CALL TO ORDER•
Chairman O'Neal called the Regular Planning Commission Meeting to order at 6:00 PM.
PLEDGE OF ALLEGIANCE:
Deputy City Attorney Miles led the Pledge Of Allegiance.

5. Conditional Use Permit No. 2004-28 and Industrial Design Review No. 2004-04 for
Town and Country Towing, APN 377-120-004.
Chairman O'Neal opened the Public Hearing at 6:05:45 p.m.
Chairman O'Neal reminded the Commissioners that the project request included a CUP.
Community Development Director Preisendanz provided a brief overview of the proposed
project. He indicated that Town and Country Towing was an existing use. He indicated that
the request was for a towing yard with fencing and pet cemetery parking improvements.

Project Planner Miller noted that the CUP was for outdoor storage of the vehicle to be towed
and stored on site. She noted that the storage yard would be approximately 40,000 square
feet. She stated that a new building was proposed for office and truck repair use. She further
noted the improvements to the pet cemetery parking and landscaping. She reviewed the
architectural style of the building and the landscaping. She stated that she spoke to the
applicant who had no issues with the project and was not present.
Commissioner LaPere had no questions. He stated that he liked the parking in front of the
pet cemetery. He concurred with staff s recommendation.
Commissioner Gonzales stated that he visited the site, which was going to be a big
improvement to the area.
Vice Chairman Larimer stated that the building was nice, for a towing company.

APPROVAL OF A "FULL SERVICE" TOWING
COMPANY AND OUTDOOR VEHICLE STORAGE
AREA KNOWN AS TOWN AND COUNTRY TOWING
LOCATED AT 18181 COLLIER AVENUE

AND PASSED BY A VOTE OF 4-0, APPROVE
RESOLUTION NO. 2006-12, A RESOLUTION OF THE
PLANNING COMMISSION OF THE CITY OF LAKE
ELSINORE, CALIFORNIA, RECOMMENDING CITY
COUNCIL APPROVAL OF INDUSTRIAL DESIGN
REVIEW NO. 2004-04 FOR THE DESIGN AND
ESTABLISHMENT OF A FULL SERVICE VEHICLE
TOWING AND STORAGE YARD AND AN
ASSOCIATED PET CEMETERY LOCATED AT 18181
COLLIER AVENUE.
BUSINESS ITEMS
Chairman O'Neal noted that two months ago the Planning Commission had requested
information on three mobile homes; one on Bond Street and two Gunnerson St. He indicated

that the homes were incomplete with or limited or no activity. He indicated that those
projects had been approved long ago, with no action taken to complete them.
Community Development Director Preisendanz stated that the building permits for the
Gunnerson homes were still open. He indicated that a building inspection keeps the project
alive for 180 days, however he would meet with the building official to confirm status of the
projects.
Commissioner LaPere clarified that the Gunnerson St. projects may be installing sewer. He
fiirther clarified that the Bond St. project had been inactive for a year.
Community Development Director Preisendanz noted that the building permit expires if a
building permit is not issued within a year of project approval. He further noted that the
homes may be in Nuisance Abatement.
Project Planner Miller stated that the applicant was the Bentley Foundation.
Community Development Director stated that he was not aware of a sewer line for the
Gunnerson St. project.
INFORMATIONAL
Chairman O'Neal addressed a new Assembly Bill recently passed with regard to ethics and
public officials. He indicated that two hours of ethics classes were now required once every
two years. He noted that the League of Cities was offering training.
Deputy City Attorney Miles confinned that a new Assembly Bill applied to public officials
regarding ethics certification. He noted that the City Attorney's office was working to ensure
that the elected officials were in compliance with the Assembly Bill.
STAFF COMMENTS
Community Development Director Preisendanz introduced Interim Planning Manager Sandra
Massa-Lavitt. He indicated that she would be filling in part time until a permanent Planning
Manager was hired.
