SUBJECT: REVISED CITY COUNCIL POLICY NO. 400 -2 (USE OF ELECTRONIC
DEVICES DURING CITY COUNCIL MEETINGS)
Recommendation
It is recommended that the City Council adopt Resolution No. 2014 -0 revising City
Council Policy No. 400 -2 (Use of Electronic Devices During City Council Meetings).
Background
The City Council adopted City Council Policy No. 400 -2 (Use of Electronic Devices
During City Council Meetings) on August 23, 2011. This Policy should be revised to
recognize the City's paperless agenda program which allows City Council Members to
receive, review and annotate Agenda packets electronically.
Discussion
The purpose of City Council Policy No. 400 -2 is to ensure that public business is
conducted transparently by prohibiting City Council communications via electronic
devices during City Council meetings. The Policy is intended to avoid the potential of
creating an appearance that officials are inattentive or are engaged in private
communication during meetings. This purpose remains paramount.
The proposed revision to City Council Policy No. 400 -2 is intended to recognize the City
paperless agenda program and strictly limit the use of electronic devices to accessing,
reviewing and annotating the City Council Agenda materials stored on the device or via
the City's website. The use of electronic devices for communication purposes during
City Council meetings is prohibited.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE ADOPTING REVISED CITY COUNCIL POLICY NO. 400 -2
(USE OF ELECTRONIC DEVICES DURING CITY COUNCIL MEETINGS)
WHEREAS, in an effort to utilize technology that improves efficiency and reduces
costs, a paperless agenda program has been developed so that City Council Members
and City staff can receive Agenda packets electronically; and
WHEREAS, City Council Policy No. 400 -2 prohibits City Council Member
communication via electronic devices during public meetings and executive closed
sessions; and
WHEREAS, the City Council desires to revise and clarify Policy No. 400 -2 in
order to balance the promotion of paperless agenda program and efficient and effective
conduct of City business with the need to ensure and promote transparency and full
compliance with the City's and the California open meeting laws.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE
DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1, The City Council of the City of Lake Elsinore hereby adopts the
revised City Council Policy No. 400 -2 (Use of Electronic devices During City Council
Meetings) as presented to the City Council on January 28, 2014. The revised Policy
No. 400 -2 shall supersede and replace the existing Policy No. 400 -2 in its entirety.
SECTION 2. This Resolution shall take effect from and after the date of its
passage and adoption.

PURPOSE
The purpose of this policy is to ensure that public business is conducted transparently by
limiting the use of electronic devices during City Council meetings and Closed Session
discussions.
POLICY
No City Council member shall email, text, utilize social media such as Pacebook or
Twitter, or otherwise communicate via cell phone, personal computer or other electronic
device during a City Council meeting or Closed Session meeting. Use of electronic
devices shall be strictly limited to accessing, reviewing and annotating City Council
Agenda packets stored on the device or on the City's website.
