I, DONALD D. SULLIVAN, County Clerk of said County, do hereby
certify that, in pursuance of the provisions of Sections 18401 and 23306
of the Elections Code of the State of California and of the resolution of
the Board of Supervisors of said County, heretofore adopted and entered
upon the minutes of said Board, I did canvass the returns of the votes cast
in the City of Elsinore for the measure providing for a City Manager form
of government and designated as proposition "H" on the ballot of the State-
wide General Election on November 3, 1970; and that the Statement of Votes
Cast to which this certificate is attached shows the whole number of votes
cast for and against said city measure in each of the precincts therein,
and that the totals of the respective columns show the total votes cast for
and against said proposition; and said totals are full, true and correct.
