A RfSOLUTION Of THE CITY OF ELSiIVORE, CALIFORNIA
ORDERING, CALLlNG,PROVIDING FOR AND GIVING NOTICE
1 OF A SPECIAL MUNICIPAL ELEC710N TO BE HELD IN SAID
CITY ON NOVEMBER 3, 1970, FOR THE PURPOSE OF SUB-
2 MITTI~G TO THE QUALIFIED VOTERS OF SAID CITY, AN
ORDINANCE RELATING TO THE ESTABLiSHMENi' OF A CITY
3 MANAGER FORM OF GOVERNMENT AND CONSOLIDATING SAfD

5 SJHEREAS, the City Council of the CiYy of Elsinore, California, does
6 desire to submit to the-voters of said City, without a petition therefor, a
7 proposition for the enactment of an ordinance for the establishment of a
8 City Manager form oF government,
9 blHEREAS, the ordinance to be voted upon is referred eo as Initia4ive
10 Ordinance No. 482, a copy ot which is on file with the City Cierk of the
11 City of Elsinore, California, and a copy of which is attached to this
12 P~esolution,
13 bJHEP.EAS, the City Councit of the City of Elsinore, Caiifornia, desires
14 that said proposition and ordinance be voted upon at a speciai i~7unicipal
15 Election to be consolidated with the Statewide General ElecYion to be held
~ 16 on said date,

20 called, to be held 1n said City of Eisinore, California, on November 3, 1970,
Z1 for the purpose of submitting to the qualified voters of said CiYy, an
22 Ordinance hereinafter set forth, relatino to the establishment of a City
23 Manager form of government.
24 Section 2: That the Ordinance submitYed to the voters shalt be as
25 fotlows:

30 That a copy of said proposed Initiative Ordinance is a[tached hereto
31 and made a part hereof by reference and marked "Exhibit A".
32 Section 3: That the polls for said election shall be opened at 7:00

o'ctock A.M, of the day of said election and shall remain open continuously
from said time until 8:00 P.M. of the same clay, when said potls shall be
ciosed, except as provided in Section 14436 of the Elections Code of the
State of California.
Section 4: That on the ballots to be used 8n said Special Election,
in addition to any other matters required by law, there shall be printed
substantially the fotlowing:

Section 5: That a cross (f) placed in the voting square after the
"Yes" in Yhe manner hereinbefore provided shall be counted in favor of the
adoption of the proposition. A cross (~) placed in the voting square after
the word "No" in the manner hereinbefore provided shall be counted against
the adoption of the proposition.
Section 6: That the special election hereby catled for the date
hereinbefore specified shall be and is hereby ordered consolidated with the
State wide general election to be held on said date, and within said city
the precincts, polling places and officers of election for the special
Municipai election hereby called shall be in the same as those provided for
said State wide general election. The Board of Supervisors of Riverside
County is hereby requested to order the consolidation of the special
Municipal election hereby called with said State wide general election, and
said Board of Supervisors is hereby authorized to canvass the returns of
said special Municipal election, and said etections whall be held in all
respects as if there were only one election, and only one form of ballot,
namely, the ballots used at said general election, shall be used. Said
Board of Supervisors shall certify the results of the canvass of the returns
of said special Municipal election to the City Council of said City which
whall thereafter declare the results thereof. A proposition submitted by

thls resolution shall be designated on the ballot by a letter printed on
the left margin of the square containing the description of the measure,
as provided in Section 10231 of the,Elections Code.
Section 7: That notice of the time and place of holding said election
is hereby given and the City Clerk is hereby authorized, instructed and
directed to give such further or additional notice of said election in time,
form and manner as required by law.
Section 8; That the City Clerk shail certify to the passage and
adoption of this Resolution; shall enter the same in the book of original
Resolutions of said City; and shall make a minute of the passage and
adoption thereof in the records of the proceedings of the City Council of
said City, in the minutes of the meeting at ~ahich the same is passed and
adopted.
Section 9; That this Resolution shall take effect immediately,
PASSED, APPROVED AND ADOPTED this 13th day of July, 1970.
