Gentlemen:
Reference is made to our letter of March 4, 1955,
with which we forwarded right of way maps showing the proposed
realignment of our Road VIII-Riv-77-B,Esn,C, State Sign Route
No. 71, through the City of Elsinore.
These maps indicate that portions of the City's water
and sewage systems will be affected by the proposed construction
and will require rearrangement or relocation.
Our procedure in accomplishing the necessary relocations
is to lssue a formal notice to relocate the affected facilities
which will set forth in detail the work to be done, the date on
which the work should be completed, and a statement of liability
for the costs of such relocation. In the event the State is
liable for the payment of such costs, which is the ease in this
instance, a utilities agreement is prepared by the State and
forwarded for execution by the City. This agreement will again
set forth the work to be done, the estimated cost of the work
and the method upon which the State is to be billed.
Billing to the State shall be for the actual cost of
relocation, inCluding engineering and inspection, and in the
event that the City wwards a contract for the work, may include
advertisement and award of the contract.
The State at this time is faced with a heavy construc-
tion program and its engineering staff is heavily engaged in
planning roadway construction, for this reason it is requested
that the City engage the services of a competent engineer to
plan and inspect the work of relocating the subject facilities,
inclUding advertisement and award of a contract for the work, if
necessary. Said plans to be submitted to this office for review
to insure that no conflict develops between the proposed relocation
and highway construction.
