'270 AND-THE FRYINGPAN-ARKANSAS PROJECT AS PROPOSED IN S. 300 AND H.R. 412, NOW PENDING IN CONGRESS. Elsinore Valley, of which will soon be WHEREAS 'A..the City of Elsi?ore, California, is a part, ,,-m vi tally dependent on a water supply obtained from the Colorado River, and WHEREAS, California's rightful share of Colorado River water is threatened by the Upper Colorado River Basin projects as proposed in S. 500 and H.R. 270 and the Fryingpan-Arkansas project as proposed in S. 300 and H.R. 412, now pending in Congress, and WHEREAS, the aforementioned projects would inflict on all taxpayers of this City and the Nation an unjustifiable burden of more than four billion dollars, and WHEREAS, these political pump-priming schemes if authorized would furnish water to grow the kind of crops which are already in great surplus in this country, and which are already heavily subsidized by the taxpayers, and WHEREAS, the COlorado River Board of California, official state agency charged with the responsibility of safeguarding California's existing contracts for Colorado River water, has gone on record strongly opposing these measures. NOW, THEREFORE, BE IT RESOLVED that the enactment of these project bills is against the interest of the City of I.. / ,: /< /// ',<.j,/" /- /~// r ((/t, in particular and the State of California in general and should be opposed. -2- BE IT FURTHER RESOLVED that the City of <" ;..,~ ;_.~~.-" respectfully requests the representatives of the State of Cali- fornia in the Congress of the United States to actively oppose the enactment of the above mentioned bills or any similar proposals~ and that certified copies of this resolution be ai mailed to our Congressional representatives~ and copies be ma e available to press and radio news sources. BAER VI.L.Sears The Honorable City Council City of Elsinore Elsinore, California Gentlemen: The City of Elsinore as one of the parties to the "Tilley Agree- ment" is vitally interested in the waters of San Jacinto River which are available to Elsinore valley. The Board of Directors of Elsinore Valley Municipal Water District is glad to be able to Officially inform you that on March 9, 1955, this District filed an action in Eminent Domain against the Temescal Water Company, involving all of the Temescal Water Company Railroad Canyon properties,p.am, reservoir, and pipelines to the vicinity of Lee Lake,L"V:~\..'--r7 ccCL.rt....rp'J:"'rv:..rA".t:$.., . I f I,.c~ The purpose of this action is to acquire storage space in Rail- road Canyon reservoir for the supplemental water supply system which Elsinore Valley Municipal Water District hopes soon to construct to relieve the serious water shortage in Elsinore valley. This action also, if successful, will again make avail- able to Elsinore valley the historic waters of San Jacinto River to which our valley is properly entitled. It is suggested that your Honorable body by resolution may wish to endorse this action in Eminent Domain on behalf of our valley. If so, this district will welcome your endorsement, feeling that your approval in this case, will be of assistance in helping us to pursue this action to a successful conclusion.
