£ the City of Elsinore~ described as
£ollows shall be included within Zone R3-A:
Lots 7 and 11~ both inclusive~ in Block ~~E~~~
and Lots 21~ to 29~ both inclusive, in Block
°F° of Jones~ Addition to Elsinore.
3ECTION 2: Sub-section R3 0£ Section 1 of Ordinance No. 236 is hereby
amended by adding thereto the £ollo~aing paragraph to wit:
Excepting therefrom_the £ollowin~ described property~ to wit:
Lots 7 to 11, both inclusive~ in Block ~~E°~
and Lots 2.~ to 29~ both inclusive~ in Block
'~F~~ of Jones~ Addition to Elsinore.
SECTION 3c Ordinance No. 236 of the City of Elsinore is £urther amended
by add.ina a new section thereto to be nwnbered 62 reading as follows:
SECTION 6;: In resid.ential districts o£ Zone R3-A no building~
structure or premises shall be erected, constructed~
altered or maintained~ except as provided in Section
~ 1.

purpose;other than a use permitted in Zones Rl or Zones
R3~ or for a parking lot, or for re'tail sales
in connection with other uses which are here-
in above specifically permitted in said Zone.
SECTION 4: The City Glerk shall certify to the adoption of this Ordi-
nance and cause the same to be published once in the Elsinore Leader~Press, a
weekly newspaper of general circulation, printed, published and circulated in
said City oi Elsinore.

City of Elsinore, hereby certify that the Plarming Commi.ssion of the City o£
Elsinore~ did on the day oF February, 1949, adopt a taztative report
recommending the adoption of the £oregoin~ Ordinance, and that the same was
regularly set for hearing before the Plannin~ Comnission On February 2l~th, 1949
and that aFter a public hearing held thereon, and after due notice of said
public hearing, the said Planning Commission did make its final report recom-
mending the adoption of the fo regoing Ordinance, which said final report was
fil~d with the City Clerk on the day o£ Februar5*, 1949; that notice of
hearing be£ore the City Council of the City of Elsinore upon said final re-
port at the City Hall in the City of Elsinore on the ].L~th day of Marchy 1949,
was duly given by publicatinn once in the Elsinore Leader-Press, a newspaper of
general circulation, published weekly within the City of Elsino?^e~ and at said
time and place a public hearing was held at which all persons interested and
the general puUlic were gi.ven an opportunity to be heard,'and the Council there-
upon approved said final report and the fore~ing Ordinance was at a regular
meeting of said Council on the 11~th daJ of March, 1949, regularly+introduced
and read, and adopted by the Council of said City atrits meeting held on the
2£ith day of March, 19G9 by the following vote:
