II ~. ;Z, RESOLUTION DECLARING THAT PROCEEDINGS HAVE BEEN INITIATED BY THE COUNCIL OF THE CITY OF ELSINORE TO ANNEX TO SAID CITY CERTAIN UNINHABITED TERRI- TORY DESCRIBED HEREIN AND DESIGNATED "ANNEXATION NO.3, NORTH ELSINORE," AND GIVING NOTICE OF THE PROPOSED ANNEXATION. BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ELSINORE: 1. That pursuant to the provisions of the Annexation of Un- inhabited Territory Act of 1939, proceedings have been initiated by the Council of the City of Elsinore, on its own motion, to a.nnex to the City of Elsinore a.1l that uninhabited territory situate in the County of Riverside, State of California, hereby designated as "Annexation No.3, North Elsinore," and described as follows: A portion of the North Elsinore Tract and Sections 32 and 33, T 5 S, R 4 W, S.B.B. & M., and more particu- larly described as follows: Beginning at the intersection of the south line of T 5 S, R 4 W, S.B.B. & M. and the Rancho La Laguna line, County of Riverside, State of California, said Rancho line be- ing between Rancho La Laguna corners No. 7 and No.8; Thence Northwesterly along said Rancho La Laguna line to the intersection with the center line of Second Street of the North Elsinore Tract, as shown in Map Book 5, page 105, Riverside County Records; Thence Northeasterly along the center line of Second Street to the center line of Dexter Ave. of skid North Elsinore Tract; Thence Northwesterly along the center line of Dexter Ave. to the intersection with the center line of Central Ave. of said North Elsinore Tract; Thence Northeasterly along the center line of Central Ave. to the intersection with the north line of Section 32, T 5 S, R 4 W, S.B.B. & M. produced Westerly from its Northwest corner; Thence Easterly along said produced line and the north line of Sections 32 and 33, T 5 S, R 4 W, S.B.B. & M. to the Northeast corner of said Section 33; Thence Southerly along the east line of said Section 33 to its Southeast corner, being also the south line of T 5 S, R 4 W; Thence Westerly along said south line of T 5 S, R 4 W to the intersection of Rancho La Laguna line, the point of be- ginning. -1- 2. That the Council of the City of Elsinore desires to annex said uninhabited territory to the City of Elsinore for the follow- ing reasons: The territory is contiguous to the City of Elsinore, and its proposed annexation will contribute to and facilitate the orderly growth and development of the city and the proper development and regulation of the territory proposed to be annexed; will facilitate and contribute to the proper and orderly develop- ment both within the city and within the territory proposed to be annexed and in a manner most conducive to the welfare of said city and said uninhabited territory. 3. That the County Boundary Commission of Riverside County, California, did in session duly assembled on the 29th day of July, 1963, approve the proposed annexation boundaries of said "Annexation No.3, North Elsinore," as above described and as sub- mitted to said Commission by the Council of the City of Elsinore. 4. That on 1963, at 7:30 P.M. in the council chambers in the City Hall in the City of Elsinore, County of Riverside, California, is hereby fixed as the time and place when and where any person owning real property within the uninhabited territory above described and proposed to be annexed to the City of Elsinore, and having any objections to the proposed annexation, may appear before the Council of the City of Elsinore and show cause why such uninhabited territory should not be so annexed to said City of Elsinore. Such protests must be in writing and may be filed at any time before the hour set for hearing objections to the proposed annexation, and shall state the name or names of the owner or owners of property effected, and the description and area of such property, in general terms. 5. The City Clerk of the City of Elsinore is hereby author- ized and directed to cause a copy of this Resolution to be pub- !ished at least twice, but not oftener than once a week, in Elsinore Valley Sun, a newspaper of general circulation published -2- in said City of Elsinore, the city to which it is proposed to annex the aforesaid territory, and also in the Riverside Enterprise, a newspaper of general circulation published outside the City of Elsinore, but in the County of Riverside, California, the county in which is located the territory proposed to be annexed to the City of Elsinore, said publication to be completed at least twenty (20) days prior to the date set for hearing. 6. The City Clerk is further authorized and directed to cause written notice of such proposed annexation to be mailed to each person to whom land within the territory proposed to be annexed is assessed in the last analyzed County Assessment Roll available on the date the above said proceedings were initiated at the addresses shown on said Assessment Roll or known to the clerk and to and per- son who has filed his name and address and the designation of the lands in which he has an interest, either legal or equitable, with the City Clerk, such notice to be given not less than twenty (20) days before the first public hearing on the proposed annexation. 7. In the event any land within the territory proposed to be annexed is owned by the County, the City Clerk is directed to cause written notice of such'proposed annexation to be mailed to the Board of Supervisors of the County, such notice to be given not less than twenty (20) days before the first public hearing on the proposed annexation. 8. In the event there is, upon the land proposed to be an- nexed, a structural improvement owned, being acquired or leased by a County Fire protection District, the said Cilierk is directed to cause written notice of such proposed annexation to be mailed to the governing body of such district, such notice to be sent not less than ten (10) days before the first public hearing upon such proposed annexation. 9. The City Clerk is directed to cause written notice to be given to such other persons as may be legally entitled thereto, ia the manner required by law. -3- ADOPTED THIS 12TH DAY OF AUGUST, 1963, by the following vote: AYES: NOES: ABSENT: City Clerk Signed and approved this 12th day of August, 1963.
