RESOLUTION NO.

2 A RESOLUTION OF THE COUNCIL OF THE CITY OF ELSINORE, COUNTY OF RIVER-
3 SIDE, STATE OF CALIFORNIA, REQUESTING CONTINUANCE OF THE EXISTING TEMPORARY
4 AMENDMENT TO THE WATE~ PERMIT ISSUED BY THE STATE BOARD OF PUBLIC HEALTH.
5 WHEREAS, the Board of Public Health of the State of California has
S issued a temporary amendment to the water permit of the City of Elsinore; and
7 WHEREAS, said amendment authorizes the City to operate this Defluorida-
8 tion Plant; and
9 WHEREAS~ said temporary amendment terminates in July of 1962; and
10 WHEREAS, the City of Elsinore's water distribution system is in a
11 critical deteriorated condition; and
12 WHEREAS, the City of Elsinore adopted Resolution #1071 which set forth
13 a program of the rehabilitation of the water system; and
14 WHEREAS, the City plans tu ask the Electorate to authorize the issuance
15 of General Obligation Bonds to carry out this program; and
16 WHEREAS, the contemplated Election date is September 11, 1962.
17 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
18 Elsinore:

SECTION 1. That the California State Board of Public Health is rs-
spectfully requested to take the necessary action to continue the existing

temporary amendment of the City's Water Permit to operate the Defluoridation
Plant for an additional IS-months.
SECTION 2. That the City Clerk shall certify to the passage and adop-
24 tion of this Resolution and it shall be in full force and effect.

Re: Temporary Permit for the
Defluoridation Plant
Gentlemen:
The California Board of Public Health, at its June 15th meeting,
will consider the status of the temporary amendment to the City
of Elsinore's domestic water p8rmit concerning the defluoridation
plant. Said amendment, which was extended 18 months ago, termi-
nates in July of this year.
I have discussed this situation with the staff of the State Depart-
ment of Public Health and it is our opinion that the City should
request a continuation of the temporary amendment for another
18 months. During that period the solution to the problem of the
rehabilitation of the distribution system should be well advanced
and the City should be in a position to determine permanently the
use of its mineral well water resources.
I, therefore, respectfully request that the City Council adopt the
accompanying Resolution which respectfully requests that the State
Board of Health continue the existing temporary permit for the use
of the Defluoridation Plant.
At the request of the State, I will submit to the Board a progress
report setting forth the program contemplated by the City to solve
its domestic water problems.
