A RESOLUTION OF THE CITY COUNCIL OF TI1E CITY OF ELSINOP~
ESTABLISHING A RECREATION COH11ISSION

BE IT RESOLVED by the City Council of the City of Elsinore,
as follows:

Section 1: That a Recreation ConillUssion consisting of five
7
members is hereby established for the City of Elsinore to be known as the
8

Elsinore Recreation Commission.
Section 2: All members of the Elsinore Recreation Commission,
hereinafter called the Commission, shall serve without compensation. One
11
member at large shall be appointed by the Mayor; two of the members shall
12
be appointed by the City Council; and two shall be appointed by the Board
13
of Education. Members of the Commission shall serve for a tum of four years,
14
15
or until their successors are appointed. Meniliers of the Commission first
16
appointed shall determine their respective terms of office by lot, so that
17
18
two members thereof shall serve for a term of two years; two members there-
of for a term of three years; and one member thereof for a term of four
19
years. All vacancies shall be filled for the unexpired terms of the members
20
21
whose offices are vacant in the srone manner as such members received original
appointm~nts .

Section 3: The Coramission shall elect one of its members as
23
President, who shall hold offices for one year and until his successor is
24
elected. The Commission must hold regular meeting at least once every
month, and shall establish such rules and regulations as it deems necessary
for its government and for the faithful performance of its duties, and which
shall not be inconsistent with the laws of the State of California.

defined to mean and include all acti vi ties, voluntarily' engaged in, which

1 either wi thin or wi thout its corporate liTlli ts, and such activities shall
2 include adults as well as minors.

Sect'on ;5: The CoIl1Il1i.ssion shall have the power to maintain and
4 operate a program of community recreation wi thin ~he scope and contemplation
5 of Chapter IV, Division 12 of the Education Code of the State of California
6 and shall have exclusive jurisdiction and control of the operation and con-
7 duct of all public recreational activities. It may recommend to the City
8 Council the acquisition of lands, waterways, buildings, structures or other
9 equipment and facili ties for public recreation as it may from time to time
10 deem. necessary for the proper conduct of public recreation..l.he eommission
11 shall pass upon and approve all plans for the improvement of lands for
12 public recreation, and for the erection, construction or improvement of
13 buildings or other equipment, structures and facilities for the purpose
14 of public recreation. The Commission shall have power to employ a competent
15
person known as the "Recreation Director,H who shall be responsible to the
16
Commission, and such other employees as from time to Ume shall be necessary
17

and approved by the City Council.

and all of the employees of the Commission shall be fixed by the Commission
with the approval of the City Co~cil. The Commission shall provide for

and do any other acts which may be found necessary and proper by it to carry
out the provisions and purposes of this resolution.

Section 6: The City COlillcil of Elsinore shall establish a

fund to be known as the t1Reereation Fund. II

and expended from this fund all fees or moneys received by the Commission,
including the proceeds from all gifts, legacies or bequests made to it,
all funds appropriated thereto by the City Council of Elsinore, and from
other sources managed or controlled by' the Conmussion or derived by it in
connection with the operation of the public recreational activities and
facilities under its jurisdiction. All moneys in said fund shall be used

1 approved by the Council. All demands on the funa shall be approved by

2 the Commission, . and upon approval shall be paid in the same manner as other
3 claims against the City. If the recreation fund shall at any time exceed
4 in amount the sum necessary for the immediate expenditure for the purposes
5 of public recreation, the Commission may invest all or part of the surplus
6 in interest bearing bonds of the United States of ~nerica or of the State
7 of California, or of any municipality or school district thereof.

Section 7; The Commission shall make a report every three
9 months of the activities thereof to the the City Council, a'1d an annual
10 report of the activities thereof to the City Council which shall be filed
11 wi th the City Clerk.

Section 8: If any section or clause of this resolutj.on is
13 for any reason held invalid, such decision sha 1 not affect the validity
14 of the remaining portions of the resolution.
