RESOLUTION ADOPTED BY THE CITY COUNCIL
CITY OF ELSINORE
WHEREAS, true State Highway needs for the Southern Counties group,
based on the urgency of traffic demands and the provision of' equal
State-wide traffic service, are j n excess of 60 percent, of' the
State-wide total, and
WHEREAS, the existing critical traffic congestion, accidents and
fatalities in the Southern area must be immediately alleviated,
and
WHEREAS, the future economic and socia logical growth and develop-
ment of the 13 Southern Counties is dependent on the Construction
of an adequate highway and freeway system, and
WHEREAS, based on the pertinent indices of population, vehi.cle
registration, and assessed evaluation, the 13 Southern Counties
provide in excess of 60 percent of the State- wi.de highway
revenue, and
WHEREAS, the antiquated Mayo-Breed Formula allocates only
55 percent of the State-wide High~'lay and Freeway Contruction
Funds to the South which curtails the budgeting of urgently
needed proijects and elimina.tes a. program of equitable future
facilities in this area;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
Ci ty of Elsinore end orses a legj. sl~lti ve program to amend the
Mayo-Breed Formula as proposed in Assembly Bill 1320 to provide
a minimum of 60 percent of the State Highway Construction Funds
to the South, and requests each Board of Supervisors and City
Council in the 13 Southern Counties affected to actively support
such a program, and further
THAT, the City Clerk be directed tD forward to each BDard of
SupervisDrs, each City Council, and each member of the State
Legislature, representing the 13 Southern Counties, a copy of
this resDlution

Gentlemen:
VSE OF STATE HIGHWAY CONSTRUCTION FUNDS
On January 26, 1961, N. H. Templin, Road Commissioner of Los Angeles
County, presented to the Southern California Regional Association of
County Supervisors a report dealing with the inequitable distribution of
State Highway Construction Funds.
As a result of Mr. Templin's presentation, the Southern California Regional
Association of County Supervisors adopted a resolution urging a revision
of the so-called Mayo-Breed Formula to provide a minimum of 60 percent
of State Highway Construction Funds to the Southern Counties as compared
to the 55 percent currently allocated. The resolution also urges all South-
ern Counties and municipalities to support such revision as proposed in
Assembly Bill 1320 introduced by Assemblyman Rees and 40 co-authors . You
can do so by adopting a similar resolution and instructing your legislative
representatives to convey to the Legislature our mutual concern over the
present inequity in the hope that the Mayo-Breed Formula may be amended
to achieve the equitable results upon which the social and economic future
of the entire State depends.

Attached hereto is a copy of the resolution adopted by the Association
and a copy of the report presented by Mr. Templin. Some data used by
Mr. Templin necessarily is derived from Los Angeles County statistics,
since these are the only ones available to him. After reviewing the
report, however, I am sure you will agree that the problem is common
to all Southern Counties. I am also sure that you will agree with the
appropriateness of the action of the Southern California Regional Asso-
ciation of County Supervisors and will want to take similar action.
May I urge your prompt consideration of this matter in order that appro-
priate legislative actions may be taken as soon as possible. Where
action of your body is taken, please also forward a copy to us for our
use in presenting the measure to Legislative committees. . Please direct
your reply to the address shown below.
