RESOLUTION NOo 1111
A RESOLUTION CITING THE URGENCY AND
NEED FOR RAPID DEVELOPMENT OF THE
FEA THER. RIVER PRO,JECT.
WHEREAS, the Supreme Court of the United States on Monda;y, June 3, 1963,
rendered its decision regarding the allocation of 1-rater from the Lower Colorado
River Basin; and
1~1fl'EREAS, said decision great.ly reduced the rights of the Metropolitan Water
District to such waters; and
WHEREAS, because of its low. priority , it is foreseeable that the Metropolitan
Water District could be deprived of any water from such source during periods of
:reduced flow; and
WHEREAS, the quality of Colorado River water, which has never been good, is
steadi~ deteriorating, the high dissolved solids content being extremely detrimental
to many agricultural crops and very costl;}' to water distribution pipelines, equipment
and home plumbing; and
WHEREAS, the demands of the Citys and County of San Diego, the C:i.tys and County
of Hi verside, and Ci tys and County of San Bern.ard:tno for an adequate supply of good
lvater are rapidly increaSing; and
WHEREAS" the loss of any part of the present water supply w:Ul great1;}r impair
the health and "1e1fare of the present residents or such areas, even ld thout con-
sidering expansion; and
'lrJHEREAS; the :Feather River Project has been made possible by the vot.e of the
people of California who have approved a bond issu~ for that purpose; and
WHEa~AS, the passage of such bond issue was principally due to the overwheJming
support of the people in t.he three mentioned Countys:, l,yhose high ration of support
offset the losses elsewhere in the State; and
'lrJHEPBP.S, present planning of the Heather River Project calls for hfO branches,
the easterly branch extending into Antelope Val1ey and southerly to the Perris
Reservoir; and
WHEREAS, the estabUshment of said ~ast branch is mandatory to provide an
efficient and economic supply of high quality water for the desperately lacking area,s
of Antelope Valle, San Bernardino, Riverside and San Diego Counties; and
Vij1EREAS, some interests are seeking delivery of water by the west branch
only at this time; and
WHEREAS, such solutIon would be detrimental to the urgent requirements of the
aforementj.oned areas; and
WHEREAS, the completion of construction of the East Branch by 1972 is vital
to said areas; NOW, THEREFORE,
BE IT P~SOLVED, by the Council of the City of Elsinore, California, as

That said City hereby expresses the urgency and need in the rapid development
of the Feather River Project and that as an incident of such development, the
completion of the East Branch by 1972 or earlier is an absolute essential for
survival of the areas of Antelope Valley, San Bernardino County, Riverside County
and San Diego County"
