RESOLUTION NO. 587
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ELSINORE, CALIFORNIA, PROVIDING FOR THE CALLING
OF A SPECIAL MUNICIPAL ELECTION TO BE HELD ON
THE 6th day of December 1949 ,FOR THE PURPOZE
OF VOTING ON AN ORDI NJ\NCE SUBMITTED BY INITIATIVE
PETITION.
WHEREAS, an ini tiati ve petition has been regularly circu-
lated in the City of Elsinore, submitting a proposed Ordinance
entitled, "An Ordinance of the City of Elsinore Repealing Ordin-
ance No. 315 of said Citytl, to the City Council of said City under
the Provisions of Article 1, Chapter 3, Division 4 of the Election
Code of the State of California; and
Vv'HEREAS, the City Clerk has examined the said Petition and
ascertained that the same was signed by the requisite number of
voters and has attached his certificate thereto, and it appearing
therefrom that the said Petition was signed. by more than 15% of
the voters of said City, and should be submitted to a vote of the
people at a special election; U';
NOW, THEREFORE, BE IT HESOLVED:
That a special Municipal election be, and the same is here-
by called to be held on
, the 6th day of December,19h9
for 'the purpose of submitting to the vote of the people a propose
Ordinance as set out in full in the initiative petition on file
with the City Clerk, entitled: !lAn Ordinance of the City of El-
sinore, Repealing Ordinance No. 315 of said Citytt;
That the City Clerk is hereby directed to give notice
thereof in the form and manner provided in the Ele ction Code of
the State of California and shall cause the proposed Ordinance to
a copy thereof, together with a sample

No. 315 of said City, be Adoptedll.
That said ballot shall also have print ed opposite to the

statement of the Ordinance to be voted on, and to its right, the
words IIYes II and lINo IT, to be pri nted in separate line s in voting
6 squares. If a voter stamps a cross in the voting square after
7 the printed word "Yesl!, his vote shall be counted in favor of the
8 adoption of the Ordinance. If he s tamps a cross in the voting
9 square after the word "No 11, his vote shall be counted against its
10 adoption. The said ballot 81'1[,,11 also have printed thereon the

PRESENT ELSINORE SALES TAX ORDINANCE.

The City Council of Elsinore should not levy any
tax which adversely affects the people and business men
of Elsinore "V'.ri thout receiving the free and voluntary
consent of the voters expressed by secret ballot in an
election called for that purpose.
Our sales tax of ~ of 1%, collection of which under
the .ordinance began on July Ist1 1949, and levied upon
all retail sales made in the city, will, without question
be detrimental to all business houses in Elsinore and,
adversely affect all of the people of Elsinore because
that which is detrimental to business will hurt everyone
in Elsinore.

\N'HEREFORE, the Petitioners urge the voters to vote "Yes"
on this proposed Ordinance, repealing Ordinance No. 315J
2. ARGUIVlENT AGAINST ORDINANCE REPEALING THE PlillSENT
ELSINORE SALES TAX ORDINANCE.
The City Council of Elsinore, after considerable in-
vestigation and due deliberation, has found it advisable
to levy a sales tax, and has also found that the same
will benefit the people B.nd the business-men of Elsinore.
That the said Sales Tax of 1/2 of 1%, collection of
"V'ffiich, under Ordinance No. 315, began on July 1, 1949,
and levied upon all retail sales ma6~er in the city, is,
vn. thout question, benefi cial to the tax-payers of the
City of Elsinore by making possible a general reduction
of direct taxes upon the said tax-payers, as the sales-
tax has done in thousands of other cities, most of whom

That Election Precincts, numbered 1 and 4, be and they are
hereby consolidated into one precinct to be known as "Elsinore

Consolidated Precinct No. "An, and the voting-place for said pre-
cinct srlall be at the City Hall Fire Station, at No .130 South lVIain
street in the City of Elsinore, County of Riverside, State of

California.

That Election Precincts, numbered 2 and 3, be, and they are
hereby, consolidated into one precinct to be knovm as "Elsinore

9 Consolidated Precinct No. "B", and the voting-place for said pre-
cinct shall be the Women's Club-house at 710 West Gr8ham Avenue,
in the City of Elsinore, County of Riverside, State of California.
That the polls at said election shEill be open from the hour
of 7:00 A. M. until 7:00 P. M. on said election day.
THat the following elect.ion offi cers shall be appointed
for said election , and they shall receive for compensation, the
Ten Dollars
