Washburn : : NOES: .None " ABSENT: None Gordon Hunt y erko he Ciyo Elsinore ORBINANCE NO 339 ~ AN ORDINANCE OF THE CITY QF ELSINORE PROffiBITING OUTDOOR COMMERCIAL AD4ERTISING ALONG FREF.WAYS The Lti.ty Council of the City of Elsinore does ordain as follows: ~`-, Section 1: No outdoor commercial advertising sign~ display or structnre i shall be erected, located or maintained. __. (a) If such display, structure or siga is designed to hane, or has~ the advert3sing there on maintained primarily to be`viewed from that por- tion of the Freexay known as ROAD VIII-RIV 77-ESN C located yri.thin the City of Elsinore: or, (b) If such display, structure or sign because of its location, size~ nature or type constitutes'or tends`to constitute a hazard'to the safe and efficient operation of vehicles upon any Freeway within the City of "lsinmre or creates a condition which endangers the safety of persons or property thereon. : Section 2~ In the event any person should place any sign in violation of the prov_isions of this ordinance, such sign is hereby:declared to be un- lawful and a public nuisance, and the City Attorney of the City of Elsinore shall~ ' upon order of the Ci.ty CouneiT of the City of ~lsinore, immediately commence. action or actions, proceeding or proceed3.ngs, for the abatement and removal and en3oinment thereof`in the manner provided by'law and sha.ll take such other steps and shall apply to such Court or Conrts as may have 3urisdiction to grant such relief as will abate and remove such sign and restrain and enjoin any sucfi person from continuing such sign in place or placing any sign contrary to the provisions of this ordinance. Any person, whether as principal, agent, employee, or otherwise, viola-' ting any of the provisicns of this ordinance shall be guilty of a misdemean- or, and upon conviction thereof shall be put~shable by a fine or not moro than three hundred dollars (~300.00) or by imprisonment in the ~ity Jail of 3aid`City of Elainore'for a'term of not exceeding three (3) months, or by both such fine and imprisonment. The City ~ouncil of the ~i.ty of "lsinore does ordain as follows: Section l. Any person who has been convicted of a crime punishable as a felony~ and who has been confindd`in a penal institution as a result thereof~ shall be required to register as hereinafter provided. `Sectioxi 2. ~11 residents o£ the '~ity of ~lsinore covered by Section 1 shall wi.thin thirty (30) days after the effectice date of this ordinance, and all persons covered bq Section 1 who enter and remain in the ~ity of Elsinore for t twelve ~12) hours sha11 vri.thin the next twelve (12} hours, register witti and at ~he o£fice of the ~hief of Police oY the Citq of Elsinorey-California. The s.egistratioa shall be in writing and upon a form provided by the Chief of Folice ~contazning;;;;such information relatixig to the name, aliases~ personal description~ convictions, confinement, an~ residence of the registrant as may be deemed necessary by the ~hief of Police. Section 3. Such registration statemente shall be kept in a separate file by the Chtef of Police and shall not be open to inspection by the public. It shall be unlawful for the Chief of Police, his deputies, or, other employee in his office to disclose to any peraon such registration.statements, provided, however~ that disclosure may be made to ang law enforcement officer for the purpose o£ investigating any crime. Section 1t. Any person reqiiired to regi'stex hereuqder who changes changes his place of residence~ stopping place, or liviiig quarters, shall with- in forty-eight (1t8) hours after such change notify and furnish the Chief .of Police with his'new address. t 9:~ Section 5. sny person violating or failing to comply with any of- this ordinance shall be guilty of a misdem~enor~ and upon conviction thereof shall be punished by a fine not to exceed $500.00 or be imprisoned in the city ~ail Por a period not to exceed six (6) months, or both. Section 6. Any person required to register hereunder who shall give any false, untrue~ or misleading information in his regiatration statement shall be guilty of a misdemeanor, and upon conviction thereof shall be punished in the same manner;as provided in Secti:on 5.
