Chairman O'Neal called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE Commissioner Flores led the Pledge of Allegiance. ROLL CALL PRESENT: CHAIRMAN O'NEAL VICE-CHAIRMAN GONZALES' COMMISSIONER FLORES COMMISSIONER MENDOZA COMMISSIONER ZANELLI ABSENT: NONE STAFF PRESENT Also present were Community Development Director Preisendanz, Planning Manager Weiner, Deputy City Attorney Santana, Planning Consultant Coury, Associate Planner Carlson, Associate Planner Resendiz, Public Works Director/City Engineer Seumalo, and Office Specialist Herrington. PUBLIC COMMENTS None The following items were listed on the Consent Calendar for Planning Commission approval: 1. Minutes for the Following Planning Commission Meeting(s): a) March 6, 2007 Agenda Item No. Page 1 of 6 Planning Commission Meeting August 21, 2007 Page 2 of 6 Recommendation: Approve as submitted 2. City Council/Planning Commission Joint Study Session Meeting Minutes for July 31. 2007. Recommendation: Approval 3. Minor Design Review of a Single-family Residence located at 212 Silver Street (APN: 374-131-005). Recommendation: Approval 4. Minor Design Review of a Single-Family Residence located at 32166 Machado Street (APN: 379-360-078). Recommendation: Approval Chairman O'Neal requested Items 2 and 4 to be pulled from the Consent Calendar for further discussion. MOTION was made by Commissioner Mendoza, and seconded by Commissioner Zanelli approving the March 6, 2007 Regular Planning Commission Minutes and Minor Design Review of a Single-Family Residence located at 212 Silver Street (APN: 374-131-005). RESOLUTION NUMBER 2007-151 Resolution of the Planning Commission of the City of Lake Elsinore, California approving a Minor Design Review for a two-story single-family dwelling unit located at 212 Silver Street. AYES : CHAIRMAN O'NEAL VICE-CHAIRMAN GONZALES COMMISSIONER FLORES COMMISSIONER MENDOZA COMMISSIONER ZANELLI NOES: NONE ABSENT: NONE ABSTAIN: NONE 2. City Council/Planning Commission Joint Study Session Meeting Minutes for July 31. 2007. Agenda Item No. Page 2 of 6 Planning Commission Meeting August 21, 2007 Page 3 of 6 Recommendations: Approval Chairman O'Neal pointed out to the Commission that he pulled the Joint Study Session Minutes to have them revised. He indicated that he does not need them to be verbatim, however would like to see more discussion on the content. Commissioner Mendoza advised the Commission that he would need to abstain from the vote as he did not attend the study session. MOTION was made by Commissioner Zanelli and seconded by Commissioner Flores to have the Joint Study Session Minutes brought back to the Planning Commission for further review. The following vote resulted: AYES : CHAIRMAN O'NEAL VICE-CHAIRMAN GONZALES COMMISSIONER FLORES COMMISSIONER ZANELLI NOES: NONE ABSENT: NONE ABSTAIN: COMMISSIONER MENDOZA 4. Minor Design Review of Three Single-Family Dwelling Units located at 32166 Machado Street (APN: 379-360-078). Recommendation: Approval Community Development Director Preisendanz introduced Associate Planner Carlson who would provide the Commission with an overview of the project. Associate Planner Carlson stated the applicant is proposing to construct a pre- manufactured side entry single-story family dwelling to include a 528 square-foot two (2) car garage located at 32166 Machado Street. He stated the architectural style of the home is considered "Craftsman" including six-foot (6) high wood fencing along the south interior property line. He stated the proposed decorative fencing would include "slump-stone" columns with caps with wrought iron gates in between. He indicated the applicant is only proposing to landscape and irrigate the front-yard which would include a rain sensor. He stated staff recommends approval of the project based on the Findings and is subject to the Conditions of Approval. He advised the Commission that the applicant is available to answer any questions the Commission may have. Agenda Item No. Page 3 of 6 Planning Commission Meeting August 21, 2007 Page 4 of 6 MOTION was made by Commissioner Zanelli and seconded by Vice-Chair Gonzales to adopt Resolution No. 2007-152, approving a Minor Design Review for a Pre-Manufactured Single-Story Single-Family Dwelling unit located at 32166 Machado Street. The following vote resulted: AYES : CHAIRMAN O'NEAL VICE-CHAIRMAN GONZALES COMMISSIONER FLORES COMMISSIONER MENDOZA COMMISSIONER ZANELLI NOES: NONE ABSENT: NONE ABSTAIN: NONE PUBLIC HEARING ITEM(S) 5. Conditional Use Permit No. 2006-15 Tentative Parcel Mao No 34978 (for condominium purposes), and Residential Design Review No. 2006-09 for Hunter's ^dge. Recommendation: Continuance Chairman O'Neal opened the Public Hearing at 6:25 p.m Director of Community Development Preisendanz informed the Commission that the applicant is requesting a continuance to explore a potential modification to the proposed parcel map. MOTION was made by Commissioner Zanelli and seconded by Commissioner Mendoza to continue Conditional Use Permit No. 2006-15, Tentative Parcel Map No. 34978 (for condominium purposes), and Residential Design Review No. 2006-09 for Hunter's Ridge. The following vote resulted AYES : CHAIRMAN O'NEAL VICE-CHAIRMAN GONZALES COMMISSIONER FLORES COMMISSIONER MENDOZA COMMISSIONER ZANELLI NOES: NONE Agenda Item No. Page 4 of 6 Planning Commission Meeting August 21, 2007 Page 5 of 6 ABSENT: NONE ABSTAIN: NONE 6. Recommendation: Continuance Chairman O'Neal opened the Public Hearing at 6:27 p.m Director of Community Development Preisendanz informed the Commission that the applicant is requesting a continuance to explore a potential modification to the proposed parcel map. MOTION was made by Commissioner Mendoza and seconded by Commissioner Zanelli to continue Conditional Use Permit No. 2006-16, Tentative Parcel Map No. 34979 (for condominium purposes), and Residential Design Review No. 2006-10 for Hidden Oaks. The following vote resulted AYES : CHAIRMAN O'NEAL VICE-CHAIRMAN GONZALES COMMISSIONER FLORES COMMISSIONER MENDOZA COMMISSIONER ZANELLI NOES: NONE ABSENT: NONE ABSTAIN: NONE BUSINESS ITEMS NONE STAFF COMMENTS Public Works Director/City Engineer Seumalo commented on the following: • No comments.
