CALL TO ORDER:
Chairman O'Neal called the Regular Planning Commission Meeting to order at 6:02 PM.
PLEDGE OF ALLEGIANCE:

Coury, Associate Planner Resendiz, and Office Specialist Alexen.
PUBLIC COMMENTS (Non-A¢endized items)
Dan iJhlry, 137 Graham Ave., Lake Elsinore, addressed the traffic signal at Auto Center
Drive and Franklin St.
Engineering Manager Seumalo noted that the power poles in that location would be moved in
order to accommodate the realignment of the intersection.

PUBLIC HEARING ITEMS
2. Variance No. 2005-02 and Minor Design Review for a new 1.681 square foot two-
storv Single-family residence located at 1250 Cole Street.
6:06:49 PM Chairman O'Neal opened the Public Hearing
Community Development Director Preisendanz noted that the proposed project had been
presented at the previous Planning Commission Meeting. He requested Assistant Planner
Resendiz review the project with the Commission and answer questions.
Assistant Planner Resendiz provided an overview of the proposed project. He noted that the
lot was 5,000 square feet with a total building footprint of 1,300 square feet, equivalent to
26%. He noted a 20 foot right-of--way dedication along Avenue 6 and a 5 foot side yard
dedication along Cole St. He noted that the project did not meet the minimum setback
requirements in the district. He detailed that architecture. He stated that the applicant was
not present.
6:09:58 PM Chairman O'Neal closed the Public Hearing.
Commissioner LaPere requested that cell phones are turned off. He addressed the setbacks
for the project. He confirmed the dedication of 5 feet on both sides. He requested
clarification of the variance.
Assistant Planner Resendiz stated that the variance was for the side of the property along
Cole St. He indicated that a public right-of--way required 15 foot side yard setbacks, and the
variance requested 10 feet.
Engineering Manager Seumalo noted that it met the minimum standard.
Commissioner LaPere addressed the south elevation and the solid wall. He concurred with
staffs recommendation.
Commissioner Gonzales addressed the property along Avenue 6 and clarified that a variance
was not requested for that area.
Assistant Planner Resendiz noted that the dedication on Avenue 6 was met.
Comrissioner Gonzales clarified that the variance was along Cole St.
Chairman O'Neal noted his concern with the foot print of the dwelling exceeding 26% of the
lot. He addressed the orientation of the project on the lot. He noted discrepancies in the
measurements reflected on the plans. He noted the need for professional architectural plans.

Assistant Planner Resendiz addressed the orientation of the house. He indicated that the
placement of the driveway was away from Avenue 6 to accommodate traffic concerns. He
noted the limitations of the lot. He stated that he had requested additional amenities for the
windows and architectural enhancements.
There was further discussion regarding the orientation of the house and driveway. There was
clarification of the calculation of the total square footage of the footprint of the house and
total lot azea.

the Viscava Villaee Center.
6:23:37 PM Chairman O'Neal opened the Public Hearing.
Community Development Director Preisendanz provided a brief overview of the proposed
project and requested Project Planner Coury review the project with the Commission and
answer questions.
Project Planner Coury provided an overview of the project location at the southeast corner of
Lakeshore and Viscaya St. He provided an overview of the design of the commercial retail
center. He noted the Contemporary design architecture and additional amenities. He further
noted that ultimate street improvements and dedication for Lakeshore Drive is provided for

the project site, however the variance was for on site improvements only. He detailed the
individual pads and their square footages. He noted that pad A was a 2,000 square foot
restaurant pad to include an outdoor dining area which required a Conditional Use Permit.
He detailed the architectural detail of the buildings. He noted that the variance was for the on
site improvements only, not the off-site improvements. He noted that the applicant was
present.
David Mudgett, Timberline Commercial Real Estate, 4507 Orington Rd. Corona Del Mar,
Ca. stated his affiliation with Corman Leigh Communities and reiterated the request for the
CUP and Variance.
6:31:27 PM Chairman O'Neal closed the Public Hearing.
Commissioner LaPere clarified when the signal at Pad A would be installed.
Project Planner Coury stated it would be prior to the issuance of the first Certificate of
Occupancy.
Commissioner LaPere requested that the signal be installed prior to construction due to
traffic congestion. He noted his support for the project and his concern with traffic during
construction.
Commissioner Gonzales expressed his concem with traffic and parking. He noted his
support for the project.
Commissioner LaPere asked the applicant if he had any qualms about the traffic signal he
mentioned.
Pete Ayala, Project Manager, Corman Leigh Communities noted that they were making
preparations to have the traffic signal installed within a month.
Commissioner Gonzales clarified that the median would also be installed immediately also.
Chairman O'Neal noted his support for the project.

INFORMATIONAL
Community Development Director Preisendanz requested that the Planning Commission
cancel the meeting scheduled for March 215` due to a conference that Commissioner Gonzales
and he will be attending.
STAFF COMMENTS
Community Development Director Preisendanz thanked the Commission for their input on
the residential project. He noted that all projects were analyzed by a design review
committee which consisted of City and Fire staff.
PLANNING COMMISSIONER COMMENTS
Commissioner LaPere commented on the following:
• Stated that detail was important and noted that they needed a net lot squaze footage
after dedication in order to get a cleaz picture of the proposed project.
• Thanked staff for their efforts
Commissioner Gonzales commented on the following:
• Stated that he was looking forward to the League of California Cities conference
Chairman O'Neal commented on the following:
Apologized to the Commissioners and staff for not paying enough attention to project
designs. He indicated that two manufactured home projects near his home were not
designed by trained architects and contained features that were not consistent with
professionally designed home projects.
Stated that a manufactured home neaz his home has been sitting on it's wheels for a
year and four months with no activity. He requested that action be taken to remove
the home from the property.
