The Citg Council of the City of Elsinore does ordain as zollows ; SECTION i,; BADGE5 FOR CHAUf~FEURS. In addition to the license required by Slzbsection 59, Ordinance No. 3oq, amending Ordinance Ido. 26']. There shall be tlzrnished to each licensed driver o£ a vehicle £or hire, a badge of such ~orm and stgle as the Chief of Police o£ the City may prescribe, with license number of such driver thereon, and the year such badge is issued~ which must~ under penalty o£ revocation of the license, be constantl,p and conspicuously displayed on the outside of the driver~s coat or outer garment when he is engaged in his employment, and shall only be worn by the person to whom the badge is issued. Each application for such bad~e shall be accornpanied b~ a Pee of ~ 3.00 to be paid to`the Chiei of Police. SECTION 2; REQUISITES FOR DRIVi,R~S LICENS&. ~.aeh applicant for a driver~s license from the L'hief of Police must; 1. Be a aitizen of the United States, or applied for first ~ papers, of. good moral character. 2. Be of the age of twenty-one (21) gears or over. 3. Be of sound physique~ crith good eyesight and not subject to epileps~, vertigo, heart trouble~ or any other infirm- ity oF the body or mind, and not be addicted to the use of intoxicating liquor or narcotics, which might render him unfit for the safe operation of a vehicle for hire. 4. Be able to read and write the English language. 5. Be clean of dress and person. 6. Produce certiYicates of his character from two ( 2) reputable citizens. 7. Fill out upon a blank form to be provided by the Chief of :: Yolice a statement givin his full name, residence, place of r,esidence for five (5~ years next preceding the date of his application, age~ color, height~ color oP eyes and hair~ place o£ birth~ len„ath of time he has resided in the City of :~lsinore, whether a citizen of the United States, p1_aces of previous emplo;,~ment covering five (5) years next i~receding the date of his application, whetkier married or single, cahether he has ever been convicted o£ a felony or of a misdemeanor~ whether he has ever been previously licensed as a driver or chauffeur~ and if so, whether his license has ever been recoked~ and for what cause; which statement shall be signed by the applicant and Piled suith the Chief of Yoiice as a permanent record. Each applicant for a driver~s pernit must have his fin er prints taken by the { Chief of Police and file with his application three (3~ recent photo~raphs of 1'i hi.mself of a size tYiat may be easily attached to his license, one,of which sha11 ~„__ be attaehed to his license wlzen issued, and carried by such licensed driver at all times when driving a vehicle £or hire, and skiowing that such driver is a licensed driver, and the other shall be filed with his application, with the Police Department of the City of Llsinore. The photographs shall be so attached to the license that it cannot be removed and another photograph substituted without detection. Lach licensed driver shall~ upon demand b~• any police officer or passenger, e~chibit his license and photograph for inspection. One such photo- graph shall be conspicuously maintained in the passenger comnartment o£ any vehicle at all times when beixig operated by the driver portrayed thereby. Si.CTION k; Ri:VOCATION OF PLRIITS : The Chie£ of Police, in the exercise o£ a sound and reasonable discretion, when the pubLc interest and safety may require, may suspend or revoke aily driver~s permit issued under the provisions of this section~ upon the driver~s being convictad of a violation of I 8 3'" ~ S~ Section 501, 502 or 505 A-b, or 506 oi the California Vehicle Code or upon two or more convictions for violation of an~ oP the following sections oP said Vehicle Code, to-wit ; Section 51U, 511~ 511.9, 5b2, while driving said vehiele for hire. SECTION 9; ?EIdALTS' POR VIOLi~iI0N5 : Any person violating any of the provisions of this ordinance shall be guilty o£ misdemeanor and upon conviction thereo£ shall be punished by a fine of not more than Five Hund~ed (~ 900.U0 ) llollars, or by imprisonment in the County Jail for a period not exceeding six (6) months, or by both such fitte and imprisonment. The City Council may revoke the license issued as herein provided, of any person violating an~ of the provisions of this ordinance. SECTION 6; ~11 Ordinances and parts of Ordinances in confliet herewith are hereby repealed. SLC^tION 7; The Citn Clerk shall certifq to the passa~e and adoption of th~s Ordinance and sliall cause the same to be published once in the i:lsinore I.eader - I'ress.
