be an unreasonable attempt to deprive suchpersons of water rights which are of
many years standing, and which will cause many persons of moderate means to

expend monies which can ill be afforded for the protection of their water
rights.

BE IT FURTHER RESOLVED that it is the decided opinion of this
body that water is available for Camp Pendleton in sufficient quantities to
supply all the prospective needs thereof from other sources at a cost which
would not be disporportionate to the value of such waters to the United States
and to the full developnent of Camp Pendletono
BE IT FURTHER RESOLVED that copies of this Resolution be mailed to
Honorable John Phillips, Congressman, to Senator Richard Nixon, to Senator
William F. Knowland, and to Supervisor William Jones.
I, Gordon Hunt, the duly elected, qualified and acting City Clerk
of the City of Elsinore do hereby certify that the above and foregoing is a
full, true and correct copy of a resolution passed and adopted at a regular
meeting of the City Council of the City of Elsinore held on the 11th day of
February, 1952.

3 On a motion regula.rly made, seconded and carried, the following
4 resolution was adopted, to wit:
5 WHEREAS, the United States of America has filed a lawsuit in the
6 Federal Court against many persons residing in the vicinity of the Santa
7 Margarita watershed which extends from the ocean through Camp Pendleton and
8 into the Murieta Valley in the County of Riversi,de; and

WHEREAS, said water suit seeks to prev~~he persons

AS, the pe.ople owning land within the portion of the Santa
Margarita basin which is within the County of Riverside have land and water

rights by long and established use for domestic purposew, for the purpose of
watering livestock, consisting of horses, cows, sheep and other domestic ani-
mals, and for the irrigation of crops; and
WHEREAS, it will be necessary for the persons owning lands in the
portion of Santa Margarita basin which is situated within the County of
Riverside to expend large sums of money for the payment of costs in defending
said lawsuit and for the purpose of employing attorneys and engineers for the
assembling of data and information relative to various wate~ rights within
the County of Riverside; and
WHEREAS, the taking of the water rights by the United States will
deprive the persons in the possession of such lands of valuable property
rights, reduce the assessed values of said properties, reduce the amount of
taxes assessed and collected on such property and cause great hardship amongst
many people who have small incomes and are financially unable to pay costs
and fees necessary for the proper presentation of the available evidence.
