HomeMy WebLinkAboutCC Reso No 1966-1187 /) _L/ Il ... / t" p.-',/ 0'7 NHt;Aft~{~~~AY ~~ September 18 - 24, 1966 A RESOLUTION WHEREAS the 41 thousand mile National System of Interstate and Defense Highways is now 53 percent open to traffic, is saving untold lives yearly; and said System already saves untold millions of dollars through lessening of accidents,congestion, and travel time; and WHEREAS said Interstate System is a part of the 12,400 mile California Freeway and Expressway System, and said ealifori1iaF~eeway System is currently one-third complete and is saving approximately 700 lives yearly together with untold millions of dollars in accident cost, congestion, and time saving; and WHEREAS said California Freeway and Expressway System needs are approxi- mately an additional 7.1 billion dollars beyond those monies committed to date, and will serve approximately 60 percent of the travel needs of Cali- fornia when completed. WHEREAS, in addition to these important Systems, there are additional road systems known as the Select System of Major and Secondary County Roads and City Streets which, when completed to adequate, improved design standards, will also contribute to traffic safety, easing of congestion, and savings of travel time; and WHEREAS said Select Systems of Major and Secondary Streets are estimated to have deficiencies of 6.5 billion dollars by 1974, with estimated revenues during the same period of only 3.8 billion dollars: NOW THEREFORE BE IT RESOLVED THAT THE (City of ELSINORE ) does hereby endorse National Highway Week and the concept that BETTER HIGH- WAYS NOW SAVE LIVES, TI}ffi AND MONEY, and further that the National Inter- state and Defense Highway System, the California Freeway and Expressway System, the Select Systems of Major and Secondary County Road'and City Streets are important to the economic and social well being of the Nation, State of California (County and City of El5INDR~ ), and, therefore, comple- tion of these several Road Systems should be expedited as rapidly as planning, design and construction budgets will allow. ,- ~lt~{;Eillg Leagne of ~alifornia Cities HOTEL CLAREMONT BERKELEY 94705 PHONE 843-3083 Member National Leag~e of Cities "Western City" Official Publication 702 STATLER CENTER LOS ANGELES 90017 PHONE 624-4934 Berkeley, California 94705 August 9, 1966 To: Directors of Public Works and City Engineers Subject: National Highway Week - September 18-24, 1966 Dear City Official: We have been requested by the California National Highway Week Committee to assist in urging widespread observance of the contri- bution that our highways, streets and roads have made to the safety, convenience and driving pleasure of motorists. You can assist pri1l1arily by encouraging your city council to enact the enclosed resolution which thereafter can be well publicized in your community through all news media. The resolution is a suggested sample only and you may wish to include a specific whereas clause indicating not only your own street deficiencies, but the extent of your con- struction and improvement program in recent years. There also is enclosed a sample radio message which you may very well be able to obtain as a public service from your local station. Here again, this announcement can be adapted to your own local situation. But the most unsung freedom of all has made one of the most important contributions to our economy and culture. That is the freedom of mobility...the freedom to drive where you choose in any city, county or state. And we have this freedom only because of our roads, streets, freeway system, and highways. But our country grows constantly. And high- ways must keep pace with that growth. And that's the key to National Hi~hwav Week, which is being observed from September 18 to 24. The Week's theme is also a fact: "Better highways now...save lives, time and money.1i And (name of organization) would like to explore this a little further with you. For instance...this may be surprising...but it is a fact that the safest place to drive is a freeway. The whole system has fatality rates that are only half those of older streets. And if you want to judge the value of improved streets and highways...just try to imagine getting to work tomorrow or taking your next pleasure trip without them. Safety, convenience, recreation, the movement of goods and services, home and job relocation -- all depend on better highways. (Name of organization) hopes you will remember these facts during National Highway Week...and throughout the year, as additional highway improvements contribute more and more to your freedom of mobility.
