RESOLUTION NO. 1115
WHEREAS, long cherished privileges accorded all Thlited States Citizens
by the Bill of Rights permits us to have freedom of speech, both verbal and
wri tten, and
WHEREAS, this Council defends and supports those privileges, and
WHEREAS, all documents conceived bjT men. have certain limitations and
must therefore be inturpreted to establish the meaning of the language and,
WHEREAS, many Americans have given their lives a."d their health to pro-
tect and uphold the Constitution, and
WHEREAS, on rare occasions it becomes necessary to protect ourselves
against certain societal elements that would distort and carry to outrageous
extremes the very rights and privileges we hold so dear, and
~~TJIEREAS, when such conditions become self-evident, it is our duty as
citizens to make our position known, Therefore,
LETIT BE RESOLVED, that we members of the City Council of Elsinore,
California do hereby proclaim our contempt for the book "A Dictionary of
American Slangll and strongly urge that every legal step be taken to keep this
and publications of the same nature out of the libraries of publicly supported
educational institutions.
We can find no justification for the existence of such a book by a~y
stretch of the wonderful first amendment and we are conVinced that the
founding fathers in no way intended the Bill of Rights to be perverted to th~
extent that unmitigated pGrnography would have to be forced upon our children.

APPROVING AMENDMENT NUMBER 1 TO AGREEMENT FOR MAINTENANCE

STATE HIGHWAY IN THE CITY OF ELSINORE
WHEREAS, the State of California, through its Department of
Public Works, Division of Highways, has presented Amendment
Number 1
to the Agreement for Maintenance of the State
highway in the City of Elsinore
, dated July I, 1963,
WHEREAS, the City Council has heard read said Amendment
Number 1 in full and is familiar with the contents thereof;

THEREFORE, be it resolved by the City Council of the City of
Elsinore
that said Amendment Number

hereby approved and the Mayor and the City Clerk are directed to
sign. the same on behalf or said City.

AMENDMENT TO AGREEMENT FOR MAINTENANCE OF STATE HIGHWAY entered into
by and between the Oity of Elsinore , hereinafter referred
to as -the City", and the Department of Public Works of the State of
California, acting by and through the Division of Highways, herein-
after called "the Department"o
WITNESSETH:
WHEREAS, an Agreement for maintenanoe of State highways,
as provided for in Section 130 of the Streets & Highways Code, was
exeouted by the City

WHEREAS, said Agreement by its terms provides that it
may be modified or amended at anytime upon ,mutual oonsent of the
parties; and
WHEREAS, the parties herato now desire that said Agreement

NOW, THEREFORE, it js understood and agreed that said
agreement be and bhe same is hereby amended in accordance with the
attached pages dated July 1 , 19 ~ and numbered 10, 13 ,
whioh attached pages shall be substituted for like rtumbered pages
in said Agreement; and shall cancel and supersede such like numbered
pages, beooming a part of said Agreement for all purposeso In all
other respeots, said Agreement shall remain in full foroe and effeoto

Dear Mr. Crane:
Attached are six copies of Amendment No.
1 to the Agreement between the City of Elsinore and
the State for the maintenance of State Highways with-
in the City.
The Amendment is required due to the annexa-
tion of the additional area from the San Jacinto River
to the southeast city limits at Malaga Road, increasing
the length of Route 77 from 2.16 miles to 3.05 miles
within the City.
If the Amendment has the approval of City
officials, will you please arrange to secure the Reso-
lution number, date of adoption, and the necessary
signatures. Retain one copy for your file, return the
original and four copies to this office. A completely
signed copy will be provided for your file at a future
date.
